About this file
This document is a request for quotes (RFQ) from the National Institute of Allergy and Infectious Diseases (NIAID), a division of the National Institutes of Health (NIH), for veterinary pathology services to support SARS-CoV-2 efficacy studies. The services include interpretation, imaging, and reporting of histopathology slides to evaluate promising COVID-19 vaccines and therapeutics. The period of performance is one year from award date, which is anticipated to be August 30, 2021. Quotes are due by August 13, 2021. The RFQ is not set aside for small businesses and will result in a firm-fixed price contract. The primary place of performance is Rockville, Maryland. Evaluation criteria include technical approach, prior experience, timeframe to initiate work, and price. The solicitation includes standard FAR provisions and clauses for commercial items.
The RFQ requests a separate price quote and technical quote of no more than 25 and 40 pages respectively. The technical quote should address technical approach, availability of qualified staff, and up to three relevant past contract examples within the last seven years including work performed, resourcing, dollar values, and points of contact. The government intends to award to the offer representing the best value without clarifications but reserves the right if in its best interest. Questions are due by August 6, 2021.

Question Government Response
Are all of the slides to be evaluated H&E-stained or will special- and/or IHC-stained slides be included as part of the evaluation?
IHC stained slides will be included as part of the evaluation
If special or IHC-stained slides will be evaluated, do you have an approximate breakdown of how many will require evaluation for H&E slides vs. special or IHC-stained slides?
Assume that H&E stained slides will be provided 100% of the time and IHC stained slides will be provided 25% of the time.
For the photomicrographs where it states in the SOW that “No more than 2 representative photomicrographs per tissue per treatment group, captioned and with the scale noted.”
Should ILS assume 5 treatment groups for 50 animals/study and 6 treatment groups for 60 animals/study? Or can you be more specific on the number of treatment groups.
Assume an average of 7 groups per study and an average of 8 animals per group
For “Documented experience with the following: High-throughput analysis of prepared slides” mentioned in the SOW, is this referring to turnaround time only?
Yes, this refers to turnaround time from receipt of slides to delivery of an acceptable final report. However, the expectation is that quality will not be compromised in service to speed.
The primary place of performance is listed as Rockville, MD. If we are located outside of MD, for example in NC, can we submit a quote?
Yes, vendors outside of Maryland can submit quotes. It is understood that performance will take place at vendor facilities.
