Section I - Introduction
I Overview
I. OVERVIEW
A. Agency Information The U. S. Railroad Retirement Board (“RRB”) is an independent federal agency that administers a re-tirement and survivor benefit program for railroad employees and their families. The RRB was estab-lished by the Railroad Retirement Acts of 1937 and 1974. Its benefit program was the forerunner of the more familiar Social Security System. The Railroad Retirement System is unique inasmuch as it is the only federally administered benefit program covering a single private industry. The RRB also adminis-ters the Railroad Unemployment Insurance Act which provides unemployment and sickness benefits to railroad employees. The RRB’s headquarters is in Chicago, Illinois.
B. Site Visit
Offerors should visit the building and become familiar with existing conditions; examine all solicitation documents relating to this work, and become fully informed as to the extent and character of the work required. Maintenance and operation manuals will be available for review. We strongly encourage of-ferors to make a thorough site investigation before submitting an offer. No allowances will be made for failure of the offerors to avail themselves of such information. Access to the building may be obtained for inspection purposes by contacting the individual named below between the hours of 9:00 a.m. and 3:00 p.m., Monday through Friday, excluding Federal Holidays. No site visits will be scheduled after April 15, 2015.

C. Post Award Conference –

II Price Schedule
II. PRICE SCHEDULE
A. Description of Services. The Contractor shall provide a complete program of preventive and remedial maintenance service on the systems and equipment listed in "Attachment A" located in the U.S. Railroad Retirement Board headquarters building at 844 North Rush Street, Chicago, Illinois 60611-2092(See Section III for detailed description of work). To maintain the equipment in good working order, factory-trained technicians shall perform all preventive and remedial maintenance service tasks in accordance with the guidelines issued.
This total maintenance program shall meet the original equipment manufacturers (OEM) requirements to properly maintain and service equipment. All work shall be performed during normal working hours (except as provided under the provisions for overtime or emergency call-back services in Sections II.D, III.D and III.E).
B. The offeror shall enter in the spaces provided above a firm-fixed price. Prices shall include all labor, supervision, management, materials and equipment (except what is excluded elsewhere in this solicitation), and required adminis-trative support for the operations and maintenance services specified in this solicitation.
C. Offeror Price for Basic Services
1. Indicate a fixed price per month for providing a total maintenance service (as described in Section III), excluding overtime and emergency call-back services for the initial 12-month period. Base offer for initial 12 month period. Pricing for basic services shall be entered in SLINS 0001A, 0002A, 0003A, 0004A, and 0005A.
NOTE: Offerors must quote firm fixed prices per month for each of the 4 renewal options, in addition to the initial period, in order to be considered for award. The RRB reserves the right to extend the term of the contract in accordance with the clause entitled Option to Extend the Term of the Contract.
D. Offeror Price for Overtime and Emergency Call-Back Services
1. Indicate a firm fixed hourly rate for providing overtime services as described in Provision III.D. Of-ferors are requested to enter a single fixed price hourly rate regardless of any commitments on the part of the offeror to pay various rates to its employees. The overtime rate will be the differential between the regular hourly rate, included in the firm-fixed monthly price and the Contractor’s offered hourly for overtime inclusive of all overhead, profit fee and related expenses for provision of onsite services. For evaluation purposes only, RRB estimates a minimum of 25 hours per year for overtime maintenance ser-vice. Pricing for overtime services shall be entered in SLINS 0001B, 0002B, 0003B, 0004B, and 0005B.
2. Indicate a firm fixed hourly rate for providing Emergency call-back services as described in Provi-sion III.E. Offerors are requested to enter a single hourly rate regardless of any commitments or the part of the offeror to pay various rates to its employees. For evaluation purposes only, RRB estimates a min-imum of 25 hours per year for emergency call-back service. Pricing for emergency call-back services shall be entered in SLINS 0001C, 0002C, 0003C, 0004C, and 0005C.

Section III - Statement of Work
III Statement of Work
A. General Requirements.
1. The Contractor shall provide total maintenance services to support the listed aspects of A/C chiller operations and maintenance. The Contractor shall maintain all equipment in accordance with the manufacturer’s recommendations and/or the best practices of the industry including especially:
· American Society of Heating Refrigeration and Air Conditioning Engineers, Inc. (ASHRAE)
· Thermal Environmental Conditions for Human Occupancy
· Environmental Protection Agency (EPA) guidelines on Air Pollution
· ANSI/ASME Safety Code Requirements
· Manufacturer’s Recommendations
· The requirements of this solicitation
· All other applicable laws, regulations, rules, ordinances, and codes.
a. Operations and maintenance is defined as all services, repairs and testing necessary to maintain all A/C chiller systems, in a fully operational mode at all times, except for scheduled downtime, including all labor, parts system fluids including oil, lubricants and refrigerants and other materials.
b. The Contractor shall provide all management, supervision, labor, materials, supplies, repair parts, tools, instruments and equipment, and shall plan, schedule, coordinate and ensure effective and econom-ical completion of all work and services specified herein.
c. The Contractor shall perform the above described maintenance services at the U.S. Railroad Retire-ment Board, 844 North Rush Street, Chicago, IL 60611.
d. Equipment under warranty shall be maintained in accordance with warranty instructions and condi-tions.
2. The Contractor shall maintain the machinery spaces, shops and storage areas in a clean and orderly manner. When work is performed in these areas, the Contractor’s personnel shall clean up all debris and leave the area in a presentable condition.
3. All scheduled work that requires systems, equipment, apurtances or accessories to be taken out of service shall be coordinated with the Contracting Officer’s Representative (COR) and the Contractor shall report to the COR the status of the equipment or systems not operating due to uncompleted work by the close of each workday. Any equipment or system not operational by the official start time of the occupants shall be reported to the COR by 6:30 a.m. that day.
4. The principal period to provide basic maintenance and repair service, otherwise known as “normal operating hours”, shall be 5:30 a.m. through 5:30 p.m., Monday through Friday except Federal holidays.
B. Preventive Maintenance Requirements.
1. The Contractor shall repair, replace and/or service any piece of equipment, component or part of the mechanical sys-tem as is required in a well planned preventive maintenance program. The preventive maintenance program shall con-sist of systematic examination of the mechanical or structural, electrical, utility, interior and exterior systems. The Contractor shall be responsible for establishing an effective system for accomplishing scheduled and unscheduled
Document Number: RRB15Q0013 PROCESSED Page 9 of 25 maintenance, including a backlog listing of work to be accomplished. (See Section H. of this section for reporting re-quirements.)
2. All preventive maintenance scheduled for each month must be completed during that month. Requests by the Con-tractor for deviations from the approved schedule must be submitted with appropriate justification to the COR for ap-proval one (1) month in advance.
3. The Contractor shall conduct running tests or checks of chillers. The tests shall be performed during normal operat-ing times, provided that it does not cause an interruption in service or increase monthly electrical cost. The COR will define the peak usage periods during which tests or checks are prohibited, and provide the Contractor with this inform-ation.
4. Equipment that requires scheduled maintenance to be performed less than annually (i.e., every 3 years, every 5 years, etc.,) shall be proportionally scheduled for completion during the first 9 months of the appropriate contract year, taking into consideration the existing preventive maintenance cycle. The date of the last EDDY Current Testing for both chillers was February of 2013 and is available for review upon request.
C. Repairs
1. Repairs are defined as unscheduled work required to prevent a breakdown of a piece of equipment or a system, or the work required to put such equipment or a system back in service after a breakdown or failure. Repairs are included as part of the total maintenance program.
2. The level of repair shall assure that the chiller equipment or system is not missing components and free of defects that affect the safety, appearance, or intended use of the chiller equipment or system or would prevent any electrical, mechanical, plumbing, or other subsystem from functioning in accordance with the design intent. Correction or repair work initiated shall be carried through to completion. All replacements parts or components shall match the existing in dimensions, materials, quality of work, finish, color, and design.
D. Overtime Service
1. During the term of the contract, the COR may require the Contractor to use overtime to perform work within the scope of this contract for the purpose of expediting return of equipment and/or systems to operating condition or to minimize disruption to building occupants. The use of overtime will be authorized only by the COR.
2. Overtime Services. Overtime services are those non-emergency call-back services provided at times other than those defined as “normal operating hours.” Periodically, occupant agencies may work on Saturdays, Sundays or even-ings. In this case, the building chiller equipment must be operated to maintain the environmental conditions present during normal operating hours. There may be occasions when it is deemed necessary by the COR that certain repair services be performed at times other than normal operating hours.
3. The Contractor shall provide overtime services when requested, either verbally or in writing, by the COR. The re-quest for overtime services will normally be made three to five working days in advance.
E. Emergency Call-Back Service
1. Emergency-call back service consists of restoring inoperative equipment and/or systems which are causing disrup-tion to the arrival and departure of building occupants, or other situations determined by the COR to be of an emer-gency nature.
2. The Contractor shall respond promptly to emergency call-backs (within 1 hour of the time of notification) to the site of the emergency during other than normal operating times. The Contractor shall remain on the job until the emer-gency has been resolved. Repairs shall be completed within 12 consecutive hours after notification by the RRB. If the situation cannot be resolved immediately, the Contractor shall promptly notify the COR of the time and date corrective action will be taken. Requests for service may be made by the COR by telephone. When emergency call back services are provided during other than normal operating times, the Contractor will be paid at the hourly rate specified in II.
Price Schedule.
3. Emergency call-back hours shall be defined as all hours other than those defined as normal operating hours (Specified in Section III.A.4 (see page 8).
F. The Annual Preventive Maintenance Services Program shall include the following:
• Seasonal startup preparation and inspection

• Operating Inspections
• Annual shutdown inspection and preventive maintenance
• Condenser tube cleaning
• Written report of findings, corrective actions, and recommendations following each visit
• Replacement refrigerant in accordance with OEM specifications. Contractor must include provision of all refrigerant needed (monthly firm-fixed price shall include refrigerant)
• Discount on labor and parts for work beyond the scope of the agreement e.g. enhancements to the existing chiller
• Free attendance to local operator training seminars
• All chiller system control programming for both chillers
• All required parts for maintenance shall be included
G. Environmental Issues:
Hazardous Materials: Refrigeration oil, filters and refrigerant have specific disposal requirements. These items are considered the property of the vendor, with their disposal being the vendor’s responsibility at the time of replacement.
• Oil Changes: If the results of the oil analysis dictate the need to change the oil it shall be changed as part of this agreement.
The Contractor shall supply the replacement oil.
• Water Treatment: This agreement does not include water treatment. Vendor is not responsible for correcting any water treat-ment deficiencies. Water treatment services shall be provided for by a separate contractor under the RRB Facility Mainten-ance contract.
H. Inspections and Reports
1. The prime Contractor shall be responsible for providing a qualified employee, who is familiar with the equipment, to accompany and assist the Contractor Inspector for the annual safety inspections of all mechanical systems as re-quired and the periodic Eddy Current test of the chillers.
2. The Contractor shall be responsible for the correction of all listed deficiencies within the scope of the contract by the date specified by the COR. Any deficiencies must be corrected immediately. When all listed deficiencies have been corrected the Contractor shall sign and date the inspection report and return it to the COR.
3. Within 5 work days after the end of the month, a monthly progress report indicating the preventive maintenance work performed on each piece of equipment by type, equipment number, and location shall be signed by the Contract-or’s maintenance services supervisor and submitted to the COR. Preventive maintenance performed should be in ac-cordance with the annual preventive maintenance schedule as recommended by the manufacturer of the equipment. In addition, a consolidated report encompassing all services provided under this contract shall be submitted to the COR within 5 work days after the end of the month. This report shall include type of service (i.e., preventive maintenance, service call, repair, overtime/supplemental or emergency call-back services), description of work and the number of hours expended.
4. The Contractor shall instruct their personnel that any time they perform work under this contract they shall sign in and out on the “Record of Time of Arrival and Departure” from the RRB HQ facility located at the first floor security desk.
5. The Contractor shall be responsible for maintaining records on all refrigerants used to maintain the proper function of the chillers.
I. Quality Control Program
1. The Contractor shall establish and maintain a complete quality control (QC) program to assure the requirements of the contract are provided as specified. The Contractor shall submit a copy of its QC program as part of their proposal.
The QC program shall include, but not be limited to, the items described herein.
a. An inspection system covering all the services described in the contract. A checklist used to inspect contract performance during regularly scheduled or unscheduled inspections. The name(s) of the individual(s) who will perform the Inspec-tion(s). The checklist shall include every area of the contractor's operation as well as every task required to be performed.
b. A system for identifying and correcting deficiencies in the quality of services before the level of performance be-comes unacceptable and/or the Government inspectors point out the deficiencies.
c. A file of all inspections conducted by the Contractor and the corrective action taken shall be made available to the Govern-

J. Supplies, Materials, Property, Equipment and Replacement parts.
1. The Contractor shall furnish all supplies, parts, and materials necessary to perform maintenance, inspection, repairs or replacements to A/C chiller systems, equipment, appurtenances and accessories.
The Contractor must obtain the approval of the COR before storing anything in machinery spaces.
The Contractor shall provision and maintain the necessary replacement parts on-site from the first day of the contract, to ensure that A/C chiller systems service will not be subject to interruptions and stoppages. Parts shall remain the property of the A/C chiller systems Contractor.
2. The Contractor shall be solely responsible to determine which materials are required to effectively perform the job and maintain the chiller equipment fully operational and inform the COR thereof.
3. All parts replaced under the provisions of this contract shall be new and identical to original equipment or the equipment manufacturers recommended replacement parts.
4. Any and all drawings and wiring diagrams used by the Contractor for work under this contract shall be accessible to the COR at any time.
5. Government Furnished Property.
a. The Contractor shall take all reasonable precautions, as directed by the Government, or in the ab-sence of such direction, in accordance with sound industrial practices, to safeguard and protect any Gov-ernment property.
b. Government property shall be used only in direct operations of providing contract services and shall not be used in any manner for any personal advantage, business gain, or other personal endeavor by the Contractor or the Contractor's employees.
c. The Government will furnish space within the building commensurate with the Contractor's needs if requested.
d. The Government will assign space in the building to the Contractor for the storage of an inventory of its bulk supplies, replacement parts, and the equipment that it will use in the performance of work under the contract. The Contractor shall maintain this space in a neat and orderly condition. The Government will not be responsible in any way for damage or loss to the Contractor's stored supplies, materials, re-placement parts, or equipment.
K. Phase out Procedure
On a mutually agreeable date no less than 60 days prior to the contract termination date, the Contractor and the COR or designee shall together make a complete and systematic inspection of all A/C chiller systems equipment in the build-ing(s) covered by this contract. Based on this inspection, the Contractor shall be provided with a deficiency list. The Contractor shall have 30 days from the receipt of this list to correct all items which fall within the scope of this con-tract.

(d) Comptroller General Examination of Record. 52.204-14 Service Contract Reporting Requirements (Jan 2014)
(a) Definition.
"First-tier subcontract" means a subcontract awarded directly by the Contractor for the purpose of acquiring supplies or services (including construction) for performance of a prime contract. (1) Contract number and, as applicable, order number.
(2) The total dollar amount invoiced for services performed during the previous Government fiscal year under the contract.
(3) The number of Contractor direct labor hours expended on the services performed during the previous Government fiscal year.
(4) Data reported by subcontractors under paragraph (f) of this clause.
(d) The information required in paragraph (c) of this clause shall be submitted via the internet at www.sam.gov. (See SAM User Guide). If the Contractor fails to submit the report in a timely manner, the contracting officer will exercise appropriate contractual remedies. In addition, the Contracting Officer will make the Contractor's failure to comply with the reporting requirements a part of the Contractor's performance information under FAR subpart 42.15.
(e) Agencies will review Contractor reported information for reasonableness and consistency with available contract information. In the event the agency believes that revisions to the Contractor reported information are warranted, the agency will notify the Contractor no later than November 15. By November 30, the Contractor shall revise the report, or document its rationale for the agency.
(f)(1) The Contractor shall require each first-tier subcontractor providing services under this contract, with subcontract(s) each valued at or above the thresholds set forth in 4.1703(a)(2), to provide the following detailed information to the Contractor in sufficient time to submit the report:
(i) Subcontract number (including subcontractor name and DUNS number); and
(ii) The number of first-tier subcontractor direct-labor hours expended on the services performed during the previous Government fiscal year.
(2) The Contractor shall advise the subcontractor that the information will be made available to the public as required by section 743 of Division C of the Consolidated Appropriations Act, 2010.

52.217-8 Option to Extend Services (Nov 1999)
The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Of-ficer may exercise the option by written notice to the Contractor within 60 days.
