FCI – Sequence of Operation 7/2/2014

FCI is served at 12kV through a main switchgear lineup in the switchgear building.

There is a standby generator located in the same building that can be connected to the 12kV switchgear through a 480V generator breaker (52G) and 750KVA step-up transformer.

Controls exist that can be used to connect the main switchgear to the generator upon loss of the utility source. The sequence of operations of the controls are described below.

The selector switch at the 12 KV main breaker (52M) will determine the system operating mode (Automatic transfer to generator “AUTO”, Exercise control system “EXERCISE”, Generator Test “TEST”, Manual breaker operation, “MANUAL”).

Normal operation will be the utility breaker (52M) closed and the generator breaker (52G) open. Hard wired interlocks will prevent generator breaker or utility breaker from closing if the other breaker is closed since the system only provides for closing breakers on a de-energised bus (open transition).

Selector switch in “AUTO” mode

Upon loss of the utility:

Loss of voltage detected by relay S42.

The utility breaker (52M) will open.

After an adjustable time delay, a run command will be issued to the standby generator.

Generator reaches acceptable voltage.

“Standby Power Available” lamp is energized.

After an adjustable time delay, the generator breaker (52G) closes.

“Generator On Line” lamp is energized.

Low voltage breakers are tripped for load shedding.

Rotary beacon will flash.

Upon return of the utility

Return of voltage is detected by S42.

After an adjustable time delay, the generator breaker (52G) will open.

“Generator On Line” lamp is off.

Main breaker (52M) will close.

Generator run command is interrupted.

The generators will cool down and shutdown.

“Standby Power Available” lamp is off.

Low voltage breakers are manually reset.

Selector switch in “EXERCISE” mode

Same SEO as above except that relay does not open 52M.

Upon moving the selector switch to “EXERCISE”:

Selector switch (43X) interrupts PT voltage to relay.

Upon moving the selector switch to “AUTO”

Return of voltage is detected by S42.

After an adjustable time delay, the generator breaker (52G) will open.

“Generator On Line” lamp is off.

Main breaker (52M) will close.

Generator run command is interrupted.

The generators will cool down and shutdown.

“Standby Power Available” lamp is off.

Low voltage breakers are manually reset.

Selector switch in “MANUAL” mode

In the event of a control or relay failure, the system can be put in manual mode to restore power. This is provided that the generator controls are intact and on line.

The operator would put the Selector Switch in Manual.

They would then start the generator from its local control panel.

The main breaker (52M) would be manually opened with the breaker control switch.

The low voltage breakers would be tripped manually with the load shed switch.

The generator breaker (52G) would be manually closed when the generator reaches nominal voltage.

The operator must monitor the system.

Selector switch in “TEST” mode

Upon moving the selector switch to “TEST”:

The generator will start.

No other actions will be allowed.
