Project Details A. Furnish approximately 1,800 tons of limestone 3” x 5” hard stone (3x5 rock, “material”) during road improvements to Balcones Canyonlands National Wildlife Refuge; and, B. Provide approximately 4,700 tons of crushed limestone road base (flex base, “material”) during road improvements to Balcones Canyonlands National Wildlife Refuge.
Common Project Requirements C. Provide a price per ton of material (applies to both 3” x 5” hard stone and crushed limestone road base) inclusive of all costs, overhead, and profit for the material itself and delivery to the worksite.
D. Means and methods. Means and methods are the contractors. Contractor can only use bottom “belly dumps”. All materials coming in an end dump or side dump will be refused. Contractor will need to travel up to 3 or more miles to a turnaround point at each project location with any truck used. Absolutely no turnarounds except in designated and signed areas.
E. Cost. Contractor must provide a price per ton of material to be delivered to Balcones Canyonlands National Wildlife Refuge.
F. Measurement for Payment. Material shall be weighed on platform scales furnished at the Contractor’s expense or on public scales, provided that weight tickets are prepared by certified weigh masters. Weight tickets shall include, as a minimum, the date, truck number, gross weight, tare weight, net weight, time of weighing, type of material, and signature of certified weigh master. Payment will be made for materials at the unit price bid per ton in the schedule. Payment will be made only for quantities listed in the schedule.
G. Work hours. Contractor activities are limited to Refuge hours of work from 8:00 am to 4:30 pm, Monday through Thursday. Work outside these hours or on weekends or Federal holidays is not permitted unless approved in writing by the Refuge POC designated above.
H. Waste. Surplus, waste materials, trash, and debris must be removed from Refuge property and disposed of legally.
I. Turnarounds. Contractor must use previously authorized and marked turnaround points. No other turnarounds are permitted.
J. Submittals. Weight tickets for all material.
K. Material specifications:
a. For limestone 3” x 5” hard stone (i.e., 3x5 rock, 3 by 5 over-sized rock): coarse aggregates composed of sound and durable particles of uncrushed gravel, crushed stone or combination(refer to material specification that follows)
b. For crushed limestone road base: Type A, Grade 1: crushed stone produced and graded from oversize quarried aggregate that originates from a single source, naturally occurring source – does not include gravel or multiple sources; maximum aggregate size 1-3/4” (refer to TXDOT Flex Base Guidelines, 2019[footnoteRef:1] and included Item 247 Specifications; i.e., “state approved road base” – specification follows) [1: https://ftp.dot.state.tx.us/pub/txdot/mtd/flex-base-guidelines.pdf]
L. Weight tickets. Provide weight tickets to the on-site Refuge representative with each load of gravel delivered for the work. Weight tickets shall include, as a minimum, the date, truck number, gross weight, tare weight, net weight, time of weighing, type of material, and signature of the certified weight master.
M. Compliance. Comply with specified codes and standards, and follow approved construction plans to ensure safe and satisfactory project completion.
N. Requirements for Roadway Delivery. Place material within the designated 12-foot roadway in consecutive loads over the course of the road until the required tons are delivered. Refuge staff will be on site in the roadway using grading equipment to grade road as material is delivered. Twenty-four (24) hours notice will be given to the contractor to deliver loads of material as requested by refuge staff.
O. Existing roads to material delivery points are dirt roads. Contractor must plan for weather. Rain or flooding could affect contractor’s delivery schedules because roads become unpassable during heavy rains.
P. Delivery locations follow.
Q. Materials specifications follow.
