About this file

This Request for Qualifications (RFQ) document is issued by Harris County Tax Increment Reinvestment Zone Number Two (HC TIRZ #2) in Texas, seeking qualified consulting firms to provide comprehensive Professional Engineering Services for the Lockwood Road Widening project. The project scope includes widening the existing two-lane roadway to a four-lane divided roadway extending from UPPR to Beltway 8, incorporating modern infrastructure improvements such as enhanced drainage systems, pedestrian and bicycle facilities, and safe railroad crossing accommodations. The RFQ solicits sealed statements of qualifications from interested firms, with specific requirements for submission deadlines, evaluation criteria, and selection procedures outlined for the engineering design phase of this infrastructure improvement initiative.

The document establishes evaluation criteria for consultant selection, which typically includes relevant experience, technical qualifications, project team composition, and past performance on similar transportation projects. Firms responding to this RFQ must demonstrate their capability to manage comprehensive roadway design projects involving multi-disciplinary engineering services. Funding for the project is provided through the Harris County TIRZ #2 program, which utilizes tax increment financing mechanisms to support infrastructure improvements in designated reinvestment zones. The specific contract award date, contract term, and any renewal options would be contingent upon successful completion of the qualifications evaluation process and subsequent negotiation of the professional services agreement with the selected consulting firm.
