About this file
The document is a Request for Qualifications (RFQ) issued by the City of Carrollton for Architectural/Engineering (A/E) and Environmental Services for the Maple Street Neighborhood Connectivity Project - Phase 1 (Project No. 50924-283). The project involves infrastructure, pedestrian, and traffic upgrades for a half-mile of Maple Street, a minor arterial urban road connecting the University of West Georgia to downtown Carrollton. Specific improvements include installing a roundabout at Maple Street and Hays Mill Road, signal upgrades at Maple Street and South Street, bicycle lanes, pedestrian crossings, ADA-compliant sidewalks, enhanced corridor lighting, landscaping, lane width reduction, and signage improvements. The RFQ was issued on October 9, 2025, with a submission deadline for Statements of Qualifications on November 13, 2025, at 4:00 p.m. The project aims to have all plans approved and permits issued by March 31, 2027, with construction anticipated to be bid out by April 15, 2027.
The project will utilize federal funds through the US Department of Transportation's "Safe Streets and Roads for All" grant program, distributed via the Federal Highway Administration (FHWA). The selection process will be qualifications-based, with a Selection Committee evaluating submissions based on four equally weighted criteria: firm stability (25%), relevant experience and qualifications (25%), past performance (25%), and overall suitability for the project (25%). Firms must submit three hard copies of their Statement of Qualifications, limited to 20 pages, detailing their company resources, experience, qualifications, and project suitability. The City reserves the right to reject any or all proposals and will select a finalist firm to potentially negotiate a contract. A critical requirement is that final design work cannot begin until specific environmental and historical preservation requirements are met, and FHWA has provided written approval to proceed.
