Quote Content and Evaluation Criteria

Offerors shall submit a signed and dated quote on company letterhead that contains, at a minimum, the following information:

1. The Request for Quote (RFQ) number;

2. The Name, Address, Telephone Number, and DUNS Number of the Offeror;

3. Address your technical capability and proposed method for accomplishing the tasks outlined in the

Statement of Work. Information for technical capability shall not exceed 10 pages.

4. Past performance references for no more than three contracts similar in size and scope to this requirement. Information for past performance shall not exceed 3 pages.

5. Offerors shall use the price schedule format below, to indicate the prices proposed for all CLINs in their offer, in accordance with their GSA contract;

6. Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration;

7. Acknowledgment of Solicitation Amendments (SF-30), if any, and;

CAR 1352.213-70 EVALUATION UTILIZING SIMPLIFIED ACQUISITION PROCEDURES (APR 2010)

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers (1) Technical, (2) Past Performance, and (3) Price.

All evaluation factors other than price, when combined, are significantly more important than price.

(1) Technical Understanding and Capability (most important) The Government will evaluate the offeror’s ability and method of providing all the requirements in the SOW as identified in their Technical Section of their offer. Technical capability will be rated as to the extent the offeror can clearly and fully demonstrate that it has a thorough understanding of the requirements and can successfully provide the requirements. Offerors that cannot specifically address their ability and method of providing all the requirements in the SOW, or that do not submit a technical section with their offer, may be rejected without further consideration.

(2) Past Performance (equally important as technical understanding and capability) The Government will evaluate an offeror’s past performance to determine the degree to which current and previous contract efforts indicate the probability of the offeror successfully performing the requirements of the SOW. The currency and relevancy of the information, source of the information, context of the data, and general trends in contractor’s performance will be considered.

The Government may use a variety of sources, data, and/or information available about the offeror’s current or past performance, not just the information identified by an offeror, to evaluate past performance. Sources that may be used to evaluate past performance include, but are not mailto:marty.willits@noaa.gov limited to: the Contracting Officer’s knowledge of and/or previous experience with the offeror, (2) past performance questionnaires/surveys, (3) the Federal Awardee Performance and Integrity Information System (FAPIS), and/or any other source. Although the Government will consider information obtained from other sources, the burden of providing thorough and complete past performance information rests with the offeror.

Past Performance information received from the offeror shall be within the past 3 years or ongoing and be relevant to this requirement (i.e. the same or similar requirement.) Current performance will have a greater impact in the evaluation than less recent performance. Only relevant past performance will be evaluated. An offeror’s lack of relevant past performance will not be evaluated favorably or unfavorably and will be rated as “neutral”. However, a strong record of relevant past performance will be considered more advantageous to the Government than a “neutral” rating.

(3) Price (least important) The Government shall evaluate the prices listed in the Schedule of Supplies/Services for price reasonableness (Base Period and all Option Period CLINS). Evaluation of options does not obligate the Government to exercise any option periods. Unrealistic low prices and high prices may be rejected without further consideration. The other evaluation factors are significantly more important than price. Although price is not the controlling factor in award of an order, it is an important factor and should not be ignored. The degree of its importance will increase with the degree of the equality of the offers in terms of the other evaluation factors which selection is based. If competing offers are substantially equal in technical capability and past performance, price may be the controlling factor in award.

Offerors are required to provide a firm-fixed unit price for all items/CLINS.

Schedule:

STATEMENT OF WORK

TITLE: Acquisition of High Coverage Grass Shrimp (Palaemon pugio) Genome Assembly

I. BACKGROUND INFORMATION

The National Center for Coastal Ocean Science (NCCOS) Key Species and Bioinformatics Branch serves as a leader in near ocean and estuarine research to protect and understand the coastal waters of the U.S. in an effort to enhance the nations blue economy, improve public health and safety, and to conserve our natural resources and environment.

The Key Species and Bioinformatics Branch is part of the Stressor Detection and Impacts Division within NCCOS and is responsible for characterization of environmental stressors (both natural and anthropogenic) and accessing the impact of those stressors on the near ocean ecosystem. Current areas of research within SDI include ecotoxicological impacts on key ecological species of contanimants of concern (both novel and legacy). Activities include the development of molecular methods to characterize biomolecular stressors in marine and estuarine organisms, using transcriptomics, peptidomics, proteomics, lipidomics, and metabolomics. These analyses rely on a high quality genome being present in the marine species of interest.

The grass shrimp, Palaemon pugio, is a widely used, ecologically important, crustacean model for toxicological studies in estuarine and is one of the main test species utilized in our laboratory. It is regarded as an in situ biosensor as populations are significantly impacted by contaminants in estuarine systems. An effort to further develop P. pugio as an estuarine key species model is underway to enhance our understanding of stressor effects on gene expression. As such, it is critical to improve our reference genome coverage.

II. SCOPE OF WORK

The contractor shall deliver a high-coverage, well-scaffolded, annotated and accurate grass shrimp, Palaemon pugio genome assembly to facilitate model development. This genome assembly must have a physical coverage of 50x and contain large scaffolds (scaffold N50 > 1,000 kb). The raw sequence read data (.fastq files) as well as the assembled data (.fasta file) shall be submitted electronically to NCCOS, which will be suitable for submission to GenBank (NCBI).

III. SPECIFICATIONS

The Contractor shall isolate high-quality DNA and make the necessary genomic DNA library for genome sequencing from tissue provided by NCCOS within 15 days after award.

The Contractor shall produce libraries to span distances up to the longest DNA molecule in the sample (at least 100 kb), perform sequencing to achieve a physical coverage of 50x of the genome (based on an estimated genome size of 3 Gb) with a scaffold N50 size greater than 1,000 kb with a >99.5% base calling accuracy.

The Contractor shall possess the necessary computation and data storage to construct, annotate, and provide NCCOS the assembled genome with all predicated genes, intron/exon boundaries, alternative reading frames, etc. The Contractor shall provide the raw sequence read data (.fastq files), fully assembled data (.fasta file), and genome annotation required for downstream pipelines. All data must be provided free of encumbrances. NCCOS will be the sole owner of all data produced from this contract.

The contractor must have at least 3 years’ experience in isolating DNA, constructing next-generation DNA sequencing libraries, genome sequencing, and annotating the genome of non-model organisms as outlined in at least 5 peer-reviewed publications (provide a listing of references with the bid) and the names/contact information for at least 5 references for which this service has been provided in the past.

IV. PERIOD OF PERFORMANCE

The period of performance shall be 6 months after award.

V. PLACE OF PERFORMANCE

All work shall be completed at the Contractor’s facility. Delivery of the resulting data shall be submitted electronically to NCCOS, Charleston, SC.
