I. Contracting Activity.

Department of the Air Force, 18th Contracting Squadron, PKB, Kadena Air Base, Okinawa, Japan

II. Nature and/or description of the action being processed.

a) This requirement will result in a new firm-fixed-price delivery order under the U.S. General Services Administration (GSA), Information Technology Schedule 70, Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Schedule contract. In accordance with FAR 8.405-6(b)(4), documentation and posting of this justification cover only brand-names for the BC3 MSCT/TDF application from Raytheon Solipsys and ADSI application from Ultra Electronics Advance Tactical Systems.

b) Background:

The 623d Air Control Squadron (ACS) has a requirement for command and control integration components that could provide ground radar and datalink correlating, chat features, air picture, simulation to train operators, direct, and control aircraft for the Pacific Air Forces (PACAF). To meet PACAF's long-term operations requirement for mobility and multi-sensor adaptability C2 system ****************; the 623d ACS has a critical operations requirement for a C2 system that can integrate all dissimilar radar data and radio elements in Japan.

The command and control integration components capability is part of the ******* within the Sector Interface Control Cell (SICC). ***************. *********. The command and control integration components requirement is baselined **************. To update the ************* **************.

c) General Scope:

1. A major component of the command and control integration system includes the Battlespace Control Center with its Multi-Source Correlator Tracker (MSCT) data fusion engine and the Tactical Display Framework (TDF) software from Raytheon-Solipsys. Another major component is the Air Defense Systems Integrator (ADSI) command and control software from Ultra Electronics Advance Tactical Systems which provides the tactical data-link feed to provide a fused air, surface and sub-surface presentation to operators. The C2 system shall also include a robust simulation/scenario capabilities for mission rehearsal and training.

2. The BC3 Multi Source Correlator Tracker (MSCT) software provides correlation and data fusion engine that synthesizes track, track correlation, track management from dissimilar sources to include plot and track-level sensors, tactical data link, and sensor information from multiple dissimilar sources to precisely construct a single integrated 2- Dimensional and 3-Dimensional picture.

3. The ADSI must deliver a virtual solution with Link 16 IP interfaces and has the ability to be expanded using IP-to Serial appliances to provide Link 11, Link 1 lB, and JREAP A/B/C interfaces. When paired with ASCOT or equal brand simulation application, the ADSI application must provides robust simulation/scenario generation capabilities for training and exercises.

d. Project Schedule and Time Constraints: No later than 180 calendar days after the date of contract award. This

March 2018 FOR OFFICIAL USE ONLY Page 2 of 7 and MSCT Display Server, version 5.6 and later. Includes up to 8 quarterly defect and vulnerability releases over a 24 month maintenance period. Priced on a per license basis.

The total estimated value for both brand name products is ********. All items are on GSA Schedules and are allow for delivery and related services in foreign areas.

In accordance with FAR 8 .405-6(b )( 4 ), this justification and approval is to cover only the portion of the acquisition which is for the brand-names. All other portion of this acquisition shall be competed amongst U.S. General Services Administration (GSA), Information Technology Schedule 70, Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Schedule contract under the statutory authority of the MAS Program are 41 U.S.C. 152 (3), Competitive Procedures, and 40 U.S.C. 501, Services for Executive Agencies.

IV. Identification of the justification/rationale for limiting sources and demonstration of the contractor's unique qualifications to provide the required supply/service.

FAR 8.405-6(b )(1) requires an ordering activity to justify its actions when limiting source to a particular brand name, product, or feature that is essential to the Government's requirements.

The **** contractors provide software with proprietary rights that they do not share with competitors, except for systems integration purposes, and that their software is used elsewhere in the Air Force, and the use of this equipment requires being interoperable with other locations in the Air Force. Accordingly, no other companies can provide the software.

So far, only the BC3 MSCT/TDF application from Raytheon Solipsys and ADSI application from Ultra Advance Tactical Systems are known to the Government that could deliver an integrated system to fulfill PACAF's mission.

The software BC3 MSCT/TDF is owned by the OEM, Raytheon-Solipsys. The software ADSI is owned by the OEM, Ultra Electronics Advance Tactical Systems. The OEMs owned all of the associated intellectual property and source code that are protected by copyright laws and international copyright treaties, as well as other intellectual property laws and treaties. These two applications, BC3 MSCT/TDF and ADSI, are essential to meeting the Government's requirements.

V. Determination by the ordering activity Contracting Officer that the order represents the best value consistent with FAR 8.404(d).

The Contracting Officer shall comply with the DFARS Class Deviation 2014-00011, Determination of Fair and Reasonable Prices When Using Federal Supply Schedule Contracts. Price analysis techniques will be conducted in accordance with 15.404-1 to ensure that the overall price being paid is fair and reasonable.

VI. Description of the market research conducted and the results, or explain why market research was not conducted.

The Government used several techniques to conduct market research: request-for-information (RFI) was posted on Federal Business Opportunities (FBO) and GSA eBuy websites, GSA elibrary website was searched to locate potential interested and capable vendors, DoD mandatory sources such as the Enterprise Software Initiative (ESI) and AFICA Enterprise Strategic Sourcing Network-Centric Solutions-2 were searched, and multiple discussions with SMEs were conducted.

March 2018 FOR OFFICIAL USE ONLY Page 6 of 7

Sources sought were posted both on FBO and GSA eBuy websites. There were ***** responses from

************* stating that they have the capabilities to meet or exceed the Government requirements to integrate the BC3 MSCT/TDF and ADSI applications into a command and control systems. When GSA elibrary website was queried, the Government found the only vendor able to provide the MSCT/ TDF requirement is Raytheon-Solipsys and for ADSI is Ultra Electronics Advanced Technical Systems. Moreover, DoD mandatory sources such as the

Enterprise Software Initiative (ESI) website and AFICA Enterprise Strategic Sourcing, Network-Centric Solutions-2 contract were researched ********************************. The Government found no other contractor that can provide the two required brand name applications; this was confirmed by the OEM contractors that the MSCT/

TDF and ADSI software was indeed proprietary and that there's no authorized resellers for MSCT/ TDF and ADSI licensing.

VII. Other facts supporting the justification.

None.

VIII. Actions the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services.

Due to PACAF's unique requirements for an integrated tactical command and control system to be compatible with different aircraft and ground systems, the BC3 MSCT/TDF and ADSI applications are the only software known that could deliver an integrated system to fulfill PACAF requirements in a cost-effective and standardized manner. If, in the future, the USAF has changed its system architect or similar compatible software to better meet the operational requirements and support the user, market research will be performed to determine other potential software suites that can support the mission.

IX. Certification by the Contracting Officer.

For the respective contractor's software, only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized and the contractor's controls over related intellectual property. As evidenced by my signature above, I have determined this document to be both accurate and complete to the best of my knowledge and belief.

X. Certification by the technical/requirements personnel.

As evidenced by my (our) signature(s) above, I (we) certify that any supporting data contained herein, which is my

(our) responsibility, is both accurate and complete.
