About this file
This addendum modifies the bid documents for the City of DeBary Rob Sullivan Park Irrigation Improvements project (Bid 03-15), a Florida municipal irrigation system upgrade. The project encompasses converting the existing irrigation infrastructure from a Baseline system to a Hunter system, including installation of a Hunter ACC 99D controller, Hunter ICV-FS master valve, Hunter FCT-300 flow meter, and related piping and components. The pre-bid meeting was held on March 25, 2015, with eight companies and city representatives attending. Bidders were required to acknowledge receipt of Addendum No. 1 dated March 31, 2015, in their proposals. The bid opening deadline was April 10, 2015. The contract specifies a 45 calendar-day completion timeline from the Notice to Proceed, with work to commence no later than 10 days after issuance. The project requires contractors to work within an operational park while accommodating ongoing activities including Babe Ruth Baseball and coordinate with city staff regarding tree root management and existing irrigation system integration.
Significant modifications to bonding requirements were implemented through this addendum, eliminating the need for bid bonds, performance bonds, and payment bonds—requirements previously included in the original contract documents. The base bid includes a $3,000 allowance for filter maintenance, with Add Alternate #1 offering compensation for additional mainline irrigation piping up to 250 linear feet at a prorated rate. The contractor bears responsibility for system activation and operational testing but is not responsible for well capacity; however, a flow test must be performed at project commencement with results reported to the owner and designer. Contractors are required to work around existing irrigation infrastructure, underground utilities, and a 36-inch minimum cover existing main line currently under pressure. The project area will be rough-graded prior to construction commencement, and contractors must secure the site daily during the active park season.
