Solicitation No. AG-94TZ-S-15-0015 Amendment 0002 FSR 776 Road Improvements
Questions & Answers
1. When we visited the site we noticed a woven geo-synthetic fabric underlying the existing base that was exposed in numerous locations. Reconditioning in accordance with Section 303 will not work. If we were to scarify the existing material, the fabric will be compromised. Please advise.
ANSWER: Scarifying the material to 6 inches is not required as part of the reconditioning effort where there is insufficient material between the road surface and the subgrade, geotextile, etc.. In general, if it does not make sound engineering judgement to perform, it is not required. An example of a situation where scarifying would be required as part of the reconditioning effort would be if there was aggregate surfacing material with potholes in it and scarification is the only way to remove the irregularity in the surfacing material (and could be performed without disturbing the subgrade).
2. The measured roadway widths vary from 18-20’. The fabric appears to be this width. Are we to use this width or the 12’- 14’ widths shown in the Typical Sections?
ANSWER: 12 to 14’ are typical road widths, this road is wider than typical Forest Roads, recondition the road at its average existing width of 18-20 feet.
3. The bid tabs call out "aggregate, Grade G, Compaction A, Commercial Source", I am unable to find the description of those in the "Standard Specifications of Roads and Bridges on Federal Highway Project", can I get some clarification on those?
ANSWER: Grading G in section 703.05 (b) and table 703-3. Compaction A in section 301.05 – by spreading and hauling equipment over the full width of the travelway. Blending of gov’t furnished clay binder may be required.
4. The solicitation sheet states that the "Delivery" for this project is 09/30/2015, am I correct to assume that this project will start directly after being awarded and needs to be completed by the delivery date?
ANSWER: No. The actual “Delivery” or “Period of Performance” will be “60 Calendar Days After Issuance of Notice to Proceed”
5. Does the compaction requirements of 95% stated in section 301.05 apply to this project?
ANSWER: 95% does not apply per the supplemental specifications. The required is per above and visual with the COR.
6. Per specifications: "The blending in of a government provided clay binder material may be required." How is clay binder provided? How much quantity of clay binder should the contractor include in the bid? Where is the clay located? Can it be excavated from the surface of the pit without additional stripping?
ANSWER: The government will supply the binder/clay to the project site for incorporation into the commercial aggregate source by the contractor.
7. Are the items listed on sheet 7 of 7 of the plans a complete listing of all work required to do the road and drainage structure reconditioning?
For example: There are details provided for the following items but there is no indication that these items are required on this project: Turnout & Curve Widening (sht 2 of 7), Det 1 – Culvert Installation (sht 3 of 7), Det 2 – Outlet Apron (sht 3 of 7), Det 3 – Pipe Encasement (sht 3 of 7), Det 4 – Pipe Outlet Ditch (sht 3 of 7), Inverted DIP (sht 4 of 7).
ANSWER: The items on sheet 7 of 7 are all the main items but per specification 303 others may be required. The other sheets show typical details of items that may be encountered on the project but the key items are listed on sheet 7 of 7.
8. Specifications mention federally threatened/endangered species. Are there any known federally threatened/endangered species in the immediate area of this project?
ANSWER: There are no known federally threaten or endangered species within or near the project area that we know about.
