1. Request for Qualifications – Purpose and Background
In the Fall of 2016, the Town of Winchendon acquired a 43-acre parcel on Maple St along the shore of Whitney Pond. The acquisition of what is now known as The Winchendon Community Park was the result of the desire for the town to obtain properties with the potential to provide the town resources that will reach across the community and engage diverse organizations, businesses, individuals and government. The vision for the property is based on the Makerspace development model where a community center provides adequate equipment combined with community and education to encourage collaboration and creativity. The site will offer open space, parkland, and recreational opportunities to effectively meet and serve the interests of the citizens of Winchendon.
The proposed project encompassed in this RFQ is to oversee the assessment of the existing house on the property, the design, and potential construction of an outdoor theater, attached restrooms and a meeting hall with indoor stage and attached pavilion for picnics. The facility, to be known as the Winchendon Community Park Performing Arts and Lifelong Learning Center is intended to serve as an indoor and outdoor venue to host various community sponsored educational, arts and cultural events.
The Town of Winchendon is seeking design specifications and drawings for the construction of an outdoor events (Amphitheater) and Learning Center on town owned land within the Winchendon Community Park. To the extent possible and to minimize the overall construction cost, the use of Modular Construction shall be preferred by the Town. The Winchendon Amphitheater will be an outdoor event complex with an estimated seating capacity of approximately 300 (lawn seats) and adequate handicap seating and seating for the elderly, a separate building for rest rooms, an attached building extension from the amphitheater with indoor stage and appropriate spaces (flexible configuration) for the learning center or a separate building, and a vendor area. Associated infrastructure will include access sidewalks, driveway and site utilities (power, water, sewer, data/communications). The scope of work includes the design and permitting of the facility as required by the town of Winchendon. The project is being funded through a grant gifted to the Town of Winchendon by the Robinson Broadhurst Foundation, Inc. subject to the total grant amount. The Performing Arts & Life-Long Learning Center will be a part of the Winchendon Community Park and will be owned by the Town of Winchendon, MA and the entire site is expected to remain as public ownership.
The proposed Performing Arts & Life-Long Learning Center is intended to continue the Town of Winchendon’s ongoing efforts to reinvigorate the downtown area by introducing a recreational and entertainment destination to the town.
During the summer months, the open space’s amphitheater would serve as a venue for a variety of concerts, community events, and public gatherings. The proposed indoor Learning Center and eventually kitchen, would be open year-round.

§ Large hall would also be used as seating area for inside stage § Large hall would also be used for seating area for people eating food § Large hall must have multiple storage closets o Three small rooms for teaching (Learning Centers) o Attached to the hall would be a room built to accommodate a full kitchen for cooking and serving food (footprint with power and plumbing) for future additions
§ Kitchen should be able to serve food to the hall inside and for any outdoor events (outside serving)
§ Building should be heated o Evaluate use of solar, green building design. Take advantage of Town’s green community designation

10. Environmental Compliance o Adhere to local, State, and Federal environmental regulations and permits that are required in executing and completing the project o Incorporate best management practices to control sediment, storm-water runoff discharge, water quality treatment, floodplain issues or other environmental parameters that are established for the project
