10G Optical Wave Transport Circuit from Chicago, Illinois to Ashburn, Virginia One Year Lease/Maintenance with Options for the

Office of Cyber Infrastructure and Computational Biology

1.0 Introduction

The mission of the National Institute of Allergy and Infectious Diseases (NIAID) is to conduct and support basic and applied research to better understand, treat, and ultimately prevent infectious, immunologic, and allergic diseases.

This is a service requirement to renew the lease and maintenance of a 10 Gbps Optical Wave Transport service line route that was installed for NIAID’s use in 2013. The route originates at a CenturyLink (previously Level 3 Communications) telecommunications facility in Chicago, Illinois, and terminates within the commercial collocation facility in Ashburn, Virginia, where the NIAID Alternate Processing Facility (APF) is located.

The purpose of this 12-month lease with four option years, is to provide on-going maintenance and management support of the aforesaid service. The Government shall not exercise supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

2.0 Background

The Office of Cyber Infrastructure and Computational Biology (OCICB) is responsible for the efficiency and effectiveness of IT infrastructure operations at the NIAID and has developed and implemented the IT infrastructure that resides in Rockville, Bethesda, Gaithersburg, and Frederick, MD; Ashburn, VA; and other NIAID buildings in the Washington, D.C. metropolitan area. These sites are connected directly via dark fiber for high network availability, including a dense wave division multiplexing (DWDM) ring with multiple 10 Gbps channels that provide uninterrupted transmission of all data flow. The NIAID Rocky Mountain Laboratories (RML) facility in Hamilton, MT acquires its overall network connectivity to the rest of NIAID and to the Internet, through an existing 10 Gbps DWDM wave service circuit as its primary connection.

The existing 10 Gbps wave service provided to the RML is delivered by multiple carriers, currently Zayo Group and CenturyLink, via the route that traverses the Chicago, IL area.

3.0 Scope

The Contractor shall receive the optical waves and maintain the 10Gbps fiber optic network transport route and intervening connections listed below. Service delivery to the termination points shall be via 10GB ethernet over dark fiber. The scope of this effort includes all services and supplies necessary for a 12-month lease and maintenance of a 10 Gbps optical wave transport circuit enabled by wavelength division multiplexing (WDM) equipment between the following locations:

Chicago CenturyLink LLC (previously Level 3) 350 E Cermak Chicago, IL 60616

NIAID Collocation Site Digital Realty Trust Demarcation Facility (DRT) 43830 Devin Shafron Drive Ashburn, VA. 20147

The Contractor shall provide service to run from the Ashburn/DRT ingress point to NIAID’s leased space within the facility.

The work and services to be performed shall be subject to the requirements and standards contained in this Statement of Work (SOW).

4.0 Performance Requirements

4.1 10 Gbps optical wave transport circuit required under this lease consists of one pair of single mode fiber and shall provide a 10 Gbps fiber optic network transport.

4.2 Independently, and not as an agent of the Government, the contractor, an approved Utility Company operating in the State of Maryland or other state, shall provide all necessary labor and materials required to maintain and support the 10 Gbps optical wave transport circuit, to the specified locations.

4.3 NIAID maintains the unconditional right to use the circuit, specifically the capacity such as a fiber pair in a fiber-optic cable, or the entire fiber-optic cable.

4.4 This 10 Gbps Wave Service will be exclusively utilized and operated by the NIAID. The fiber will route through Zayo’s core network. The contractor will be responsible for end to end operations and maintenance on the connection.

5.0 Specific Tasks

5.1 Wavelength Service

5.1.1 The contractor will provide 1x unprotected 10G LAN PHY Wavelength between:

ALOC: 350 E Cermak Chicago, IL 60616 ZLOC: 43830 Devin Shafron Drive, Ashburn, VA. 20147

5.2 Cable Maintenance

5.2.1 The contractor shall provide service that will always be at a level not less than what is generally available commercially at no additional cost to the NIAID.

Thus, if the available commercial performance parameter is more demanding than the minimum acceptable level specified in this SOW and subsequent contract, the available commercial performance parameter shall prevail.

5.2.2 The NIAID requires that total uptime for the dark fiber infrastructure is 99.9% or better. Total Downtime shall be no more than 8.76 hours per year (43.8 minutes per month, 10.1 minutes per week).

5.3 Maintenance and Repairs

5.3.1 The contractor must:

• provide a toll-free trouble reporting number.

• provide a status report for all service problems (type of problem, estimated time to repair, contractor ticket number) to the NIAID Point of Contact (POC) (to be identified in the Contract).

• respond to all trouble reports twenty-four (24) hours a day, 365 days per year.

• supply on-field personnel for on-site support.

• have a trouble ticketing system with the ability to issue ticket numbers per trouble incident, track status, outage duration and incident priority.

• provide a problem escalation procedure as part of the Contract. The escalation procedure must identify who should be contacted, the order in which the contact should occur, and the additional Contractor resources that will be added at each escalation stage of the problem.

The Contractor must be willing to provide the names and telephone numbers of all contacts.

• agree to a regularly scheduled maintenance window and all scheduled and routine maintenance shall be conducted during that maintenance window. The Contractor must submit all scheduled and routine maintenance requests to NIAID 30 (thirty) days prior to the date of maintenance and testing. The NIAID POC (to be identified prior to contract execution) must approve the request in writing prior to implementation by the Contractor. NIAID will respond to the request in 10 business days and notify the Contractor of approval or disapproval of times and outages, within the maintenance schedule.

5.3.1 Emergency Maintenance

• The Contractor must notify the NIAID POC immediately if emergency maintenance or testing is going to occur that could potentially disrupt NIAID network traffic.

• The Contractor must maintain a repair log listing the date of the repair occurrence, problem found, action taken to resolve the problem, and the total out-of-service time. Only issues affecting NIAID’s service need be logged.

5.3.2 Technical requirements
