About this file
This Addendum No. 1 to RFQ 13345 clarifies terms for as-needed labor compliance consultation services for San Diego County, California. The solicitation seeks qualified vendors to provide labor compliance consultation services to support San Diego County Fire's competitively bid construction and vegetation management contracts. The initial contract term runs from November 1, 2026 through October 31, 2027, with the County holding options to extend for two additional one-year periods through October 31, 2029, plus the ability to extend in increments of one to six months beyond that timeframe. The estimated scope includes approximately 1,225 hours in the initial year to support review of contractor employees on multiple active projects, though these hours represent a non-guaranteed estimate with no guaranteed minimum volume. The awarded consultant will primarily work with one to two staff members per project, with typical projects containing between five to fifteen employees requiring labor compliance review.
Pricing and compensation structure are detailed in Exhibit C and Article 4 of the agreement, with compensation not to exceed specified amounts per term period. The incumbent contractor is Gafcon PM-CM LLC under contract number 572002, which received a total award of $300,000. A certified public accountant (CPA) audit is required annually for all contractors regardless of company size or contract value due to the funding source. One fully qualified individual may fill multiple labor category positions, though the County recommends pricing other staff availability for competitive purposes. Questions regarding the solicitation may be submitted through BuyNet's Discussions functionality to the Procurement Specialist at San Diego County's Department of Purchasing and Contracting.

ADDENDUM NO. 1
AS-NEEDED LABOR COMPLIANCE CONSULTATION SERVICES (RFQ 13345)
This Addendum forms a part of the contract documents and changes the original documents only in the manner and to the extent stated.
QUESTIONS AND ANSWERS:
Q1: Who is the incumbent? How much was the award and contract number?
A1: Gafcon PM-CM LLC, 572002, Total term was for $300,000.
Q2: Does the annual CPA audit requirement apply to every contractor, regardless of company size or contract value?
A2: The CPA is listed as a requirement for every contractor on this agreement due to the funding source.
Q3: Can one fully qualified person fill more than one labor category?
A3: Yes, one fully qualified person can fill more than one labor category. County Fire recommends having other staff available for pricing purposes to be competitive
Q4: Are the annual hours a not to exceed estimate, and is there any guaranteed minimum volume?
A4: Yes, the annual hours are an estimate. There is not any guaranteed minimum volume. The department currently has over 10 active contracts that have the potential to need labor compliance review.
Q5: The agreement says the initial term ends June 30, 2027, but the RFQ describes a one year base term.
Are the 1,225 initial year hours prorated if the award starts after August 2026?
A5: No, the hours will remain the same for the purpose of having available hours for projects.
Q6: How many would be utilizing the Labor Complaince services? For example, we work with several Wrokforce Development Boards in CA, providing what we call a HR Hotline. We base the cost on how many employers are in the county.
A6: The contract would be specific to San Diego County Fire, where we have contracted services related to vegetation management and General B Construction. Awarded Labor Compliance Consultant would mainly be working with 1 or 2 staff for each project. Common services that are competitively bided and awarded to our contractors contain employees between 5 – 15 that would need to be reviewed.
