About this file
This is an addendum to Request for Qualifications (RFQ) 27-1003 issued by the Capital Region Airport Commission for Construction Manager at Risk (CMaR) preconstruction and construction services for the Consolidated Security Screening Checkpoint Project at Richmond International Airport in Virginia. The project involves an estimated construction cost of approximately $215 million. This procurement follows a two-step competitive negotiation process in which Step 1 requires submission of Statements of Qualifications from qualified Virginia Class A general contractors. An optional Pre-Submittal Conference and site visit are scheduled for Thursday, September 3, 2026, at 2:00 PM EDT in the South Rear Conference Room, with Statements of Qualifications due on Monday, September 28, 2026, at 3:00 PM EDT. No price, fee, cost proposal, or Guaranteed Maximum Price shall be submitted with the initial qualifications; shortlisted offerors will be invited to proceed to Step 2 negotiations.
The addendum modifies or clarifies terms of the original RFQ 27-1003. Specific pricing and payment terms, set-asides, incumbent contractor information, funding sources, and other contract requirements are detailed within the addendum document. Prospective bidders must review both the complete RFQ and this addendum to understand all submission requirements and project specifications prior to responding.
