SPECIFICATIONS OF THE REQUEST FOR QUALIFICATIONS for
FY25 MULTI-YEAR ARCHITECTURAL, ENGINEERING and PROFESSIONAL SERVICES
RFQ #2025-32
UPDATED – ADDENDUM #3 CHANGES
BACKGROUND/PURPOSE
The City of Bloomington is seeking Statements of Qualifications from architectural, engineering and other professional service firms interested in performing general planning, surveying, asset management, inspection, analysis, study, design, testing, evaluation, and construction document preparation work on an open-end continuing services basis.
Firm submissions will not be limited to one professional category. Respondents must designate which professional categories are being proposed, and which project size, small and/or large, the respondent is interested in (defined in the next section). The City is soliciting proposals on behalf of the various
Departments, on an as-needed basis, to obtain the services of qualified firms for Architectural, Engineering and other Professional Services.
Firms can provide submissions that include staff and expertise wholly within their firm or can include subconsultant team members and expertise. It is expected that firms who are selected for prequalification and enter a contract for a specific project will be required to perform at least 51% of the work. Firms that cannot perform all work items outlined in a specific category, will be evaluated against the specific work items where they demonstrate qualification. Those firms selected for prequalification and who meet a portion of the work items in a category, will be considered for projects that include only those work items where qualification was demonstrated.
The City shall select firms for each professional service. No guarantee is expressed or implied as to the total services to be procured under this request for qualifications. Award to a firm does not guarantee any future work to be awarded. The City reserves the right to request statements of qualifications outside of this request for specific projects when deemed appropriate. In the event a firm is selected for a specific project, the selected firm will be required to negotiate and execute an agreement with the City.
Firms selected for prequalification under the RFQ 2022-25 FY25 Multi-Year Professional Architectural &
Engineering Services are not prequalified under the current FY25 Multi-Year Architectural, Engineering and other Professional Services (RFQ 2025-32) solicitation.
