1) Since we will be using your list to recruit respondents for this research, do you know if the list has phone numbers and/or email addresses or will we need to look up phone numbers?

The list does contain phone numbers for most of the respondents.

2) As we recruit respondents, would you like us to ensure we have a mix of male/female, ethnically diverse, and age diverse people?

It is not a requirement; however, there should be a fair distribution of retirees and future payees.

3) Would we have access to current website tracking reports/data? This may include analytics on how people enter the site, how long they stay, their exit patterns, new

vs. repeat visitors, etc.

No, we do not currently have this data.

4) Are you envisioning part of the interviews will be having the participants go online requiring each participant to have access to a computer?

No. We envision the facilitator or assistant having access to the computer and walking the group through their experiences and expectations of the site.

5) Would this be a Firm Fixed Price Contract?

Yes

6) Are there east coast cities or locations that are already identified as preferable for the focus groups?

Participants are clustered in a few plans that are located in Central/Southern Virginia and Central New Jersey along the middle eastern seaboard of the U.S.

7) Will all of the customers recruited for the focus groups be drawn from participants in recently terminated plans on the east coast?

Yes

8) Would we be provided with list of potential participants from which to recruit?

Yes

9) Can you provide more detail regarding your expectations about observing participants using the PBGC.gov website during the focus groups? From a methodological perspective, usability testing (oneonone interviews seems more appropriate for this research?

We envision the facilitator or assistant having access to the computer and walking the group through their experiences and expectations of the site.

10) Can you provide more detail about which East coast city or cities have a high proportion of the customer groups outlined in the SOW?

Participants are clustered in a few plans that are located in Central/Southern

Virginia and Central New Jersey along the middle eastern seaboard of the U.S.

11) Please clarify the composition of the groups, there appears to be some overlap?

Retirees, future payees and “status unknown” participants in recently terminated plans.

12), What is the level of effort expected to conduct this work?

We expect the Contract to express in the proposal they expect is needed to accomplish this work.

13). Is there a current incumbent who has done work like this for you in the past?

There is no current incumbent for this exact project; however, Great Lakes Marketing and SRA have provided similar services to PBGC in the past.

14) Is this effort part of a longer term evaluation?

Yes. This project is one part of a larger effort to continually improve the PBGC’s web presence.

15) Has PBGC conducted focus groups in previous years? If so, who was the prior vendor? What was your level of satisfaction with the previous vendor?

Yes, Great Lakes Marketing and SRA. PBGC was satisfied with the results.

16) What could have gone better with the last iteration of this project?

This is the first time that we are doing this exact project.
