About this file

This Request for Qualifications (RFQ 27-0001) issued by the City of Duncanville, Texas, seeks qualified individuals, firms, or corporations to provide professional engineering services for a comprehensive municipal infrastructure cost-of-service and user fee study. The study addresses three primary municipal infrastructure systems: pavement maintenance fees for alley, street, sidewalk, and bridge maintenance; stormwater utility fees for drainage infrastructure enhancements; and water and wastewater utility fees to update the FY2022 cost-of-service and user fee study. Respondents must develop an independent, transparent, and defensible analysis that determines the reasonable cost of maintaining each system, identifies sustainable funding requirements, evaluates existing revenues and rates, and recommends equitable fee or rate structures for City Council consideration. The deliverables shall clearly distinguish existing obligations, documented funding needs, alternatives, customer impacts, and policy choices requiring City Council action, with recommendations that do not presume adoption of new fees or rate increases.

The RFQ does not commit the City to adopting any recommended fee or rate increases, indicating this is a foundational study to inform future policy decisions. Respondents should note that the study builds upon the existing FY2022 cost-of-service and user fee study for water and wastewater utilities, suggesting continuity with prior analysis efforts. The study requires comprehensive evaluation of current funding mechanisms across three critical infrastructure categories serving the City's Public Works Department, with emphasis on defensible methodologies suitable for presentation to municipal leadership and public stakeholders.
