Community Development Financial Institutions (CDFI) Fund RFQ-CDF-23-SOPS Amendment 2
Amendment 2 – Follow Up Questions and Responses
1. In the PWS, is there an overlap between the As-Is Assessment task (6.2) and the two tasks for review and update/create CDFI Funding SOP Procedures task (6.3) and review and update/create CDFI
Fund Clearance Processes & Guidelines (6.4)? If not, how are they different?
Response: Yes, there may be an overlap between the tasks. Task 6.2 must be started before task
6.3 takes place, but there may still be overlap.
2. Is the written report described in 6.2 of the PWS the same written report that is to be provided for 6.7?
Response: No, the report for 6.2 is in reference to the As-Is Assessment and the bullet-points listed.
The report in 6.7 shall be completed at the end and should be reflective of all tasks and deliverables from the task order.
3. The answers to question 8 and question 32 are at odds with each other. One says there are 25 SOPs for the Operations team and the other says the Operations team current has a minimum of 32 SOP documents? What is the correct number?
Response: The Operations Team currently has 25 SOP’s.
4. For item 6.4 in the PWS, where it states to review and update/create CDFI Fund Clearance
Processes & Guidelines, are these processes the same as certification processes for financial institutions? If no, exactly what do the clearance processes refer to?
Response: No, they are not the same. The clearance process refers to the development of SOPs, policies and procedures for various instructional processes.
5. Is the standard format for SOP’s, etc. identified in section C.2 of the PWS to be delivered prior to the performance of the requirements in 6.3, 6.4, 6.5? or are those standard formats to be included in the written report submitted at the end of the task?
Response: Yes, the standard format for all SOPs, guidelines and templates should be decided before executing tasks 6.3, 6.4 and 6.5.
