About this file
This is a Request for Quotation issued by the University of Washington for the design and fabrication of a custom shipboard A-Frame system. The solicitation seeks qualified firms capable of engineering and delivering a specialized lifting apparatus to meet specific maritime vessel requirements. The RFQ identifies detailed specifications and performance criteria for the A-Frame system, which will be utilized for deck operations and cargo handling on a University of Washington research or operational vessel. Interested bidders must submit quotations by the specified deadline to be considered for award. The document outlines technical requirements, delivery expectations, and quality standards that the selected contractor must meet throughout the fabrication and installation process.
The pricing structure requires bidders to provide detailed cost proposals including design, materials, fabrication, testing, and delivery components. Award will be made to the qualified firm offering the best value proposal meeting all technical specifications and delivery requirements. The University of Washington will evaluate submissions based on technical capability, past performance, pricing competitiveness, and ability to meet project timelines. Funding for this procurement originates from the University's operational or research budget designated for vessel equipment and infrastructure improvements. The contract will include provisions for inspection, testing, and acceptance of the completed A-Frame system prior to final payment and project closeout.

The University of Washington (UW, University) is a public research university founded in May 1861. The UW is one of the world's preeminent public universities, consistently ranked among the top public universities in the world. The UW educates more than 58,000 students annually; our students and faculty work together to turn ideas into impact and in the process transform lives and the world.
With the UW receiving more federal research dollars than any other U.S. public research university, the Applied Physics Laboratory (APL-UW) is a vital research unit of the University of Washington. APL-UW serves as a trusted research and development agent by anticipating broad scientific and engineering challenges and responding quickly to rising national research priorities. Core expertise is in ocean physics and engineering, ocean and medical acoustics, polar science, environmental remote sensing, and signal processing.
The South TOTO Acoustic Measurement Facility (STAFAC) is a U.S. Navy underwater range located in the Southern Tongue of the Ocean (TOTO) in the Bahamas. It is a critical, shore-connected acoustic measurement facility used to test and measure the radiated noise (acoustic signatures) of submarines and surface ships. This Request for Quote and Qualifications (RFQQ) is issued by the University of Washington Procurement Services department on behalf of APL-UW to identify a qualified firm able to provide one (1) custom A-frame system and associated components to be used in shipboard operations at sea to deploy and recover equipment weighing up to 20 short tons.
