About this file
This is a Request for Qualifications (RFQ) issued by the Chatham County-Savannah Metropolitan Planning Commission on behalf of the Coastal Region Metropolitan Planning Organization (CORE MPO) for on-call professional consulting services to support CORE MPO task orders. The RFQ seeks qualified consultants to provide staff augmentation services for the CORE MPO's Fiscal Year 2027 Unified Planning Work Program, which encompasses transportation planning activities for the Savannah Urban Area including portions of Chatham, Bryan, and Effingham counties. The scope of work includes completing the Non-Motorized Transportation Plan and Thoroughfare Plan updates, managing transit and paratransit planning processes, assisting with the 2055 Metropolitan Transportation Plan and Regional Freight Transportation Plan updates, managing advisory committees, preparing grant applications, and conducting special studies including bicycle and pedestrian facility assessments and urban flood modeling. Sealed RFQ responses are due by October 2, 2026, at 12:00 PM Eastern Time, with five paper copies and one electronic PDF copy required. The MPC intends to award contracts by the end of October 2026 for an eight-month term running from November 1, 2026, through June 30, 2027, with options for two additional one-year renewal periods. No bidder's conferences or site visits are specified in the solicitation.
Pricing is not required in the RFQ submission; cost proposals will be requested only from the top-ranked consultants following qualification evaluation. The selection process involves a Review Committee scoring written proposals on three criteria: consultant knowledge and experience (35% weight), understanding of scope and local factors (35% weight), and staffing capability and compliance with federal and state requirements (30% weight). The top-ranked consultants will be invited to submit detailed cost proposals and make presentations, with final ranking determining contract award recommendations. Funding for this project derives from Federal Highway Administration Highway Planning (PL) funds and Federal Transit Administration Section 5303 transit planning grants included in the CORE MPO's FY 2027 Unified Planning Work Program, contingent upon the MPC receiving adequate reimbursement from the Georgia Department of Transportation. Consultants must be pre-qualified with GDOT in relevant categories including urban area and regional transportation planning, mass transit feasibility studies, and bicycle and pedestrian facilities. The consultant must maintain professional liability insurance of $1,500,000 per occurrence and comply with all federal, state, and local regulations, including drug-free workplace requirements and federal debarment provisions.
