STATEMENT OF PURPOSE
The City of Port Angeles (City) is seeking qualified firms to perform engineering design services for a residential safety improvement project along several corridors which have a documented history of crashes. The priority corridors include Laurel Street between 9th and 3rd Streets, 6th Street between Vine and Oak Streets, and E 2nd Street at S Francis and S Washington Streets. Along these corridors, a program of mini roundabouts will be implemented at 4-way intersections. The primary focus of the project is to improve yielding at intersections and reduce the severity of crashes that do occur. The selected consulting firm will perform engineering design of the safety improvement project as well as support City staff with public meetings, and open houses.
BACKGROUND INFORMATION
The Laurel/6th/2nd corridors are residential streets located one block off major arterials that experience higher-than-typical traffic volumes due to their use as cut-through routes and have a documented history of crashes at uncontrolled intersections. Improved safety measures by means of mini roundabouts are necessary to provide traffic calming and reduce the severity of crashes.
The City has obtained a federal grant for funding through the Washington State Department of Transportation's Highway Safety Improvement Program (HSIP). Utilizing this grant funding along with City funding will enhance intersection safety along these critical corridors. FHWA requires that all HSIP funded projects are ADA compliant upon completion or the federal funds must be repaid.
The selected Consultant will work with the City to produce plans, specifications, & estimates, assist the City with public meetings and open houses.
SCOPE OF WORK
The selected firm will be responsible for all aspects of the traffic circle design and the PS&E package, including surveying, engineering, completion of environmental documentation and any necessary permits. Work may also include construction inspection or management during the construction phase.
