About this file
This is a pricing and location specification document for a wide area networking (WAN) services request by the Pelham City School District in Georgia. The District seeks qualified proposals to connect four instructional and administrative facilities: Pelham City Board of Education (203 Mathewson Ave, Pelham, GA 31779), Pelham City Elementary School (534 Barrow Ave SW), Pelham City Middle School (209 Mathewson Ave SW), and Pelham City High School (720 Barrow Ave). All four facilities are located in Pelham, Georgia. The District strongly prefers dark fiber service but will evaluate proposals for lit (managed) fiber service that complies with E-rate program rules. The requested connection speed for all locations is 10 Gbps. The contract term is 36 months.
The pricing structure requires bidders to provide connection charges, one-time charges, and monthly recurring charges, with separate designation of E-rate eligible and E-rate ineligible costs. Proposals should identify the physical termination points for fiber connections and specify the network technology type (MPLS, SD-WAN, Ethernet, or Dark Fiber) and fiber pair count. Dark fiber proposals are presumed to include two fiber strands between each facility unless otherwise specified. The pricing sheet includes the gateway facility to accommodate by-location pricing, though charges for the gateway should be left blank if pricing is structured by segment. All pricing in the submitted document shows zero values across all cost categories and total line amounts.

| 1. The Z-location should identify the physical termination point of the fiber. The Z2-location should only be used in cases where a facility physically connects to a second facility such as in a fiber ring. For lit services such as MPLS over a carrier network, the Z-location should identify the carrier pop. | |||||
| 2. The X-location identifies the current logical gateway/hubs of the District's network. | |||||
| 3. Dark fiber proposals are presumed to be for 2 fiber strands between each facility unless otherwise stated. Minimum connection speeds are provided as a frame of reference for lit fiber options. |
4. Note that the price sheeting includes the gateway facility to allow for by-location pricing. If the pricing is by segment, the charges for the gateway should be left blank. The total line amounts should reflect the total monthly cost of service.
