About this file

Summary

This is a Request for Qualifications (RFQ) issued by the City of Waco, Texas for Architect & Engineering Services (RFQ No. 2025-038). The City seeks to prequalify professional service providers who can deliver architectural and engineering services on an as-needed basis throughout the solicitation period. The purpose is to establish a pool of prequalified vendors that can be rapidly engaged for project-specific work through subsequent mini-RFQs or project-specific RFPs. The initial submission deadline is August 1, 2025 at 2:00 PM Central Time, with statements of qualifications accepted on a rolling basis through April 1, 2027. Submissions may be made electronically through the City's Bonfire portal at waco-texas.bonfirehub.com/login or in paper format (one original and four copies plus one electronic copy on CD or flash drive) delivered to the Purchasing Services Office at 1415 N. 4th Street, Waco, Texas 76707. The City anticipates periodic evaluation of submissions based on a published schedule and reserves the right to extend timelines and modify procedures as needed.

Pricing information must not be included in statements of qualifications, as vendor selection will follow Chapter 2254 of the Texas Government Code regarding design professional services. Qualified vendors must be licensed or registered to practice in Texas, have no conflict of interest with the City, and comply with all RFQ instructions and required forms. Mandatory requirements include submission of a Qualification Form, Sample Contract Agreement with Terms and Conditions, Drug-Free Workplace Act Certification, and Disclosure Forms addressing conflicts of interest and charter compliance. Selected firms will be placed on an approved prequalified vendor list and may be invited to bid on individual projects; however, participation in this RFQ does not guarantee contract awards, compensation, or any form of payment. The City retains the right to procure services from non-prequalified vendors if necessary to meet specialized project requirements. Final contract awards exceeding $50,000 require City Council approval; smaller contracts may be executed by the City Manager or department heads.

MINORITY, WOMEN-OWNED BUSINESS ENTERPRISE (MWBE)

The City of Waco is committed to providing fair and equal opportunities for all vendors, especially those who face disadvantages in bidding and providing services to the City. The City collects and reports data on the MWBE status of vendors to the federal government as part of this effort. Vendors are asked to fill out the MWBE form and submit it with their offer when they respond to a bid or proposal solicitation.

The MWBE status helps the City ensure that small and disadvantaged businesses are included in the competitive solicitation process. However, the MWBE status does not determine the award of a contract.
