1. Introduction

1.1 Purpose

The Town of Apex (Town) requests Statements of Qualifications (SOQs) from qualified engineering firms or consultant teams licensed to provide professional engineering services in North Carolina to develop a comprehensive stormwater Master Plan for the downtown residential core. The selected firm will evaluate existing drainage infrastructure, assess localized flooding vulnerabilities, and identify potential projects to mitigate risks and enhance water quality.

The Town intends to select one Consultant for the overall project. Services may be authorized in phases, and the Town reserves the right to contract separately for portions of the work. Final scope, schedule, deliverables, and compensation will be established during contract negotiations.

1.2 Project Background

The Town of Apex has been experiencing a downtown revitalization and residential infill development for the past few years. The study area of approximately 185 acres features a high concentration of aging stormwater infrastructure and increasing impervious surfaces. As older residential properties are subdivided and expanded, the natural landscape’s ability to infiltrate rainfall is reduced. Consequently, the existing drainage network consisting of shallow open water channels, pipes, and culverts may be approaching capacity since these were constructed piecemeal over the course of several decades and not under one development plan. To address these concerns, this Master Plan study is needed to establish a baseline assessment of the existing drainage infrastructure and model current and future watershed conditions to determine a prioritized Capital Improvement Plan (CIP). The study is driven by the Town’s commitment to Game Plan Apex, the long-term strategic plan, with specific emphasis on fostering a Welcoming Community and demonstrating Environmental Leadership.

1.3 Available Reference Materials

The Town will provide this RFQ and the following reference materials on the Town’s Bid and Proposal Postings webpage and the North Carolina electronic Vendor Portal (eVP).

1. An overall map of the downtown residential district showing stormwater infrastructure

(PDF)

2. Recent Stormwater Condition Assessment findings https://www.apexnc.org/bids.aspx https://www.apexnc.org/bids.aspx https://evp.nc.gov/

2. Solicitation Schedule and Communications

2.1 Anticipated RFQ Schedule

The Town may modify the schedule by written addendum.

2.2 Questions and Addenda

Submit all questions concerning this solicitation by email to Jessica Bolin at jessica.bolin@apexnc.org by the deadline shown above in Section 2.1. Use the subject line “Apex Downtown Residential Stormwater Master Plan RFQ - Questions.”

The Town will post responses and any changes to the RFQ through written addenda on the Town’s Bid and Proposal Postings webpage and the North Carolina electronic Vendor Portal (eVP). Oral statements and informal correspondence do not modify the RFQ. Respondents are responsible for monitoring the posting, reviewing all addenda, and acknowledging them in their cover letter.

3. Anticipated Scope of Services The following shall be included in the scope of work.

3.1 Data Gathering & Asset Inventory

Review existing topography, GIS data, as-built drawings, and available Stormwater Condition Assessment findings and conduct field investigations to document the condition of the stormwater system in the downtown residential core. The study area is approximately 185 acres and is bounded by Elm Street to the west, Center Street to the north, Schieffelin Road to the east, and Highway 55 / James Street to the south as depicted below.

Figure 3.1. Study area of approximately 185 acres.

3.2 Hydrologic and Hydraulic (H&H) Modeling

Develop computer models to simulate stormwater runoff, assess system capacity, and identify undersized infrastructure and flood-prone areas both in current and anticipated future conditions.

The model should be capable of simulating storm events, identifying system bottlenecks, and testing proposed CIP alternatives.

3.3 Capital Improvement Plan (CIP)

Propose solutions, including but not limited to, infrastructure upgrades or upsizing, the potential for regional Stormwater Control Measures (SCMs), and emphasizing the installation of green stormwater infrastructure (GSI) throughout the study area. As part of the CIP process, costs should be estimated and projects prioritized based on risk reduction, cost-benefit analysis, and project feasibility.

3.4 Public Engagement & Stakeholder Coordination

Facilitate public workshops, gather input as needed from Town staff and downtown residents within the study area, and present findings to the Apex Town Council.

3.5 Grant Funding Strategy

Identify relevant state and federal resilience or mitigation grants (e.g. FEMA, state DEQ revolving funds) to fund the CIP identified in the Master Plan. Apex anticipates integrating grant-readiness directly into the planning process ensuring that proposed projects are well-positioned to be competitive.

4. SOQ Requirements Respondents shall submit the SOQ organized as specified below, with the completed and signed Execution of Statement of Qualifications form from Section 7 included as the final page.
