The solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular (FAC) 2005-83 (which includes FAC 2005-84 effective 05 Oct 2015). The applicable North American Industry Classification System (NAICS) Code for this procurement is 541620. This is a total small business set-aside. Description:
The United States Environmental Protection Agency (EPA), Office of the Administrator (OA), Office of Policy (OP), and Office of Sustainable Communities (OSC) has a requirement for a vendor to support a new requirement titled, Cool & Connected - Sustainable Communities Planning Assistance. For a full description of the requirement, reference the attached Statement of Work (SOW).
EPA anticipates awarding a firm-fixed price purchase order. The period of performance will be 12 months from date of award and award is expected to be made in February 2016.
Price:
The EPA anticipates awarding a firm-fixed priced purchase order. The EPA estimates the requirement will take 617 hours of direct labor. This estimate is provided for informational purposes only. Offerors should propose a firm-fixed price they determine to be appropriate in meeting all required tasks as outlined in the attached Statement of Work (SOW).
Basis for Award:
The Government will make award to the responsible offeror whose offer conforms to the solicitation and is most advantageous to the Government, cost or other factors considered. For this solicitation, all evaluation factors other than cost or price when combined are significantly more important than cost or price. The Government reserves the right to consider the realism of the offerors proposed price(s), if necessary, as a method of determining if price reveals problems that would impact performance risk and responsibility matters. Cost/Price realism analysis will be performed, if necessary, in accordance with the methodology set forth in FAR 15.404-1(d). Evaluation factors for award can be found in the attachment section of this RFQ.
Quote Submission:
Offerors must address all aspects of the Government’s requirement as set forth in the attached SOW and are limited to 20 pages in length, inclusive of all documents (i.e., technical volume, price, deliverable schedule, resumes, etc.). Any document in excess of the 20 page limitation will not be evaluated. Offers shall submit the technical volume and price quote as separate documents.
The technical volume must be sufficiently detailed to enable the EPA to make a thorough evaluation and to arrive at a sound determination as to whether the proposed services meet the requirements of the SOW and the offered approach is valid and practical. The technical volume must be specific, detailed and complete to clearly demonstrate how the offeror plans to execute the requirements described in the SOW, including a timeline and details for tasks and deliverables. Clear evidence of services and/or processes previously demonstrated and currently in place relating to the technical evaluation criteria should be included.
In addition, FAR 52.212-3 representations and certifications MUST be submitted if they are not already completed and available online at www.sam.gov. Representations and certifications will not count against the 25 page limitation.
Quotes shall be submitted via FedConnect in Microsoft Word or Adobe format to Stefan Martiyan, Contracting Officer, no later than 10:00 AM ET on Friday, 15 January 2016.
Questions regarding this request must be submitted via the FedConnect Message Center no later than 4 January 2016. Answers to questions will be provided as a formal amendment to the RFQ. Questions submitted after 4 January 2016 may not be answered.
