About this file

This is a Request for Qualifications (RFQ) document issued by a Texas municipality seeking a qualified signage, wayfinding, and graphic design professional or firm. The project scope encompasses the design and development of a comprehensive Citywide Signage and Wayfinding Strategy and Implementation Plan, including municipal branding, gateway signage, directional signage, facility signage, district identity signage, and parks and nature interpretive signage. The selected firm will review existing branding concepts, prior sign mockups, and committee recommendations while completing all signage designs requiring final City approval. All deliverables must comply with applicable local, state, and federal accessibility requirements, as well as transportation and permitting regulations. The RFQ document references specific response procedures, evaluation criteria, and submission requirements that prospective firms must follow to be considered for selection.

The procurement establishes qualification-based selection criteria focused on demonstrated expertise and professional capability rather than low-bid pricing mechanisms typical of traditional RFQs. The selected firm will work collaboratively with the City and applicable regulatory agencies throughout the project. Pricing terms, contract duration, and specific funding sources are referenced within the document structure, though the primary emphasis remains on identifying a qualified design professional capable of translating the City's adopted branding vision into a cohesive, implementation-ready signage system. This project represents a strategic municipal investment in unified wayfinding and branding infrastructure across the City's public spaces and facilities.

I. INTRODUCTION

The intent of this Request for Qualifications (RFQ) is to identify and select a qualified signage, wayfinding, and graphic design professional or firm with demonstrated expertise in municipal branding, gateway signage, directional signage, facility signage, district identity signage, parks and nature interpretive signage, and comprehensive wayfinding systems. The selected firm will work collaboratively with the City and applicable regulatory agencies as necessary to review existing branding concepts, prior sign mockups, and committee recommendations; complete all signage designs that have not yet received final City approval; and develop a cohesive, implementation-ready Citywide Signage and Wayfinding Strategy and Implementation Plan that reflects the City’s adopted branding vision while meeting all applicable local, state, accessibility, transportation, and permitting requirements.

CITY OF SEABROOK PROFILE

The City of Seabrook, Texas (the “City”) was incorporated in 1961 and operates as a Home Rule City under the Council-Manager form of government. The City Council is composed of a Mayor and six City Council Members who are elected at-large and serve the entire community for four-year terms. Located along Galveston Bay approximately 30 miles north of Galveston and south of Houston on State Highway 146, Seabrook occupies a distinctive position within the Bay Area as both a waterfront community and a regional gateway connecting residents, visitors, businesses, recreational destinations, and coastal resources.

Seabrook’s identity is closely tied to its natural setting, maritime character, and access to Galveston Bay, Clear Lake, trails, parks, waterfront districts, and regional transportation corridors. The City’s Landscaping and City Branding Plan recognizes Seabrook as a place where landscape, infrastructure, mobility, and civic identity should work together to create a stronger sense of arrival, orientation, and place. The Branding Plan emphasizes the importance of balancing natural systems with public infrastructure, improving local and regional connectivity, enhancing corridors through greening, architecture, hardscape, public art, and iconographic wayfinding, and creating a site-specific aesthetic that reflects Seabrook’s coastal environment and community character.

6 City of Seabrook, Texas

Through this RFQ, the City seeks to build upon that existing branding foundation by advancing a cohesive signage and wayfinding program that reflects Seabrook’s waterfront identity, natural assets, mobility network, and civic destinations. The signage system should help define gateways into the City, strengthen district and facility identification, improve navigation for motorists, pedestrians, cyclists, and visitors, and create a unified visual language for public spaces, parks, trails, municipal facilities, and key corridors. The selected consultant will be expected to understand Seabrook not only as a municipal jurisdiction, but as a coastal community whose signage should communicate arrival, orientation, environmental character, and civic pride.

For more than two decades, the City of Seabrook has not undertaken a comprehensive citywide directional and wayfinding signage program. While individual signs and limited improvements have been implemented over the years, the City has lacked a unified system of gateway, directional, facility, park, trail, and district identity signage that reflects the community's character and effectively serves residents and visitors.

In 2017, as the Texas Department of Transportation (TxDOT) initiated the planning and design of the State Highway 146 Expansion Project through the City of Seabrook, the City recognized a unique opportunity to establish a cohesive visual identity that would complement future transportation improvements and enhance the public realm. As a result, the City commissioned the Branding and Landscaping Master Plan to establish a community branding framework, identify gateway opportunities, and develop concepts for streetscape enhancements, landscaping, and future signage.

The Branding and Landscaping Master Plan provided the foundation for Seabrook's visual identity and established preliminary concepts for gateway and directional signage. However, many of the proposed sign families, design standards, and implementation details were never fully developed or formally adopted. Since completion of the Master Plan, continued community growth, redevelopment, expanded park and trail facilities, increased nature tourism, and the ongoing transformation of the SH 146 corridor have further emphasized the need for a coordinated, citywide signage and wayfinding program.

This Request for Qualifications represents the next phase of that effort by engaging a qualified graphic design and wayfinding consultant to complete the remaining signage designs, finalize the City's sign standards, and prepare a comprehensive, implementation-ready Citywide Signage and Wayfinding Strategy and Implementation Plan that builds upon the City's established branding while providing a consistent, attractive, and functional system for decades to come.

PURPOSE

The City of Seabrook seeks to develop a comprehensive Citywide Signage and Wayfinding Strategy and Implementation Plan that establishes a unified visual identity, improves navigation and safety, and supports tourism, economic development, and community pride. The system shall be durable, compliant, and expandable over time.

The City’s objective is to establish a permanent, expandable signage program that can be implemented incrementally as funding becomes available, while ensuring consistency with the City’s adopted branding, design standards, and long-term vision.

Each sign family should address the needs of visitors and residents using all forms of transportation.

7 City of Seabrook, Texas

GOALS:

• Help visitors navigate to their destinations as easily as possible

• Create a wayfinding system throughout the major corridors throughout Seabrook

• Develop wayfinding and directional solutions that assist in identifying districts, businesses, recreation and destinations throughout City

• Coordinate and build consensus with the stakeholders, approving agencies and community

The overall signage plan and hierarchy should consider a variety of elements that users may encounter as they navigate through Seabrook, including gateways, key destinations, parking and park/nature areas.

Consultant should recommend an overall scheme supported on multiple platforms, including technology, signage, online maps and smart phones.

The program should consider an array of sign types that are both vandal proof and easy to update as information changes. The design for the program should provide branded and unified design that can be used for a variety marketing materials, social media outlets and Old Seabrook District events.
