The purpose of Amendment No. 01 to Solicitation No. 294-13-000005 is to provide answers to a number of questions that were submitted in response to this RFP as further described in this amendment.
The deadline for receiving questions regarding this RFP remains May 20, 2013.
The closing date and time for this RFP remains UNCHANGED.

Question No.1:
Section M.3, page 125 of the RFP, says that the Technical Approach will be evaluated on “an understanding of the development context and Component 2 of the statement of work (Improved service delivery through enhanced capacity of Family courts).” The evaluation criteria are clear, but the Statement of Work outlines significant activities related to Components 1, 3, and 4 which are not included in the evaluative criteria.
Also Section L.6.I Technical Approach implies that there will be development of activities under other components. For example on page 110 referring to the approach to Component 2 USAID states: “This approach should further allow for mutual reinforcement between project components, for example, activities supporting greater efficiency of family court services should complement those supporting citizen awareness about their role in holding justice institutions accountable and more effective.”
Answer No.1:
As stated in section L.6.I “Technical Approach”, for evaluation purposes, “Offerors must demonstrate the Offeror’s ability to implement the activities of Component 2 of the Statement of Work “Improved service delivery through enhanced capacity of family courts” only.
Question No. 2:
Would USAID entertain adjusting the evaluation criteria to include up to five key personnel to allow offerors to better demonstrate the range of personnel skills and experience offered?
Answer No. 2
Offerors must propose only the two Key Personnel specified in section F.9 as instructed in section L.6.II “Key Personnel”.
Question No. 3:
The RFP does not call for a staffing plan, organizational chart, or listing of other staff proposed for the project team. Should offerors include these elements; and if so, where and how will they be evaluated?
Answer No. 3:
Offerors are not required to submit a staffing plan or any proposed staff other than the required two key personnel. However, the successful
RFP No. 294-13-000005 Amendment 1 contractor will be required to submit a Management Plan (including a Staffing Plan) as part of the contract’s Mobilization Plan as required in section F.6 “Mobilization Plan”.
Question No. 4:
The RFP at Section B.3 (a) (p.10) states: “The estimated cost plus fixed fee (if any) is $TBD.” Will USAID provide an estimated total cost or a cost range for this program.
Answer No. 4:
This procurement is for a Cost-Plus-Fixed-Fee (CPFF) term type contract with a total 628 person-months level of effort of professional technical direct employee, consultant, or subcontractor professional technical labor, to be devoted by the contractor for the estimated period of performance as explained in section F.10 of the RFP. No estimated cost will be provided.
