RFIs for Checkpoint “Cover” 6/29/2011

1. We don’t see any power / lighting requirements for the building. Please advise if required…

No light or power requirement exists.

2. Since vehicles will be inside the building, exhaust fans may be required per code. Please advise if required…

Cars will not be running once inside the building. Please assume no exhaust fans are required. You are required to have a professional engineer/architect stamp your plans. If code dictates them in this instance, and is required by your engineer, please provide a separate line item for the exhaust fan.

3. The 10’x10’ roll up door will be manual or motorized?

Manual

4. Is there a bid form required or may we use our own form?

The solicitation spells out what is required in the quote. The format doesn’t matter as long as all required detail is included.

5. Is a performance and payment bond required for this project?

If the quote is >$30K, but less than $150K, a payment bond will be required. If the quote is >$150K, both a payment and performance bond will be required

1) The structure will be an enclosed Metal Building not just a cover.

Yes, the intent is that the product provided will be an enclosed metal building.

2) Inside the building will have 20’ high clearance above the vehicle lift.

Correct.

3) In my opinion the building will need a continuous level footing around the entire perimeter . The existing asphalt is not level and ramping at the 10’X10’ roll up door will be needed to drive the vehicles in and out of the building.

The intent is to be able to have a vehicle drive into the building. However this is accomplished in terms of leveling out the ground is entirely up to the bidders.

4) Do we need to get a local Building Department permit?

A building permit will be required from CalTrans. There is no fee associated with the permit.

5) Can we get more than 45 days to complete the project?

Yes.

6) Can you specify what size of windows you want? 3’X4’ or?

Minimum of 3’ x 4’ each.

7) We will need the electrical removed, the storage sheds moved and an area for staging the materials. The staging area would be to the South towards the existing Modular Building.

CBP will have the area surrounding the lift cleared for construction. Prior to construction the COTR will discuss the successful bidder’s staging/laydown plans with the contractor.

On the RFP it calls out for the period of performance to be 45 days, most building ¡manufacturers take 6 to 8 weeks for building delivery can this time frame be changed?

Yes

Due to the strange in elevation should we figure the building to be built' wíth cut, panels or do we want to pour an exterior curb on the outer edge of the building and have the panels cut all the same length?

Either option is acceptable as long as CBP’s intent is met. The intent is to be able to have a vehicle drive into the building. However this is accomplished in terms of leveling out the ground is entirely up to the bidders.

At the site we had recognized that there are some strong wind gusts, so that, everybody is bidding apples to apples, should we just all figure an 85 mile an hour wind load?

You are required to have a professional engineer/architect stamp your plans. If he agrees with 85 mph then that is an adequate figure to use.

6/24/2011 Can you give me your Caltrans contact information? I want to be clear with them what their requirements will be for this project.

1. Is the work being done on Federal Property or on State Property

The work is being done on CalTrans property

2. If State Property, will DHS be providing the permits through the City and County the work is being performed in?

The contractor is responsible (in conjunction with DHS) for getting the appropriate permit through CalTrans.

3. Is there a Caltrans link that would outline the permit costs associated with this project?

No costs will be associated with the permit.

4. Will the NTP only be given once all permits are in place?

Yes.

5. What is the criteria in which the bidder will be selected? Low bid technically acceptable?

Yes.

6. What are the specs on Wind loads and occupancy ratings for this PEB?

You are required to have a professional engineer/architect stamp your plans. These should be agreed upon by your engineer/architect.

7. Is there a soils report available to determine the foundation and footing requirements?

No soils report is available.

8. If there is no soils report available then how will a Submission be deemed qualified?

If you believe a soils report will be required for execution please include it as a separate line item on your bid.

9. Are there specific finishes that are required for this structure?

No.

10. Is there a budget for this project?

The RFQ indicates between $25,000 and $100,000.

11. Is there funding in place to award this project based on your GE?

Yes.

12. How long will we have to guarantee our price for?

45 days.

13. You do realize that as we get closer to the end of the fiscal year that steel manufacturers will be slammed with EOY requests and needs, will this contract be reasonable to long lead time on materials?

This will be negotiated if necessary.

14. Are there intra agency needs and requirements for this contract i.e. DHS to CBP to CHP to ???

The only other agency involved is CalTrans as the building official and land owner.

6/23/2011

1. Is there any electrical scope that needs to be part of this project? If so what is needed and where am I tying into?

No.

2. Is there an engineer’s estimate on this project? If so how much?

$25,000 - $100,000.

3. Does the Caltrans permit have a cost associated with it that the contract will assume or is this only a process the contractor needs to follow?

It is only a process. No cost is associated with the permit.
