Summary

This Request for Quotes and Qualifications (RFQQ) #10836 is issued by the University of Washington on behalf of the Alliance for Professional Development, Training and Caregiver Excellence, a statewide partnership that includes the University of Washington, University of Washington Tacoma, Eastern Washington University, Partners for Our Children, and the Department of Children, Youth and Families (DCYF). The Alliance seeks to establish an Experts by Experience Council composed of individuals with lived experience in Washington's child welfare system to support curriculum development, conference planning, and programmatic efforts. Council members will participate in virtual onboarding, three annual council meetings of 90 minutes each, provide approximately one hour of preparation per meeting, and contribute up to 36 hours of collaboration per year for individually assigned curriculum development projects. The pool of experts remains open and ongoing for new additions at UW discretion. Applicants must reside in Washington and have personal experience as birth/first parents, youth aged 18–25 currently in or alumni of foster/licensed relative placement, foster caregivers (within the last five years), kinship caregivers (within the last five years), fictive kin in Tribal communities, individuals with Tribal affiliation or connection through Tribal child welfare systems, or legal guardians. Additional qualifications include access to high-speed internet, phone service, and a personal computer; ability to maintain confidentiality; commitment to supporting diversity; willingness to learn DCYF policies and relevant Washington Administrative Code; and a positive, solution-oriented partnership approach. The contract term is 12 or 18 months ending June 30, 2027.

Proposals are evaluated on contractor response form submission, qualifications and lived experience relevant to the selection categories, submission of two references, and demonstrated ability to participate in onboarding and three annual council meetings. Applicants must submit a completed criteria checklist and two references to Dawn Lake, Senior Contracts Manager, and Charina Carothers, Director of Equity and Belonging. No specific pricing structure, funding amounts, or award dates are specified in this RFQQ, which focuses on identifying qualified individuals with relevant child welfare system experience to serve on an advisory council rather than procuring specific deliverables or services with defined costs.
