This procurement is being conducted IAW FAR Part 13 Simplified Acquisition Procedures; therefore, competitive range determinations as provided for in FAR Part 15 Contracting by Negotiation, are not applicable under this FAR Part 13 acquisition.

This solicitation is a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC 2005-83). The associated North American Industrial Classification System (NAICS) code for this procurement is 519130.

Section 3.0 – Background Information:

The Overseas Private Investment Corporation (OPIC) requires access to an online database that provides a collection of worldwide sanctions/regulatory/compliance/PEP lists that will complement OPIC’s existing news/public records/legal/business databases. OPIC project teams are required to include background/Character Reference Due Diligence (CRDD) checks on individuals/entities directly involved in a proposed project prior to Committee/Board approval. The CRDD checks alert project teams to issues that might impact the project moving forward or issues that might arise prior to final signoff/commitment.

The OPIC Information Center conducts the CRDD checks across a variety of news, public records, legal, and business-oriented databases as well as across sanctions/regulatory/compliance lists. The database OPIC seeks is an essential part of the CRDD process. Information Center staff will be the only users of the database.

Section 3.1- Requirements:

o Access in the same database to a current list of politically exposed persons (PEPs).

o Profile will contain links, when available, to original source materials used by the database provider in compiling the profile. Preference is for freely available web sources whenever possible (if source links are to subscription sources, please specify how they would be accessed and what, if any, additional costs would be incurred).

o Must complement existing news, public records or legal resources used by the Information Center without a significant duplication of resources.

• Access/Search Capability:

o Database accessible through the Internet.

o Available 7 days a week with minimal downtime o Ability to filter/limit results at minimum by country, record type (i.e. PEP, Criminal etc.) and source.

o Name search flexibility enabling the searcher to look for exact matches, partial matches and sound alike matches.

(a) The Government will award a contract(s) resulting from this solicitation to the responsible offeror(s) whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical Capability and Price. Technical capability is more important than price.

The Offeror’s quote will be evaluated based upon the degree that it addresses the technical requirements, whether pricing is representative of the market and therefore fair and reasonable, and whether it represents the best value to the Government.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.

Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
