About this file
This is Addendum #3 to RFQ 2602 issued by the Connecticut Department of Administrative Services for the Brooksvale Barns Rehabilitation project in Hamden, Connecticut, dated July 31, 2026. The addendum clarifies the scope of Architect/Engineer (A/E) services, which are expected to continue through construction administration, not merely through the bidding phase as initially indicated. A/E services will include conceptual drawings, design phases up to 30%, preliminary cost estimates, construction documents, inspections, administration, project closeout, and as-built drawings. The scope requires a survey limited to areas necessary for barn rehabilitation rather than the entire 100-acre Brooksvale Park parcel, with modern survey standards (NAVD 88 preferred over NGVD 1929) and raw data delivery to the Town. A geotechnical boring program is required as part of the rehabilitation assessment, and the A/E firm may manage the independent procurement of geotechnical engineering services. The quotation submission deadline was August 4, 2026, and a pre-bid walkthrough was conducted on July 21, 2026.
The cost estimate submission must follow either MasterFormat or UniFormat standards without specific professional certification requirements. MEP and fire protection engineering services should be retained in proposals given existing electrical systems and potential code-required fire protection additions. The RFQ referenced 2014 inspection and structural repair construction plans available through the Town of Hamden Engineering Department website. A bid bond is not required, contrary to the RFQ form language. The project is funded with $31,550 in state funding, establishing mandatory subcontracting goals: a minimum 25% spending allocation ($7,887.50) to Small Business Enterprise (SBE) certified subcontractors and a minimum 6.25% ($1,971.88) to Minority-, Women-, and/or Disabled-owned business certified subcontractors, with contractors required to demonstrate good faith effort toward meeting these allocations.

Addendum #3
RFQ #26-02
Brooksvale Barns Rehabilitation
Hamden, Connecticut
1. The RFQ and the detailed Scope of Work on page 3 indicate A/E Design Services through Bidding Phase Services only, which would be typical for a Survey and Planning grant. However, the summary Scope of Services listed on p.2 references Construction Phase design services, inspections, and administration, as well as project closeout and As-Built Drawings (and no mention of a construction budget). Please clarify the Scope of AE services required.
The A/E services are expected to continue up to construction. After conceptual drawings and/or 30% design phase we expect to receive preliminary cost estimate to inform the next ask from the grant program and the project cost.
2. The extent of Land Survey assessment described in Task 2 seems excessive given the project parameters. Read literally, it could be interpreted as requiring a survey of the entire approximately 100-acre parcel. In particular, the level of survey described, and the boring program described, do not seem warranted for this project. Does the Town expect field delineation, survey of existing flags, or depiction of GIS wetlands within a limited project area?
Please clarify intentions for the survey.
Task 1 explains that the survey is as required to complete rehabilitation for the barns. Task
2 speaks to a boring program as required to rehabilitate barns. I suggest you visit Hamden
GIS and look at the elevations in the area. This will give you an idea of what is needed to rehabilitate the barns. As the purpose and the focus is to rehabilitate the barns, there is no indication in the text to survey the entire property.
3. Task 1 requires a survey. Is the survey a necessary component of the project? If so, what are the limits of the proposed survey as Brooksvale Park is over 100 acres. Additionally, NGVD 1929 has been superseded by NAVD 88; assuming a survey is required, which standard should we adhere to?
Task 1 indicates that to survey as required to complete the rehabilitation of the barns. The more current standards would be preferred, and raw data is expected as part of the submittals for Town use.
4. Task 2 requires a boring program with plans and specifications; are we to assume the Town of Hamden will contract with a geotechnical engineer independently?
In previous projects the A/E managed the geotechnical engineer procurement and contract, but we can use our contacts/bid process to acquire the geotechnical services for the site.
5. Task 5 requires an estimate. Does the Town require a formal, professionally (ASPE/AACE) prepared cost estimate or something less extensive? Is there a specific format for the estimate (like UniFormat)?
We don’t have a specific requirement for the estimate format. The MasterFormat and the
UniFormat are the more common formats we receive and accept.
6. Task 5 specifically calls out water run-off recommendations. What is the context of this request? Is there a known ground water issue or does this relate to roof/gutter drainage? Is there an intent to regrade the site around the barn?
Previously developed construction documents included water runoff infrastructure. Completing
Task 1 should allow you to determine and make recommendations regarding drainage.
7. The RFQ includes prevailing wages on page 5. This is a request for professional services, not construction; is the intent to require prevailing wages on the survey portion of the work?
No.
8. Are there specific qualifications other than the Secretary of the Interior's Historic Preservation Professional Qualifications that the Town wants to have demonstrated? Is there a scoring/grading rubric established for reviewing proposals?
Yes, the Secretary of the Interior’s Historic Preservation Professional Qualifications are the only ones. Having Architectural or Engineering license in good standing are basic requirements for
Construction Documents and were not explicitly requested but are expected. The rubric hasn’t been completed but after the basic qualifications are confirmed, we evaluate relevant past projects/experience, organization, personnel, and community engagement.
9. This project appears to focus primarily on structural and historic envelope rehabilitation; is it acceptable to eliminate MEP/FP engineering services from our proposal?
The barns have electrical services that need to be maintained and the use for activities might require the addition of fire protection per CT code. We suggest keeping the electrical and FP engineering services or stating that they are available if needed.
10. The RFQ references a 2014 Inspection; is there a copy of this document that we can inspect?
The “2014 Structural Repair Construction Plans Signed” referenced include a link to access the files in the Town of Hamden website. If the link is not working properly, please visit the Town of
Hamden website, Engineering Department, Projects, Brooksvale Barns.
11. The RFQ form appears to be geared towards a general construction contractor agreement and not a professional services agreement. Furthermore, the form requires a 5% Bid Bond. This is highly unusual for a professional services agreement, is a Bid Bond truly a requirement?
Bid bond is not required.
12. Will you be releasing the names of all firms attending the 7/21/2026 walk-through?
The sign-in sheet for the walkthrough was posted with addendum 2.
