As a result of this Amendment:
SECTION I. The RFP is amended as follows:
UNCHANGED
SECTION II. This amendment provides clarifications based on inquiries received. The responses are provided for information only as guidance to potential Offerors and do not superseded any terms of the RFP and do not revise or become part of this RFP. Responses are as follows:
1. Item #7 of Attachment 7 indicates that the Offeror should estimate 1-2 new studies per year, each with about 500,000 samples. What is the average duration of the studies, i.e., will 100,000 samples be collected per year over 5 years, or 50,000 per year over 10 years?
ANSWER: For proposal purposes, assume that the study will collect 100,000 per year for 5 years after which there will storage costs for the remaining years.
2. Item #7 of Attachment 6 (Task Order #4) indicates that shipping of “5,500 maternal serum samples and all Paxgene samples” will occur. However, in the provided table, only the 2,200 maternal blood Paxgene tubes are flagged for short-term storage; should the other 1,650 Paxgene samples (cord blood, stool sample, and placenta sample) also be flagged for shipment?
In order to appropriately price the shipping costs for that Task Order, the Offeror needs to know the total number of samples they expect to ship for analysis.
ANSWER: The NICHD is clarifying that all of the 2,200 Paxgene maternal blood samples will be shipped during the 4th year of the Task Order and 5,500 maternal serum samples also will be shipped that same year. All other Paxgene samples will require storage for the remainder of the period of performance of the Task Order.
