Introductions of the Contractor and Subcontractors

Disclaimer: Statements made during this conference do not change the terms and conditions of the issued solicitation. An amendment will be issued at a later date to capture changes to the solicitation. If this solicitation is amended, all terms and conditions that are not amended remain unchanged. The offeror shall acknowledge receipt of any amendment to this solicitation by the date and time specified in the amendment(s).

Date for Final Questions to be Submitted: The Government will attempt to answer all requests for clarifications or interpretations of the Solicitation Documents prior to the date set for receipt of offers, but do not warrant that all such requests will be answered within 20 calendar days (8/28/2018). Prospective Offerors should make such requests not less than 20 calendar days (8/28/2018) prior to the date set for receipt of offers.

Pre-Proposal Amendment Date to be Issued: Responses to questions, generated from the pre-proposal conference, will be assembled and disseminated to the contractor by 4:00 pm CST August 31, 2018.

Proposal Submission Requirements: The award may be made without negotiations of proposals.

Therefore, offerors are requested to initially submit proposals to the Government on the most favorable terms from a technical and price standpoint. The contract will be awarded to the responsible contractor that provides the lowest priced technically acceptable proposal after evaluation.

1. Price Proposal: The proposed prices will be evaluated for reasonableness. Price reasonableness determines whether an Offeror’s price is too high. Analysis of price proposals will be performed using one or more of the techniques defined in FAR 15.404 in order to determine price reasonableness. Normally, price reasonableness is established through adequate price competition, but may also be determined through price analysis techniques as described in FAR 15.404-1.

a. Estimated Price Range or Budget Amount: The estimated price range for the Project is between $500,000.00 and $2,000,000.00

b. Electronic Submission: Price Proposal (SF1442 and the Contract Price Form)

c. Proposal Breakout: Base Offer, Option No.1, Option No. 2

d. All Solicited Subcontractor Proposals (Successful and Unsuccessful)

2. Technical Proposal: For this solicitation, technical quality is significantly more important than cost or price. It is an offeror’s responsibility to submit a proposal that responds to, and demonstrates a clear understanding of, the solicitation requirements; where an offeror fails to do so, the offeror runs the risk that the agency will evaluate its proposal unfavorably.

a. The Risk Assessment and Work Plans (Form 1)

b. Technical Capability: The proven technical capabilities of the critical entities (proposed fire protection engineer, fire protection contractor, and BAS contractor) including their past verifiable performance information.

c. Past Performance Questionnaire

3. Representations and Certifications (C301)

4. Bid Guarantee, using Standard Form 24, Bid Bond

5. GSA Form 527 – Contractor’s Qualifications and Financial Information

Request for Proposals Close Date: In order to be considered for award, the offer conforming to the requirements of the solicitation must be received via email no later than 10:00 am CST on Monday, September 17th, 2018.

Summary of Project: The Charles Evans Whittaker U.S. Courthouse is 11-stories high. The building consists of offices, courtrooms and public lobbies. The building is considered fully sprinklered in accordance with NFPA 13. Through the execution of Whittaker Building Automation System (BAS) Replacement Project, the Government will acquire services to replace the BAS and separate it from the Fire Alarm System. Currently, all smoke control systems are controlled by the BAS. The two systems (BAS and FAS) are currently functioning more as one combined system, rather than two separate systems. This presents several code related compliance issues. Replacing the BAS and subsequently separating it from the FAS will allow both systems to operate optimally. The existing building and smoke control systems for the Whittaker US Courthouse building were designed in conformance with the 1990 BOCA National Building Code (BOCA) for smoke control and pressurization requirements. GSA is currently using the 2015 International Building Code (IBC) for design requirements on all current projects.

Amendment No. 1

(1) Addition: Pre-Proposal Agenda

(2) Addition: Pre-Proposal Attendance Record

(3) Clarifications: Questions posed during the Pre-Proposal Meeting

(4) Clarifications: A revised Supplement to the SF1442 will be issued to read:

i. BASE: Replace BAS Platform and Install JACE8000s

ii. OPTION NO 1: Separate the Fire Alarm System

iii. OPTION NO 2: Pneumatics Conversion to DDC

(5) Clarifications: This evaluation of the submitted proposal will be conducted on a best value basis. It will not be conducted as a lowest price technically acceptable selection. Therefore, Page 17 (VI.A. Evaluation of Offers) is revised to read that “the “best value concept” will be used for selecting the offeror. The best value concept is a method of evaluating technical factors specified in the solicitation and price with the goal being to select the proposal that offers the best value to the Government.”
