About this file

This is a Procurement of Goods and Services Intake Form submitted by Pierce County, Washington's Risk Management Division for the procurement of a Property & Casualty Broker of Record. Pierce County seeks qualified, licensed commercial lines property and casualty insurance brokers to represent the County in marketing its insurance programs and providing risk management services in areas not handled internally. The County explicitly prohibits respondents from contacting insurance markets or making market reservations on behalf of the County without authorization, with non-compliance resulting in immediate disqualification. The procurement is project-specific with a desired contract start date of April 1, 2026, to commence immediately upon the expiration of the current contract on April 28, 2026. The broker will provide ongoing brokering services including portfolio management, competitive marketing of insurance policies and bonds, binding of coverage, policy review, annual stewardship meetings, risk exposure analysis, loss control coordination, claims assistance, and risk management education and training. Current renewal dates are April 1st for commercial property and November 1st for all other lines of coverage.

The total budget for this procurement is $271,180.00, with one contract anticipated to result from this solicitation. Minimum qualifications require respondents to be licensed in Washington State and doing business in Pierce County, maintain at least 10 years of experience as licensed commercial lines brokers, demonstrate property and casualty premium volume exceeding $50,000,000 annually, employ two qualified principals or account executives with minimum 10 years of commercial lines experience each, and provide evidence of Errors and Omissions Insurance with minimum limits of $10,000,000 and Commercial General Liability with limits of at least $5,000,000 per occurrence. Respondents must submit a three-year premium volume summary by coverage type, evidence of experience servicing similar government accounts, a list of major carriers and re-insurers with whom they do business, binding authority information, and comments on the County's current and anticipated coverage needs. The evaluation process will utilize a pass/fail scoring model, with detailed scoring criteria to be submitted at a later date by the Procurement and Contract Manager. The project coordinator is Caitlin Magee, with MaryBeth DiCarlo designated as an additional contact for project follow-up and status updates.
