About this file

This Request for Statement of Qualifications (RFSQ) document is issued by the Los Angeles County Department of Health Services to solicit qualified agencies for participation in the Supportive Housing Services Master Agreement program. The RFSQ seeks agencies capable of providing Intensive Case Management Services and/or Property Related Tenant Services to support individuals in need of housing assistance and supportive care. This solicitation represents a revision to the original RFSQ released on April 5, 2012, and remains open for applications on an ongoing basis with no firm closing date specified. The County intends to establish master agreements with selected qualified agencies to expand the available service provider network for this critical supportive housing initiative.

The RFSQ process allows qualified agencies to submit statements of their qualifications for County evaluation and potential selection into the master agreement framework. Agencies selected through this process will be authorized to provide services under terms and conditions to be established through the master agreement structure. This approach enables the County to build a roster of pre-qualified vendors capable of delivering supportive housing services as demand and funding become available, rather than limiting services to a single provider or waiting for a traditional competitive procurement process.
