ROBOTIC SANDING SYSTEM, B169 (L8WC10)

PURCHASE DESCRIPTION

12 May 2018

1. Scope: This document provides the description that shall be used to acquire one (1) system with the option to acquire two additional systems. The systems shall be designed to remove paint from various off airframe components, including stabilizers, elevators, flaps, and ailerons, see Appendix C. The miscellaneous component paint sanding system shall be installed in the existing paint booth in Building 169. The existing paint booth is approximately14.5’ wide x 37.5’deep x 10.2’ tall, see Appendix A. This effort shall replace existing booths in Building 169 and install miscellaneous component paint sanding systems in them.

1.1. The effort shall include the system, delivery, optional accessories, installation, building modifications (after approval of 332 has been received), testing/verification, training/familiarization, and warranty for the basic and two options.

1.2. The contractor shall provide all materials, equipment, and labor necessary to deliver and install the system.

1.3. All work shall be completed in accordance with this purchase description and subject to the terms of the contract.

1.4. Each system (basic and two options) shall be installed no later than 18 months after contract award and training and production support shall not exceed 3 months following installation. The total Period of Performance (PoP) for each system shall not exceed 21 months. The PoP for the two additional systems will begin after options are exercised. Options may be exercised within 36 months of basic contract award. The total PoP for the effort shall not exceed 57 months.

1.5. Certain components of this effort have been specifically called out by brand name for this purchase description. The robot and industrial control equipment for this effort shall be of the brand Fanuc and Rockwell Automation, respectively. “Or Equal” will not be accepted.

2. Design: The system shall be new and complete, custom built to meet our applications and ready for immediate operation after completion of installation, acceptance testing, and training.

3. Equipment Description: Contractor shall provide all Commercial Off-the-Shelf (COTS) Equipment Manuals for the following components. (CDRL A003, Commercial Off-the-Shelf (COTS) Equipment Manual Requirements, DI-TMSS-80527C). The system shall consist of the following.

3.1. Automated Sanding Systems for B169 (L8WC10)

A. Control Room‐ Shall apply to the basic and two option systems.

(i). The contractor shall provide a climate controlled, operator control room with at a minimum of two tempered glass windows and a camera/monitor system for viewing the process. The door into the control room shall also have a tempered glass window. This control room shall house the Human Machine Interface (HMI) and be large enough for two operators.

(ii). If required by National Fire Protection Association (NFPA) codes, the control room shall have fire suppression that connects to the existing building fire suppression system and meets (NFPA) codes. The system shall also be tied into the existing building fire alarm system, such that if there is a fire in the building the system shall shutdown any sanding and robotic actions. The indication of fire will come from buildings fire alarm system.

(iii). The control room for the basic system shall be located in the area shown in Appendix A.

The control rooms for the two option systems shall be located in an area to be determined but not more than 100ft from the respective sanding booth.

B. Robot Hardware/Software - Shall apply to the basic and two option systems.

(i). The system shall consist of a Fanuc robot with a payload of greater than or equal to 40kg.

(ii). The robot shall have enough reach to allow sanding of each of the assets listed in Appendix C.

(iii). Roboguide shall be loaded on the personal computer (PC).

(iv). The robot controller shall be of type R-30iB or later with an i pendant.

(v). The robot controller shall have iRVision 3DL/3D Guidance loaded on the controller.

(vi). The robot controller shall not be located in the work envelope. The robot controller shall be installed in an enclosure or positioned such that it is protected from the hazardous dust and kept at the proper operation temperature.

(vii). The robot teach pendant shall reach all areas in the work envelope for teaching.

(viii). The robot and any other electrical devices/systems in the work envelope shall have Class

2 Division 1 Classification issued by a Nationally Recognized Testing Laboratory.

(ix). The robot shall employ Fanuc Dual Check Safety (DCS) and Collision Guard.

C. Subsystem Hardware - Shall apply to the basic and two option systems.

(i). The auxiliary systems (sanding applications) shall be controlled by a single Rockwell

Automation/Allen-Bradley Programmable Logic Controllers (PLC) (Logix 5000 family). This shall be located with the robot controller.

(ii). The HMI hardware shall consist of a PC with a 21” monitor. This shall be located in the operator control room and shall be on UPS backup.

(iii). The PC shall be configured with Redundant Array of Independent Disks (RAID) 1 hard drives.

(iv). The PLC/HMI shall interface with the robot controller, in order to restore/backup TP programs and initiate robot motion/process (program start, recipe selection, etc.).

(v). The communication protocol used for communication between the robot, PLC, HMI, and any remote Input/Output (I/O) shall be Ethernet/Internet Protocol (IP).

(vi). The system shall have the ability to utilize 3M 5” sanding disk and disks/sand paper flapper wheels with a diameter less than or equal to 1”, to sand harder to reach pockets.

At a minimum the system shall have two different sanding end of arm tooling (EOAT), one which utilizes a one headed sander and one that utilizes a three headed sander. If required, the system shall have a third EOAT for the small sanding head.

1). Each EOAT shall have its own docking station and shall be picked up and dropped off automatically using an Automatic Tool Interface (ATI) quick tool changer.

2). The single head EOAT shall have the ability to automatically change sanding pads.

3). Each EOAT shall have the ability to connect to the existing central HEPA vacuum system and the existing portable High Efficiency Particulate Air (HEPA) vacuums.

This connection shall allow a majority of the dust created by the sanding process to be vacuumed away.

D. Subsystem Software - Shall apply to the basic and two option systems.

(i). The operating system (OS) for the PC shall be the latest version on Windows supported by the HMI, PLC, and Robot software.

(ii). The HMI software shall be latest version of Rockwell Automation RSView SE (local) and shall be loaded on the HMI PC. Factory Talk View Studio shall also be loaded on the PC.

(iii). The PLC software shall be latest version of Rockwell Automation Logix 5000 Pro Edition and shall be loaded on the PC.

(iv). The Government shall be provided and shall own all the source code developed for the system, including the PLC and HMI source code (.ACD and .APA files) and no parts of the code shall be password protected, unless the Government will be given the password. This code will not be sold/given to 3rd parties unless the original developer goes out of business, no longer supports the system, or gives written permission to do

so. The Government does reserve the right to use the code for troubleshooting, re-installing/downloading in case of program loss, or program modify if required.

E. Data Recording - Shall apply to the basic and two option systems.

(i). The contractor shall provide a digital video recorder (DVR) for recording video of the process. This video shall be time stamped for comparison to key strokes and in-process testing.

(ii). The key strokes from the pendant, keyboard, and HMI shall also be recorded and time stamped.

(iii). There shall be a database of sensors, including sanding force and oscillation speed with an automated report generation.

F. Programing - Shall apply to the basic and two option systems.

(i). The system shall allow offline programming (via models/type .OBJ), teach pendant programming, programming from the operator control room via joysticks and a point recording button, or a combination of all three.

(ii). The system shall have the ability to employ an algorithm to automatically create motion paths based off of three (3) corners of flat parts (points identified by the operator) and based on the four (4) corners and additional mid-points (points identified by the operator) for curved parts.

(iii). The system shall allow jogging of the robot with joysticks and shall allow teaching of points from the control room without the use of the teach pendant.

(iv). The system shall allow for the addition of future part programs and recipes.

(v). The recipes shall allow full control of sanding force, surface speed, notifications for sanding pad expiration, and flag for changing the grit size.

(vi). One goal of the system is to have the ability to run multiple copies of a part program in the work envelope.

1). The part(s) shall be located in the booth by the operator “touching off” three corners of the part(s) with a laser pointer. The system shall allow this “touch off” to be performed at any angle or distance from the part as long as the laser is pointing at the correct location point. This laser shall also be used as reference point while teaching points.

2). The system shall allow multiple assets programs to be ran within the same production run.

(vii). The contractor shall provide a total of four (4) non-consecutive weeks of programming support.

(viii). Any models created shall become property of the Government.

G. Vision System ‐ Shall apply to the basic and two option systems.

(i). The exposed paint layers of the asset upon entry into the sanding booth will vary. There could be top coat, primer, and substrate showing in different areas of the same asset.

Appendix D, shows example parts.

(ii). The system shall have a color recognition vision system that will give the system the ability to stop removing material once a certain color has been exposed or proceed to look for another color the operator chooses. This color shall be taught by the operator by pointing the camera at a specific color and selecting that color.

Basic- Automated Sanding System for B169 South Booth

H. Work Envelope:

(i). The system shall have enough reach to allow sanding of all sides of each of the assets shown in Appendix C. Appendix C shows the approximate dimensions for each asset.

Appendix C also shows the distance from the bottom of the asset to the ground when the asset is on its transportation dolly (if applicable). The robots’ reach shall be such that the booths’ usable space can be maximized by placing multiple assets in the booths for each sanding session.

(ii). The approx. dimensions of the existing area are: (14.5) feet wide by (37.5) feet deep (Appendix A).

(iii). The robot shall be mounted from the ceiling of the booth on a rail that will allow the robot to travel the length of the work envelope. This rail axis shall be in addition to the six (6) robot axes. This axis shall be powered by a Fanuc motor and shall be included as an extended axis in Group 1, thus allowing coordinated motion with the robot.

(iv). The contractor shall design and install a structure external to the existing booth to support the robot, rail, and associated hardware. This structure shall be floor mounted and not rely on the building structure. The structure shall be designed to be installed without the use of footers. There are existing hand rails around the top of the booth to provide fall protection. If the external structure interferes with this hand rail, the rail shall be modified or replaced to work with the external structure.

(v). The system shall have safety mechanisms that prevent personnel from entering during robot operation.

(vi). All components of the system that could come into contact with the sanding contaminate dust in use, shall be protected from this hazardous dust.

1st Option - Automated Sanding System for B169 South Booth

I. Work Envelope:

(i). The contractor shall provide a new sanding booth to replace the existing booths. The new booth shall have interior dimensions of 74’ wide x 20’ deep and have a height as required to install the robot, rails, and associated hardware.

(ii). The contractor shall disassemble and palletized the old booth for removal by Robins AFB personnel. The booth shall be disassembled without damage, such that it can be reassembled and used at a later date.

(iii). The new booth shall have an air velocity of 100 cubic feet per minute.

(iv). The system shall have a three-stage filter system (with a HEPA finishing filter) or a cartridge filter system with HEPA filter. Either pollution control system shall be certified by the filter manufacturer to meet or exceed the efficiency data points in Tables 4 and 5 of 40 CFR 63.745(g) of the Aerospace National Emission Standards for Hazardous Air Pollutants (NESHAP).

(v). The system shall have enough reach to allow sanding of all sides of each of the assets shown in Appendix C. Appendix C shows the approximate dimensions for each asset.

Appendix C also shows the distance from the bottom of the asset to the ground when the asset is on its transportation dolly (if applicable). The robots’ reach shall be such that the booths’ usable space can be maximized by placing multiple assets in the booths for each sanding session.

(vi). The robot shall be mounted from the ceiling of the booth on rails that will allow the robot to travel the width and length of the work envelope. These rail axes shall be in addition to the six (6) robot axes. These axes shall be powered by Fanuc motors and shall be included as extended axes in Group 1, thus allowing coordinated motion with the robot.

2nd Option - Automated Sanding System for B169 West Booth

J. Work Envelope:

(i). The contractor shall provide a new sanding booth to replace the existing booths. The new booth shall have interior dimensions of 34’ wide x 20’ deep and have a height as required to install the robot, rails, and associated hardware.

(ii). The contractor shall disassemble and palletized the old booth for removal by Robins AFB personnel. The booth shall be disassembled without damage, such that it can be reassembled and used at a later date.

(iii). The new booth shall have an air velocity of 100 cubic feet per minute.

(iv). The system shall have a three-stage filter system (with a HEPA finishing filter) or a cartridge filter system with HEPA filter. 3.2. System Enhancements

Any enhancement(s) shall add functionality/usability to the system, however, whether the enhancement is pursued or not, the system shall still meet the remainder of this purchase description. All enhancement(s) shall function independently of each other and any combination of enhancements shall function properly. Each enhancement applies to the basic and two option systems.

C. PathPlanningSoftware‐Asanenhancementthesystemshallemploysoftwarethat
willmeetthefollowingrequirements:

(i). Automatic, reach error free, generation of a motion path program to the surface or a selectable region of a provided model (file type .OBJ) with complete parameter control, including raster path offsets, raster direction, and off part travel.

(ii). Graphics showing the real-time position of the robot/structure, obstacles, and parts during all operations. These graphics shall be displayed in an iso-metric view on a separate monitor in the control room.

(iii). Automatic error recovery motion path generation. This path shall return the robot/structure to a safe position avoiding all parts and obstacles in the work envelope.

(iv). Real-time collision avoidance for all parts and obstacles in the work envelope, that shall be active during automatic and manual operations located in the booth automatically by a part tracking camera system.

4. Acceptance Testing:

4.1. The complete factory and site acceptance plan for the system shall be developed by the contractor; reviewed and modified/approved (as appropriate) by the Government contract technical representative; and mutually agreed upon prior to conducting any test. Documentation verifying the acceptance testing and verification shall be provided to the Government - Factory

Acceptance Testing (CDRL A006, Factory Acceptance Test Plan, DI-QCIC-80553) / Site Acceptance Testing (CDRL A007, Site Acceptance Test Plan, DI-QCIC-80553)

4.2. Factory Acceptance - Applies to the basic and two option systems.

A. The contractor shall build a mock booth and completely setup the system, rail, robot hardware/software, subsystem hardware/software, and data recording.

B. Once the mock setup is completely assembled, working and the Government has approved the test plan, the contractor shall notify the Government point of contact (POC) via email and within thirty (30) days the Government shall send representative(s) to verify the following:

(i). The contractor shall demonstrate the ability to automatically and completely process the part, including sanding application and automatic sanding disk changes. With data recording active.

(ii). The contractor shall demonstrate the ability to process an asset placed within the work envelope during one production run.

(iii). The contractor shall demonstrate the ability to create a program using the four corner and four corner with mid points algorithm.

(iv). The contractor shall demonstrate the ability to locate a part and teach points using the laser.

(v). The contractor shall demonstrate any enhancements awarded.

(vi). The contractor shall demonstrate the data collection.

(vii). The Government representative(s) shall verify the robot hardware/software and subsystem hardware/software.

C. Upon successful demonstration of the above, the Government will give approval to ship the system to Robins AFB for installation.

4.3. Site Acceptance - Applies to the basic and two option systems.

A. Once installation at Robins AFB is completed, the area has been completely cleaned, and the Government has approved the test plan, the contractor shall notify the Government POC via email and within one (1) week the Government representative(s) shall verify the following:

(i). The contractor shall demonstrate the ability to automatically and completely process the part, including sanding application and automatic sanding disk changes with data recording active.

(ii). The contractor shall demonstrate the ability to process an asset placed within the work envelope during one production run.

(iii). The contractor shall demonstrate the data collection.

(iv). The contractor shall demonstrate the creation of program.

(v). The contractor shall demonstrate any enhancements awarded.

(vi). The contractor shall demonstrate the ability to create a program using the four corner and four corner with mid points algorithm.

(vii). The Government representative(s) shall verify the robot hardware/software and subsystem hardware/software.

5. Installation:

5.1. The systems shall be installed by the contractor/vendors qualified representative(s) in the government’s designated facilities/locations on Robins AFB, GA. All items shall be assembled and installed utilizing best commercial practices and manufacturer’s installation procedures. The government shall supply all required utilities within ten (10) feet of the installation site. To have the utilities installed and ready for connections, the contractor shall provide a list of all required utilities along with the required quantity and description, within the initial project planning chart (CDRL A004, Project Planning Chart, DI-MGMT-80507C)

6. Training:

6.1. Within fifteen (15) days of installation and site acceptance testing completion of each system, operator and maintenance training for each system will be provided for up to 10 Air Force civilian equipment operators and service technicians by the contractor’s qualified representative at no additional cost to the government. The listed training shall be provided for the system installed and a training manual for the system installed. (CDRL A005, Training Materials, DI-ILSS-80872)

6.2. Training shall include:

A. Two (2) weeks of operator training, to include production runs on assets and review of the operation manual.

B. One (1) week of maintenance training, to include a complete preventive maintenance cycle, basic troubleshooting, review of the electrical/mechanical drawings and maintenance manual, and review of the HMI/PLC code.

C. Two (2) weeks of programming/engineering training, to include a complete part creation sequence and review of the programming manual.

7. Additional Requirements:

7.1. Contractor shall have robotic sanding experience and depot level experience.

7.2. The contractor shall provide three (3), nonconsecutive, one (1) week production support visits for each system, to be scheduled as required throughout the first initial/option year. The contractor shall be onsite within two (2) weeks of being notified that onsite support is required.

7.3. A final walk through inspection shall be conducted with the Government Technical Representative after the installation has been completed. Any components damaged, missing, or installed improperly will be identified and corrected by the contractor in a timely manner prior to completion of the contract. Only the Contracting Officer is authorized to make changes to the resulting award document and/or contract on behalf of the Government.

7.4. SAFETY REQUIREMENTS:

A. Thecontractorshallestablishandmaintainasafetyandhealthprogramin
accordancewiththeelementslistedintheAppendixC(SafetyRequirements).The
contractorshallsubmitaSafetyandHealthPlan10daysafterawardforreviewand
acceptancebytheWR‐ALC/SE(SafetyOffice).Thecontractorshallensuretheir
SafetyandHealthPlanaddresses,indetail,theitemslistedintheAppendixC.Iftask
specificproceduresareincorporatedintoacompanylocaldocument,ensurethose
proceduresareincluded/attachedtothecompany'sSafetyandHealthPlan.
Referencingthecompany'slocalprocedure/documentinthesafetyplanisnot
adequate.Ifthecompany'slocalprocedure/documentisnotattached;SafetyPlan
willbereturned"Notacceptable".(SafetyandHealthPlanCDRLA001‐DI‐MGMT‐
81580/T,Contractor'sStandardOperatingProcedures)
B. ThecontractorSafetyPlanshalladdressindetailtheitemslistedintheContract
AppendixC,PartIIthroughPartIVasapplicable.Fortaskspecificprocedures
identifiedintheContractAppendixC,thecontractor'sinternalproceduresforthose
tasksmustbeidentifiablewithinthesubmittedSafetyPlanorshallbeprovidedin
anamendmentoraddendumtothecompany'sSafetyPlan.Iftaskspecific
proceduresidentifiedintheContractAppendixC,arenotsubmittedwiththe
contractor'sSafetyPlan,thesubmittedSafetyPlanwillbereturnedasNOT
ACCEPTED.Thecontractorwillhave5workingdaystoresubmittheSafetyPlan,
amendmentoraddendumtoaddressorcorrectissuesidentifiedfornon‐acceptance.
TheWR‐ALCSafetyOfficewillprovideacceptanceornon‐acceptanceofthe
resubmissionwithin5workingsdaysofreceipttotheCORwhowillnotifytheCO.
C. Mishap/IncidentReporting.Thecontractorshallreportallmishaps/incidentsin
accordancewiththecontractAppendixC.Thecontractorshallimmediatelysecure
themishapsceneanddamagedpropertyandimpoundpertinentmaintenanceand
trainingrecordsuntilreleasedbytheGovernment'sSafetyOffice(WR‐ALC/SE).
SuchreleaseshallbeaccomplishedthroughtheContractingOfficer(CO).The
contractorshallcooperateandassistGovernmentpersonnelintheinvestigationof
theincidentandsubmitanAccident/IncidentReportwithin24hoursofthe
accident/incident.TheContractorshallrequireallsubcontractorstocomplywith
requiredsafety,healthandfirestandards.(CDRLA002,Accident/IncidentReport,

DI‐SAFT‐81563/T)

7.5. Contractor shall provide signs, barricades, and lights as required to protect base personnel.

7.6. Schedule. The contractor shall schedule and perform the work as to minimize negative impacts on production.

7.7. The contractor shall perform the required work during the following normal business hours:

6:00 AM – 6:00 PM, Monday – Friday.

7.8. The contractor shall remove all packing materials and residue from the area and properly dispose of these off base. The work area shall be maintained in an uncluttered and safe condition at all times or work will be terminated until the conditions are corrected.

7.9. Under no circumstances shall the contractor use Government equipment such as forklifts, ladders, stools, tools, etc., during equipment installation.

7.10. The systems shall include all of the necessary consumables required for initial operation.

7.11. Three (3) months after contract award, the contractor shall provide a single Gantt Chart showing the project schedule from contract award through final inspection for the system.

Additionally, the Gantt Chart shall be provided monthly after the initial project schedule. (CDRL A004, Project Planning Chart, DI-MGMT-80507C)

8. Warranty: All standard Warranty provisions shall be included with the bid package but as a minimum shall include one (1) year parts and labor from the time of acceptance (for each system) for defects in material and workmanship.

9. Bid Package Requirements:

9.1. Automated Sanding System for B169 (L8WC10)

A. Basic system layout, to include:

(i). Sanding system

1). One line diagram 2). Auto Sanding Pad Changing

(ii). Robot 1). Robot model 2). Robot controller model

(iii). Frame, top view frame layout showing:

1). Operator control room/HMI location 2). Robot location 3). Rail location and structure, including structure material, coatings, and a Finite element analysis (FEA) of the proposed structure.

4). Work envelope 5). Robotic Sanding system location 6). Robot control cabinet location 7). Subsystem control cabinet location

B. Animated simulation to demonstrate work envelope and robot reach.

9.2. 1st and 2nd Option Systems

A. Basic system layout, to include:

(i). Sanding distribution system

1). One line diagram 2). Auto Sanding Pad Changing

12. Security Requirements

12.1 Government Security Regulations: The Contractor shall ensure personnel, information, system, facility, and international security requirements are met in accordance with DoD 5220.22- M, National Industrial Security Program Operating Manual (NISPOM), Air Force Instruction (AFI) 31-101, Integrated Defense.

12.2 Security Clearance: The Contractor shall ensure Contractor personnel have a valid security clearance appropriate to the access required for proper accomplishment of contract/order requirements. Classified material will not be accessed as part of this contract’s performance.

Contractor personnel shall not be authorized access to classified and/or sensitive, but unclassified, information and/or materials or be permitted to work on classified and/or sensitive, but unclassified, projects and/or programs without a proper security clearance and a need-to-know. Contractor personnel whose clearances have been suspended or revoked shall immediately be denied access to classified and/or sensitive, but unclassified, information.

12.3 Communications Security (COMSEC): The Contractor shall use only secure communications methods and/or equipment to transmit or otherwise transfer classified and/or sensitive, but unclassified, information in accordance with DoD 5220.22-M.

12.4 Access to Government System: The Contractor shall ensure a CAC is obtained by all contractor/subcontractor personnel who require access to DoD computer networks/systems, for DoD facility entry control and/or for physical access to facilities and buildings to perform tasks under the contract/order. The Contractor shall provide a list of contractor/subcontractor personnel who require a CAC to the PCO. The Government will provide the Contractor instruction on how to complete a Contractor Verification System (CVS) application and notify the Contractor of approval/disapproval of contractor/subcontractor personnel application.

Contractor/subcontractor personnel shall obtain the CAC from the local Real Time Automated

Personnel Identification Documentation System (RAPIDS) issuing facility [usually the Military Personnel Flight (MPF)].

12.5 The Contractor shall immediately report a lost or stolen CAC as directed by local Government policy. The Contractor shall notify the PCO of any change to the list of contractor/subcontractor personnel who require a CAC and provide an updated list within five business days. The Contractor shall return a CAC within five business days once contractor/subcontractor personnel no longer require computer network/system access and/or facility access. The Contractor shall return an expired CAC within five business days after the expiration date. The Contractor shall return any and all CACs within five business days after completion/termination of the contract as directed by local Government policy.

13. Access to Government Facilities

13.1 The Contractor shall ensure Contractor personnel who require access to Robins AFB or other Government facilities comply with the security procedures of the facility.

13.2 The Contractor shall ensure an ID card is obtained by all contractor/subcontractor personnel who require recurring access to a Government facility, but not local area network (LAN) access.

The Contractor shall submit a letter to the PCO listing all contractor/subcontractor personnel requiring access to the facility. The PCO will approve the request and forward it to the issuing/registration office for processing. Contractor/subcontractor personnel shall report to the issuing/registration office to obtain the ID card(s).

13.3 The Contractor shall submit a letter to the PCO immediately if contractor/subcontractor personnel no longer require access, upon transfer/termination of contractor/subcontractor personnel or upon completion/termination of the contract/order. The letter shall identify the name(s) and social security number(s) of the contractor/subcontractor personnel. The Contractor shall return the ID card(s) to the issuing/registration office upon expiration, upon transfer/termination of contractor/subcontractor personnel, or once contractor/subcontractor personnel no longer require access to the facility. The Contractor shall return any and all ID cards to the issuing/registration office upon completion/termination of the contract.

13.4 Operations Security (OPSEC): The Contractor shall ensure compliance with OPSEC requirements including procedures to protect classified and/or sensitive, but unclassified, Government projects and/or programs. The Contractor shall ensure Contractor personnel who perform work at Robins AFB or another Government facility comply with the OPSEC procedures of the facility.

13.5 Security Incident or Violation: The Contractor shall immediately notify the Government Security Office of any potential or actual security incidents or violations including potential or actual unauthorized disclosure or compromise of classified and/or sensitive, but unclassified, information.

14. Affirmative Procurement Programs (APP)

14.1 In accordance with FAR 23.404(b)(1), 100% of purchases of Environmental Protection Agency (EPA)-designated products included in the Comprehensive Procurement Guidelines (CPG) list [https://www.epa.gov/smm/comprehensive‐procurement‐guideline‐cpg‐program] and/or United States Department of Agriculture (USDA)-designated products included in the biobased product listings [http://www.biopreferred.gov] shall, at a minimum, meet the EPA or USDA standards for recovered materials or biobased content, respectively, unless an item cannot be acquired competitively within a realistic timeframe, meet appropriate performance standards, and/or be acquired at a reasonable price.

14.2 In accordance with FAR 23.404(a)(iii), the Contractor shall provide estimates and verification of recovered material for EPA-designated CPG products and certification for both EPA-designated CPG products and USDA-designated biobased products. In accordance with the Robins Air Force Base, Georgia / Green Procurement Program (GPP) Plan, the Contractor shall provide estimates and certifications to the Government for completion of the applicable attachment(s) to be included in the Purchase Request (PR) package.

15. Environmental Management System (EMS) Awareness Training: Environmental Management Systems (EMS) Awareness Training: All contractor personnel working on Robins AFB who perform activities on the installation are required to complete Air Force-provided initial EMS Awareness Training. It is the responsibility of the Prime Contractor to ensure that all sub-contractors, vendors, and employees complete this training prior to beginning work on Robins AFB. Notification of training completion shall be sent to both the Robins AFB Contracting Officer (CO) to be maintained in the contract file and Environmental Management, 78 CEG/CEIE, (78ceg.cev.FrontOfc@us.af.mil) for tracking purposes. Failure to provide documentation of EMS Training may result in termination of the contract.

15.1 EMS training is provided by Environmental Management at (478) 327-8104 or

(478) 926-9645. Contractors have two options to satisfy the mandatory EMS Awareness Training requirement. Contractors that do not have a Common Access Card must exercise Option 2.

15.2 Option 1 (Preferred Option): The Air Force version of EMS Awareness Training is available through the Advanced Distributed Learning Service (ADLS) website:

https://golearn.adls.af.mil/kc/rso/login/ADLS_login.asp. EMS Awareness Training is located under the miscellaneous tab. This option is only available to contractors who have a CAC and takes approximately 10 minutes to complete.

15.3 Option 2: Contractor requests a copy of the Robins EMS Awareness Training Power Point Presentation from Environmental Management. The request should be sent to the Environment Management Workflow Box at the following email address, 78ceg.cev.FrontOfc@us.af.mil. Once the presentation is received, the contractor is responsible for ensuring that all his/her employees view the training.
