About this file

Summary of RFPQ 7424 Pump House and Tank Demolition

This Request for Qualifications (RFPQ) is issued by a Texas city seeking qualified firms to provide demolition services for a pump house and above-ground storage tank. The project scope encompasses complete demolition of these structures, with the city accepting quotes from interested and qualified contractors. The RFPQ document outlines the qualification requirements and evaluation criteria that prospective bidders must meet to be considered for this work. While specific project timelines, site visit schedules, and bidders' conference dates are referenced in the document structure, the detailed response deadlines and award dates would be contained within the complete RFPQ specifications.

The procurement follows a qualifications-based selection process rather than a traditional competitive bid format, indicating that the city prioritizes contractor experience and capability in hazardous structure demolition. Pricing terms, contract duration, and funding sources would be established through the quote submission process and subsequent contract negotiation with the selected qualified firm. The project likely involves environmental and safety considerations typical of industrial demolition work, including proper handling and disposal of materials associated with pump house and storage tank removal.

Re: Pre-Demolition Asbestos Survey WWTP Pump House 1402 Broadway Street Corpus Christi, Texas 78401 AMI Project No.: CB263417

Mrs. Canales:

The following report presents the results of an asbestos survey conducted by Mr. Kevin Williams, a Texas Department of State Health Services (TDSHS) licensed Asbestos Inspector, License No. 604095, at the property. The survey was conducted on May 20, 2026, during which a total of nine (9) samples of suspect asbestos-containing building materials (ACBM) were collected. These samples were submitted to Environmental Analytical Services, LLC, located in Houston, Texas, a TDSHS-licensed Asbestos PLM Laboratory (License No. 300373), for analysis using Polarized Light Microscopy (PLM) in accordance with EPA Method EPA/600/R-93/116.

This asbestos survey was conducted in accordance with the Texas Asbestos Health Protection Rules (TAHPR) as outlined in 25 Texas Administrative Code (TAC) §295.31- §295.73 and applicable federal regulations under the National Emission Standards for Hazardous Air Pollutants (NESHAP) 40 CFR Part 61, Subpart M. The purpose of this survey was to identify the presence, location, and approximate estimated quantity of ACBM prior to planned renovation, demolition, or maintenance activities, as required by state and federal law.

Asbestos is a naturally occurring group of fibrous minerals that were widely used in building materials and industrial products due to their durability, fire resistance, and insulating properties. Common applications included thermal insulation, flooring materials, roofing products, and textured coatings. However, inhalation of asbestos fibers has been linked to serious health risks, including asbestosis, lung cancer, and mesothelioma. As a result, the use of asbestos in building products has been strictly

A comprehensive inspection of all accessible areas of the structure was completed, with the collection of representative bulk samples of suspect materials in accordance with the sampling protocols set forth by the Environmental Protection Agency (EPA) in 40 CFR 763, Subpart E, also known as the Asbestos Hazard Emergency Response Act (AHERA) methodology. All collected samples were analyzed by a National Voluntary Laboratory Accreditation Program (NVLAP) accredited laboratory using PLM with dispersion staining.

The following table provides a summary of the materials sampled during the inspection, including the sample location, estimated quantity, condition, and laboratory results. This table is intended to give a clear overview of the findings and assist with planning for any necessary management or abatement of asbestos-containing materials (ACM).
