Robotic Sander System
Questions and Answer from Site Visit held on 03 Apr 2018
1. Question: Applicable to Section 3.1 in the PD‐Did the specification call out for XY or X?
Answer: Purchase Description (PD) only specified X, however, the reach of the robot would dictate whether a Y rail would be required.
2. Question: How many parts will be processed at a time?
Answer: The system shall process more than one part at a time if the parts will physically fit in the booth. The booth size will dictate the number of parts not the system design.
3. Second booth: Applicable to Option 1 Question ‐ Should the second booth be X/Y?
Answer‐There will need to be X and Y motion to provide the required reach.
4. Question: Will the booth be fully enclosed?
Answer: The booth will be an open front booth (3 sided).
The open front will increase flexibility for future uses.
5. Comment: Reference 3.1 gii ‐ "shall" do we mean "shall"? Clarify
3.1 Basic (Same enhancements on each system)

3.3 2nd option Answer: PD was revised to reflect these enhancements as additional accessories
6. Question: Will there be some hand sanding areas?
Answer: Yes, there may be some hand sanding areas.
We want the robot to sand as much as possible.
7. Question: Is there a specific model for the pad changer?
Answer: No, there is not a specific model for the pad changer.
8. Question: Will 2 Booths will be replaced with 1 large booth?
Answer: Yes
9. Question: Is every robotic system identical and all have disk/wheels?
Answer:Yes
10. Question: Can the fasteners be impacted by too much sanding?
Answer: Yes, just as the substrate can be damaged by too much sanding. The goal is to stop at the last layer of primer.
11. Question: In PD paragraphs 3.1(C )viii, 3.2(C )viii, and 3.3(C )viii Class 1, division 1 is called out, but should it be class 2, division 1?
Answer‐Yes, purged to keep out dust.
12. Question: What is the required grits of sand paper?
Answer: The Government currently uses 3 different grits.
The system shall handle any number of grits, but the automatic changer is only required to support 1 grit. A changer that supports more than one grit would be considered an enhancement.
13. Question: Are 3M sanding pads mandatory?
Answer: Yes, 3M sanding pads have to be utilized.
14. Question: Do you envision someone sitting in an office and programming?
Answer: The path can be preprogramed but robot must watch for color taught by the operator.
15. Question: Does the fire suppression need to be built into the existing fire alarm system?
Answer: Yes, NFPA (National Fire Protection Association) requirements specify that the contractor needs to tie into the building fire alarm system to stop operations if there is a fire in the building. The Government will gain CE’s approval via a form 332.
16. Question: Does the system need to tie into a central Vacuum system or include portable vacuums?
Answer: The PD, paragraphs 3.1(D)(vi)(3), 3.2(D)(vi)(3), and 3.3(D)(vi)(3) calls this requirement out specifically.
17. Question: Does the robot controller need to be protected from dust?
Answer: The PD, in paragraphs 3.1(A )(vi), 3.2(A)(vi), and 3.3(A)(vi), calls out the requirement for the robot controller to be protected from dust.
18. Question: Does the robot controller need an enclosure?
Answer: There is no requirement for an enclosure because design places it on the outside
19. Question – What is the format of CAD files?
Answer: In the past the Government used OBJ (Type of 3D model file), but the current acquisition does not have a firm format for the CAD file. CAD file must be compatible with .OBJ.
20. Question: Will the system connect to the base computer network?
Answer: No, the system will never connect to the base computer network.
21. Question: Do the parts need to be flipped manually?
Answer: Currently the parts come in horizontal and will be flipped manually.
22. Question: What is the period of performance?
Answer‐After discussion, it was decided that the equipment must be installed no later than 18 months from award with 3 months of training to follow. The POP would be 21 months for each period.
23. Question: What are the cycle time requirements?
Answer: No requirements.
24. Question: Where is the Acceptance Plan in the PD?
Answer: The PD page 10 Section 4 references acceptance.
25. Question: Will this section 9 be revised?
Answer: Page 16 Section 9. Bid Package Requirements will be revised in the PD prior to soliciting.
26. Question: When will training be accomplished?
Answer: See Section 6 of PD.
27. Question: What is the layout of the control room layout?
Answer: Control room layout will be added to PD as an appendix.
28. Comment: Page 16, paragraph 9.2 E. delete E “Robot guide simulation.” Page 16, paragraph 9.2 F, delete “Estimated Schedule” in PD.
29. Question: What will the proposal evaluation be based on?
Answer: The proposal evaluation criteria will be stated in the final solicitation.
30. Question: What is the Contract Line Item Number (CLIN) structure?
Answer: Contracting will specify the CLIN Structure in the
RFQ
31. Question – Will the Government provide a Model?
Answer: Yes, a model will be provided of a test part to be used in simulation. Action item: A Model file is to be provided to contractors.
32. Question – Who will be responsible for tearing out/removal of old booths?
Answer: The contractor shall be responsible for removal of old booths which will include pallets. This requirement will be specified in the PD.
33. Question: What are past successes/problem areas:
Answer: (1) A success was an interface that allows the user to program parts.
(2) A problem area was fixturing – it is incredibly hard. The Government doesn’t do thousands.
