Instructions to Consultants
1. REQUIRED TIME FOR RECEIPT OF PROPOSALS
Submit Electronic Responses via the e-Procurement Portal https://procurement.opengov.com/portal/cityofjackson by 10:00 am, Tuesday, April 22, 2025. Any proposals received after this time will not be reviewed or considered by the City.
2. INTERPRETATIONS FOR ADDENDA
No oral interpretation will be made to any Consultant as to the meaning of the Document or any part thereof. Consultant shall submit all inquiries regarding this solicitation via the e-Procurement Portal, located at https://procurement.opengov.com/portal/cityofjackson. Please note the deadline for submitting inquiries. All answers to inquiries will be posted on the e-Procurement Portal. Bidders may also click “Follow” on this bid to receive an email notification when answers are posted. It is the responsibility of the bidder to check the website for answers to inquiries.
Any interpretation made to a Consultant shall be in the form of an Addendum to the Documents and, when issued, will be on the e-Procurement Portal at least five (5) calendar days before the proposals are opened. All such Addenda shall become part of the Contract Documents, and all Consultants shall be bound by such Addenda, whether or not received by the Consultant.
3. PROPOSALS
A. All QUALIFICATION PROPOSALS must be submitted following format supplied by the City using figures attached (when provided) and shall be subject to all requirements including the
INSTRUCTION TO CONSULTANTS and QUALIFICATION PROPOSAL. All proposals must be regular in every respect and no interlineations, excisions, or special conditions shall be made or included in the format by the Consultant.
B. The City of Jackson may consider as irregular any proposal on which there is an alteration of or departure from this format, and at its option may reject the same.
C. Each Consultant shall include in its COST PROPOSAL, in the format requested thereof, the cost of performing the work. The prices set forth in the proposal by the Consultant shall remain effective for 90 days from the time proposals are opened.
4. ECONOMY OF PREPARATION
Each Proposal should be prepared simply and economically providing a straightforward concise description of the Consultant's ability to meet the requirements of the RFQP. Emphasis should be on the completeness and clarity of the content.
5. SUBCONTRACT AGREEMENTS
Before executing any subcontract, the successful Consultant shall submit the name of any proposed subcontractor for prior approval.
6. CORRECTIONS
Consultants may select "unsubmit" their proposal anytime before the bid deadline to make any necessary corrections.
7. TIME FOR RECEIVING PROPOSALS
Proposals may be received up to but not later than 10:00 am, Tuesday, April 22, 2025 via the e-
Procurement Portal located at https://procurement.opengov.com/portal/cityofjackson. The e-
Procurement Portal Clock is the official clock for the determination of all deadline dates and times.
Without exception, responses will not be accepted after the submission deadline regardless of any technical difficulties such as poor internet connections. The City of Jackson strongly recommends completing your response well ahead of the deadline.
8. OPENING PROPOSALS
The City of Jackson will open every eligible responsive qualification proposal received within the time set for receiving proposals. Cost proposals will only be opened for those Consultants who have deemed most qualified based on their qualifications proposal.
9. WITHDRAWAL OF PROPOSALS
Proposals may be withdrawn on the e-Procurement Portal anytime prior to the time fixed for opening.
10. AWARD OF CONTRACTS / REJECTION OF PROPOSALS
A. The City of Jackson reserves the right to reject any and all proposals and to waive any irregularity in proposals received whenever such rejection or waiver is in its best interests. The
Consultant to whom the Award is made will be notified at the earliest possible date.
B. The City of Jackson reserves the right to consider as unqualified to perform the Contract any
Consultant who does not habitually perform with its own forces at least fifty (50%) of the work involved.
11. EQUAL EMPLOYMENT OPPORTUNITY
Attention of Consultants is particularly called to the requirements for ensuring that employees and applicants for employment are not discriminated on any illegal basis including race, national origin, color, religion, age, sex, height, weight, marital status, and physical or mental handicap as required by the City of Jackson's Ordinance Chapter 15-3.
12. DEFAULT TO CITY
It is understood that any Consultant who is in default to the City at the time of opening the proposal shall have the proposal declared null and void.
13. SIGNATURES
All proposal notifications, claims and statements must be signed as following:
A. CORPORATIONS: Signature of official shall be accompanied by a certified copy of the resolution of the Board of Directors authorizing the individual signing to bind the corporation.
Each signature must be witnessed and notarized.
B. PARTNERSHIPS: Signatures of one partner shall be accompanied by a certified copy of the
Power of Attorney authorizing the signing to bind all partners. If the proposal is signed by all partners no authorization is needed. Each signature must be witnessed and notarized.
INDIVIDUAL: No authorization is needed, but signature must be witnessed and notarized
14. TAX LIABILITY
When the terms of this contract involve the lease of property, real or personal, to the City, it is understood that the Lessor shall be solely responsible for the payment of all taxes of any nature whatsoever that accrue on the property during the term of the lease. Sales Tax and Use Tax are applicable in this contract and are the sole responsibility of the Provider of services.
15. CITY ORDINANCE AND CHARTER REFERENCES
All City of Jackson Policies, Ordinances and Charter Sections applicable to this RFQP are available at the Jackson City Clerk's office for the Consultant's inspection and review, and the Consultant understands that it is its sole responsibility to understand and fully comply with all applicable City of
Jackson Policies, Ordinances and Charter sections.
16. NOT TO EXCEED OR NON-APPROPRIATION
The Consultant hereby recognizes that the City is a political body corporate, and that in the event the
City fails to appropriate monies sufficient enough to pay its obligations herein, that the City may terminate this agreement without incurring any liability thereof.
17. INCURRING COST
The City shall not be liable for any costs, including any travel, incurred by the Consultant prior to award of contract. The City does not intend to pay for any information obtained from the RFQP, though such may be utilized in determining the award.
18. NO THIRD-PARTY RIGHTS
It is agreed and understood that the contract is made solely for the benefit of the City and the
Provider of Services; that it is not made for the benefit of any third party; and that no action or defense may be founded upon this contract except by the parties signatory hereto.
19. ORAL PRESENTATION
Those Consultants deemed most qualified based on their qualifications proposal may be required to make an oral presentation of their proposal to the City of Jackson. These presentations will provide an opportunity for the Consultant to clarify his proposal to ensure mutual understanding of its contents. The City of Jackson will schedule any such presentations.
20. ACCEPTANCE OF PROPOSAL CONTENT
The contents of the proposal of the successful Consultant will become contractual obligations, if a contract is issued. Failure of the successful Consultant to accept these obligations will result in cancellation of the award.
21. NEWS RELEASES
News releases pertaining to this request or the work to which it relates will not be made without prior written approval of the Issuing Office.
General Information
1. INTRODUCTION
The City of Jackson is inviting qualified consulting firms to submit proposals for engineering services required for street, water main, sewer and traffic signal construction and tree plantings along the East
Side Commerce Corridor that is Page Avenue, Elm Avenue and Washington Avenue from the east
City Limits to Washington Avenue.
2. Project Location
The East Side Commerce Corridor is a critical 1-1/2 mile corridor that provides a connection from US-
127 and neighboring communities to the east with Jackson's Central Business District. Specifically, the East Side Commerce Corridor is comprised of the following streets:
• East Washington Avenue from Cooper to Elm
• Elm Avenue from Washington to Page
• Page Avenue from Elm to east City Limits
3. Project Elements
The East Side Commerce Corridor project will consist of the following elements:
Page Avenue segment
A. Mill and resurface pavement surface
B. Reconfigure lane tapers to meet standards
C. Sidewalk and ramp upgrades
D. Lead service line replacements (from top box to meter)
Elm Avenue segment
E. Full depth pavement replacement with new concrete curb and gutter
F. Transmission water main replacement
G. Railroad crossing improvements as needed
H. Reconstruct sidewalks and ramps
I. Install bike lanes, signs and symbols
Washington Avenue segment
J. Full depth pavement replacement with new concrete curb and gutter
K. Cross section modification from three lanes to two lanes between Hupp and Elm
L. Reconfiguration of Elm intersection
M. Lead service line replacements
N. Water main replacement (including Park Place)
O. Install storm sewer infrastructure
P. Reconstruct sidewalks and ramps on south side of street
Q. Install shared bike lanes, signs and symbols
Traffic elements
R. Signing upgrades to meet current standards
S. Replacement of traffic signal at Page Avenue with mast arm mounted heads

T. Tree planting and increased greenspace
U. Lead service line replacements
4. Project Funding
This project will be funded by a combination of federal grant money, City Water Funds, City Sewer
Funds, City Major Street Funds and Special Assessments. The City of Jackson has been selected for a U.S. Department of Transportation Rebuilding American Infrastructure with Sustainability and
Equity (RAISE) Grant for the roadway construction to be administered through the Michigan
Department of Transportation (MDOT).
5. Construction Schedule
The construction of this project will be completed by two separate contracts.
A. The construction contract for lead service line replacements will be let by the City of Jackson in
May 2026. Construction shall commence in August 2026 and be substantially complete with the street open to traffic in October 2026.
B. The construction contract for corridor improvement (street, traffic signal, signing, water main and sewer improvements and tree plantings) construction will be let by the Michigan
Department of Transportation (MDOT) through the Local Agency Programs (LAP) office in May
2027. Construction shall commence in August 2027 and be substantially complete and open to traffic in October 2028.
6. AUTHORIZED NEGOTIATIONS
Provide the names, titles, address, email and phone numbers for personnel authorized to negotiate the proposed contract with the City of Jackson.
7. TERM OF CONTRACT
Any contract awarded pursuant to this RFP shall be for a period ending October 2028, or until project completion, whichever is earlier. The City of Jackson reserves the right to cancel this RFP at any time, without penalty.
Scope of Work
1. Tasks
The scope of services to be performed by the Consultant shall be divided into tasks as follows:
Task I RAISE Grant Agreement Preparation
Task II Railroad Permitting
This task consists of all work and coordination necessary to secure and coordinate for right-of-way and occupancy permits and agreements for survey and construction at the
Elm Avenue railroad crossing.
Task III Preliminary Survey
Task IV Preliminary Engineering (PE) for Lead Service Line (LSL) replacements
This task is for the preliminary engineering of approximately twelve partial (stop box to meter) LSL replacements on Page Avenue and approximately nine full (main to meter)
LSL replacements on E Washington and Park Place.
Task V Construction Engineering (CE) for Lead Service Line (LSL) replacements
Task VI Preliminary Engineering (PE) for Corridor Improvements
This task consists of the preliminary engineering for street, traffic signal, signing, water main and sewer improvements and tree plantings.
Task VII Construction Engineering (CE) for Corridor Improvements
2. Task Details
These tasks represent a distinct phase of the project that shall include, at a minimum, the following:
TASK I: RAISE GRANT AGREEMENT PREPARATION
This task consists of the preparation of the three-party grant agreement between the U.S. Department of Transportation, the Michigan Department of Transportation and the City of Jackson and coordination between the parties through the approval process.
TASK II: RAILROAD PERMITTING
This task consists of all work and coordination necessary to secure and coordinate for right-of-way and occupancy permits for survey and construction within railroad right-of-way.
TASK III: PRELIMINARY SURVEY
This task includes all work necessary to review, map and document existing field conditions as follows:
A. Soil and Topographic Surveys
The consultant shall collect all soil and topographic information necessary to design the project and prepare contract documents. All soil testing shall conform to ASTM standards. A report of soil borings and test results shall be prepared by the consultant and submitted to the City prior to the initiation of design work. Survey shall be conducted and entered into AutoCAD in accordance with City of Jackson standards (see Attachment 1). Surveys shall be tied to USGS monuments as well as other monuments in the general area.
B. Sewer Inspection
The consultant shall perform a video inspection of all gravity sewers within the project limits and provide a written report concerning the condition of said sewers and the locations of service laterals. Electronic files of the video inspections and reports shall be provided by the consultant to the City.
NO WORK BEYOND TASK III SHALL COMMENCE WITHOUT
WRITTEN DIRECTION BY CITY OF JACKSON
ENGINEERING. WRITTEN APPROVAL WILL BE PROVIDED
AFTER CONFIRMATION OF GRANT AWARD(S).
TASKS IV & VI: Preliminary Engineering (PE)
The consultant shall prepare a package of programing, plans, specifications and estimates in accordance with the standards and requirements of MDOT and governing agencies for a contract to be let. These tasks will include all work necessary to obtain an EGLE Act 399 Permit for Water
Supply Systems and an EGLE Part 41 Permit for Wastewater Systems.
At a MINIMUM, these tasks shall address the following:
A. Preparation of Plans, Specifications and Engineer’s Estimates
The consultant shall prepare plans, specifications and engineer’s estimates of construction costs in accordance with the standards and requirements of MDOT and governing agencies.
For those items not included in the MDOT Standard Specifications for Construction, the City of
Jackson’s Special Provisions shall be used. The consultant will generate Special Provisions only for those items not included in the Standard Specifications or City of Jackson Special
Provisions.
Engineer’s estimate shall be prepared using MERL software. Estimates shall be prepared with items separated into categories for water main and water services, sanitary sewer, and street
(including storm sewer, traffic signals, permanent signs, trees, pavement markings, maintenance of traffic, lump sum and soil erosion and sedimentation control items).
Plans shall be prepared using AutoCAD according to City drafting standards (see Attachment
1).
Preliminary submittals shall be made to the City for review and comment prior to finalization.
B. Attend progress meetings as necessary for the review of preliminary plans, specifications and engineer’s estimate.
C. Upon review by City, MDOT and EGLE staff, make changes to plans, specifications and estimates to meet City and MDOT requirements and provide the Owner with a complete ready-to-bid project.
Prepare and, after owner approval, submit applications for applicable MDOT right-of-way permits, EGLE permits for water supply and wastewater systems, Jackson County Part 41 Soil
Erosion and Sedimentation Control permits and Jackson County Department of Transportation right-of-way permits (for advance warning and detour signing on road beyond the City Limits).
TASKS V & VII: Construction Engineering (CE)
These tasks will include all work necessary to administer a construction contract and shall include, at a minimum, the following:
A. Provide construction surveying and layout.
B. Provide contract administration services including the preparation of bi-weekly pay estimates and contract modifications, review of shop drawings, etc. in accordance with MDOT requirements.
C. Provide construction engineering supervision including on-site construction inspection. Inspection shall be performed by technician(s) qualified to provide such services to
MDOT.
D. Maintain the official documentation files in accordance with MDOT requirements for Federal
Aid Projects.
E. Coordinate with the City for materials testing. Materials testing services shall be the responsibility of the City and are not included the scope of services for this request for proposals.
F. Attend bi-weekly progress meetings at the project site(s).
G. Prepare as-built record documentation for water main, water service, sanitary sewer and traffic signal improvements in both PDF and AutoCAD formats. As-built documentation shall be prepared in accordance with the City’s Water Main As-Built Documentation Procedure (see
Attachment 2). Blank cards for services, valves and hydrant will be provided to the consultant by the City for use in as-built record preparation.
Criteria for Selection
The qualifications proposals will be evaluated using the criteria listed below prior to review of the cost proposals. The price proposals will be evaluated only for those Consultants deemed most qualified by their qualification proposal.

Experience and qualifications will be measured by the firm's character, integrity, and competence in managing projects of similar size and scope; and experience of the principals and key staff assigned to the proposed operation. It will also be based on the experience and qualifications of the principals and key staff assigned to the individual tasks related to this project.
To demonstrate experience and qualifications: respondents will provide info regarding:
Business Organization:
State the full name and address of corporate or home office of your organization. Indicate whether you operate as an individual, partnership or corporation;
if a corporation, indicate the state in which you are incorporated. If appropriate, state whether you are licensed to operate in the
State of Michigan.
If applicable, provide the full name and address of any branch office or other subordinate element that will be performing part or all of the work. Indicate the relationship of the subordinate element to the corporate or home office as well as how much and what parts of the work it will perform.
Project Staff Description:
Include the number of personnel, whether executive, professional, or technical, by skill and qualification that will be employed in the work. Provide an address of the workstation or base of operations for each of those listed as personnel. Indicate which of these individuals you consider key to the successful completion of the project. Identify key individuals by name and title and include resumes for each of the proposed project personnel.
Firm Experience:
Describe your firm’s experience in providing engineering services similar to the services requested by this RFQP.
Describe only the experience of the project-lead office. Do not describe the

Representative Projects:
List representative projects your firm has completed within the last five years. List only those projects completed by the proposed project-lead office. Do not describe projects completed by branch or corporate offices. The list will include name and type of project, location, year completed, name and address of owner and costs.
2. UNDERSTANDING OF THE PROBLEM
Each Consultant's understanding of the problem will be score based upon the exhibited by the statements of work presented in the proposal.

3. METHOD OF APPROACH
The method of approach for each
Consultant will be measured based upon the provided narrative of the technical plan for accomplishing the work. An explanation of the methodology choice along with its strengths and weaknesses. Scoring will be determined based upon the technical soundness of the Consultant's stated work plan for the project, the comprehensiveness of the proposed work tasks, the techniques to be used, the distribution of staff (as shown on Figure A) and the products to be delivered.

3. Figure A: Summary of Staff-Hour Distribution*
The Consultant shall complete the attached Figure A to show the team members who will work on the project, their role and the number of hours they are expected to work on each task. This will allow the reviewer, after reviewing team members' resumes and understanding their level of involvement to determine the strength and quality of the team as a whole.

4. Cost Proposal*
Cost proposals will be evaluated after a review and evaluation of each Consultant’s Qualifications
Proposal. Cost proposals will only be opened for those Consultants deemed most qualified based on their qualifications proposal.
The Cost Proposal Portion must be presented in a readable format as indicated in attached Figure B with a breakdown of costs in as described below:
A. Base Labor Costs: Provide a summary of manpower costs for all staff members shown on Figure
A and all other that staff who will contribute manhours to each task.
B. Overhead Rate: Indicate general and administrative burden or overhead.
C. Material and Direct Costs: Provide of summary of costs for materials, borings, laboratory fees for each task. Attached a separate attachment that shows an itemization of these costs.
D. Transportation Costs: Provide a summary of costs for transportation costs. Provide an attachment that shows a per diem and separately.
