SECTION 2 - STATEMENT OF WORK (SOW)

Advisory Services for Greenhouse Gas Emissions Intensity Methodology

2.1 Introduction

The United States International Trade Commission (USITC or Commission) is an independent, quasi-judicial Federal agency with broad investigative responsibilities on matters of trade. The Commission investigates the effects of dumped and subsidized imports on domestic industries and conducts global safeguard investigations. The Commission also adjudicates cases involving imported goods that are alleged to infringe U.S. intellectual property rights. The Commission’s mandate, among other things, is to provide the President, the United States Trade Representative (USTR), and Congress with independent, quality analysis and information regarding international trade. In doing so, the Commission contributes to the development of sound and informed U.S. trade policy.

2.2 Scope of Work

The Commission seeks advisory services for a data collection and compilation exercise regarding the greenhouse gas (GHG) emissions associated with U.S. steel and aluminum facilities. The Commission will be conducting this work in response to a request letter received from the United States Representative on June 5, 2023; details of the request are described in the institutional Federal Register notice, 88 FR 43633. Commission staff will combine data collected through a Commission survey with external data sources to generate estimates of product-level emissions intensity. Commission staff would use these advisory services to improve the questionnaire design and content and to develop a methodology for attributing facility-level emissions totals to products produced at that facility. The Contractor shall provide the Commission with up to 400 hours of advisory services with and an additional 200 hours of optional reservices on questionnaire design and emissions intensity estimation methodologies.

2.3 Background

As a part of its investigation into the GHG emissions associated with the production of U.S. steel and aluminum products, the Commission is gathering data on U.S. steel and aluminum facilities from existing external data sources on scope 1, 2, and 3 emissions, and through its own survey. The definitions for scope 1, 2, and 3 emissions, and the specific subset of these emissions which the Commission is directed to collect, are provided in the request letter for this investigation. The survey will collect information on the data inputs required to estimate scope 1 emissions, as well as information on facility energy use (for combination with external data to estimate the volume of scope 2 emissions), use of foreign and domestic intermediate inputs (for combination with external data to estimate the volume of scope 3 emissions), production processes, product output, and shares of facility resources dedicated to the production of different products.

2.4 Objectives and tasks

This requirement is to purchase advisory services for technical expertise on emissions intensity estimation methodologies and data collection. Assistance will be needed to improve the Commission’s U.S. steel and aluminum facility study in several specific areas:

1. understanding existing data sources of emissions data and their collection processes, particularly the collection of parameters needed for emissions calculation under the Environmental Protection Agency’s Greenhouse Gas Reporting Program (GHGRP);

2. providing technical advice on the best methodological practices for collecting scope 1, 2, and 3 emissions data from facilities, including approaches (location- vs. market-based) for scope 2 emissions calculations:

3. providing technical advice on conducting product life-cycle analysis, especially with respect to allocation of facility-level data to product-level estimates.

4. helping the Commission staff to convert technical advice provided in areas 1-3 into targeted survey questions and proper survey design.
