REQUEST FOR QUALIFICATIONS (RFQ)

PLAN OF CONSERVATION & DEVELOPMENT 2028-2038
ADDENDUM NO. 1
June 26, 2026
The attention of respondents submitting proposals for the above-referenced project is called to the following Addendum to the specifications. The items set forth herein, whether of omission, addition, substitution or other change, are all to be included in and form a part of the proposed Contract Documents for the work. Respondents shall acknowledge this Addendum on the Proposal Response Page (Attachment A).
Question 1. Is the Town planning to release and RFP for a Municipal Housing Growth Plan or participate in the regional housing growth plan? If not, is the Town interested in proposals that propose economies of scale with both plans' development?
Answer The Town has not decided yet whether or not to join the Regional Housing
Growth Plan or develop a Municipal Housing Growth Plan (HGP). Yes, the Town is interested in responses that propose economies of scale with supporting an
HGP.
Question 2. Is there an established fee for the POCD Update? We reviewed the latest CIP, and it appears to be between 75-150k, potentially dependent on the housing growth plan situation.
Answer No, there is no established fee for the POCD Update. There are funds available for long-range planning efforts related to the POCD and housing in the CIP.
Question 3. Could the Town clarify how they would like the cost proposal presented (e.g. lump sum, breakdown of hours, or summary of fee per task)? Where could respondents include cost information in their submittals, given the recommended order of submission items outlined in the RFP?
Answer Since this is a Request for Qualifications, we are not looking for cost proposals at this time.
