SECTION B - CONTINUATION OF SF 1449 BLOCKS
SAN FRANCISCO VA MEDICAL CENTER
CAPITAL ASSETS AND FACILITIES MANAGEMENT SYSTEM
GENERAL SCOPE
The Veterans Health Administration (VHA) has a requirement for a Capital Asset & Facilities Management System. The goal of this project is to implement a Capital Assets and Facilities Management (CAFM) System. The overall purpose is to improve the facilities resources utilization so that the medical center can perform its patient care, educational and administrative function with better efficiency and timeliness
The CAFM System will cover three functional areas:
1. Space Management
2. Preventive Maintenance (PM) and Inspection
3. Unscheduled Work orders
DESCRIPTION OF THE SUPPLIES OR SERVICES REQUIRED
Below include specific characteristics of the required service.
• System that can manage all seven functions in one integrated package
• System with a module specifically for Capital Assets Inventory (CAI) Reporting
• Facilitates Joint Commission compliance through unique features of its Life-safety inspection offering
Specifically, this system is expected to perform the following:
1. Manage space assignment and utilization
2. Manage shared spaces such as conference rooms and patient exam rooms
3. Track on a real-time basis room occupancies
4. Conduct preventive maintenance of critical assets
5. Conduct periodic inspection of critical life-safety components
6. Track equipment breakdowns and personnel requests on facilities related issues
7. Share important drawings and other documents with authorized contractors
It is important that the proposed system cover all the seven critical functions listed above. They are interdependent and having multiple systems will not manage the dependencies. For example, inspection of life-safety components is dependent on the functions in rooms that are being managed by the Space Management features of the system.
Certain functions that the system is required to perform are unique to the VA. For example, the medical center is required to report to the Central Office how spaces are utilized by various operating functions in a specific format.
Preventive maintenances features that can substantially help FMS perform its maintenance functions. In addition to maintaining a list and history of all critical items; a feature that identifies the physical location in a drawing. This is required to determine the areas impacted by maintenance activities and also to plan the best routes for maintenance activities.
Life-safety inspection features are required for the system. Periodic inspection and maintenance of inspection results in an easily accessible database is mandatory for the medical center’s compliance with the Joint Commission. A feature that can provide graphical connection with drawings is required.
See the following table for a partial list of business objectives and how those objectives support the medical centers strategic goals.
Objectives How Objective Supports Strategic Goals
Report by the medical center on usage of building space by functions on a regular basis.
Ensure that appropriate resources are used at the lowest level of expenses possible
Graphical view of how buildings are utilized.
Easier and quicker decision making by planners and managers
Accurate and up-to-date tracking of building spaces, minimizing the
Make the best use of available possibility of unnecessary hoarding of resources by “overzealous” functional managers.
expensive resources
Tracking characteristics, and maintenance needs of mechanical, electrical and plumbing equipment in the context of their location and associated drawings.
Minimize costs of maintaining the equipment as well as improve their availability and proper functioning.
Maintain dimensionally accurate documentation of how buildings are laid out. This would avoid cost for generating such documents by individual contractor firms involved with remodeling and repair projects.
Minimize costs of repair and construction.
Accurate facilities related data and drawings on a central system that is easily accessible from any physical location by authorized users will minimize need to travel by managers involved with project discussions and decision making. Also, this would speed up planning, design reviews, and construction activities.
Reduces overall costs for facilities planning construction and operations.
Accurate data related to environmental conditions of the facilities would help identify "problem areas" and alert managers about necessary corrective actions.
Maintain safe and clean environment for patient care and at the same time ensure that the costs for meeting that goal be kept as low as possible
In the event of equipment malfunctions such as gas and water leaks, accurate documentation would help locate key items that could prevent the malfunction from escalating to disastrous levels.
Ensure a safe environment for clinical, academic, and research activities.
Maintaining accurate and up-to-date information on the condition of the physical plant would aid managers’ plan
Keep the overall operating costs as low as possible for future repair and replacement thus avoiding unexpected and shocking expenditures.
Reserve shared rooms such as conf rooms and exam rooms so that their utilization can be improved
Ensure that patients and employees can find the resources they need without undue delays
Measure on a real-time basis how well the rooms are being utilized. This is the only way to balance between reality and perception
Reallocation of scarce resources must be done using accurate data
Periodically maintain critical assets and equipment
Ensure critical equipment are available and minimize operating costs
Life-safety code compliance inspections Ensure safety of patients, employees and visitors
A system to field calls and resolve equipment breakdown and other issues
Minimize downtime and loss of productivity
