Amendment 2: RFP_NIAID_DMID_NIHAI2015036
QUESTIONS AND RESPONSES
***The page numbers provided below refer to the page number of the PDF of the Solicitation.***
1. Question: NIAID provided the following response in Amendment 1 to Question #16: Offerors should use current year costing for pricing estimation purposes. As a follow-up to this response:
0. Is NIAID requesting that no escalation factors be applied to the cost estimates provided for pricing estimation purposes? For example, for a Task Order with a duration of 24 months, an escalation factor would typically be applied to labor and other costs in the second year. Should offerors not apply escalation factors?
0. For Sample Task Order BPPD-F001-FY16, will offerors be held to current year pricing (2015) although the work is expected to be performed in 2016?
Response:
a. Please follow your organization’s normal policy with respect to escalation factors in response to the Sample Task Orders that are greater than 365 days.
b. Task Order BPPD-F001 FY’16 on page 133 of the RFP is the actual task order. It is not a sample as stated in the question. See page 133 - The heading reads, “Task Order BPPD-F001 FY’16” and the “Note” on page 133 under the heading states, “The NIAID anticipates issuing Task Order BPPD-F001 FY’16 on the effective date of the contract.” Therefore, please use as accurate numbers as possible for estimating costs.
2. Question: Attachment 8, Section 2.2 requests the total number of staff to be assigned to the Contract as well as the total number of additional staff to be hired. Would the Government please confirm whether this refers to the total number of staff to be assigned and hired for the sample task orders?
Response: The Government confirms that “the number [of staff] available to be assigned to the contract for the offeror and all proposed subcontractors, and total number of additional staff to be hired and trained” refers to the Sample Task Orders. Furthermore, Attachment 8, Section 2.2 requests provision of the total number of staff by area of expertise, which refers to the offeror’s staff for the Task Areas described in the parent contract.
3. Question: Is it sufficient to only propose the Principal Investigator and Project Manager as Key Personnel given the 80 hours restriction and once task orders are awarded identify additional key technical personnel as appropriate?
Response: As noted in Attachment 8, Section 4 information should be provided for the Principal Investigator, Project Manager and Lead Scientific, Technical or Regulatory Personnel. This information should be provided for the Task Area(s) to which the offeror responds.
