To All Interested Parties:

The Federal Bureau of Prisons is soliciting proposals to provide, Residential Reentry Center services for male and female Federal offenders and Mothers with Infants Together services held under authority of United States Statutes in Tallahassee, Florida (Leon County).

Please follow the instructions in the Compliance Matrix and Section L of the Request For Proposals (RFP) when preparing your Business, Technical/Management and Past Performance Information proposals. The three proposals should be submitted in separate loose-leaf binders and should be marked to indicate which ones are copies and originals. The binders marked original should contain original documents. Read the enclosed RFP carefully and complete all documents where indicated.

A cover letter setting forth your firm rates for the Base Period and each Option Year (sliding scales, etc., not acceptable), and Section A (Solicitation, Offer and Award), B, J and K should comprise your Business Proposal.

The Technical/Management proposal must include a clear and concise explanation of how you propose to accomplish the procurement objective, describing in detail the approach, methods, techniques, and manpower you intend to utilize in accordance with Section L, Content of Technical/Management Proposals.

Your Technical/Management proposal will be evaluated as an indication of your comprehension of the services to be provided and your ability to perform them.

The Government reserves the right to award the contract without discussions. Therefore, all proposals should be prepared as your organization’s final proposal.

No documentation will be accepted after the closing date for the receipt of proposals unless the contracting officer has requested you to submit documentation after the closing date.

NOTE: Effective January 1, 2005, the provision at FAR 52.204-8, Annual Representations and Certifications, requires all prospective offerors to submit Annual Representations and Certifications via the Online Representations and Certifications Application (ORCA) website at http://orca.bpn.gov. ORCA was developed to replace most of the paper based Representations and Certifications process known as Section K. By submission of an offer under this solicitation, the offeror acknowledges completion of the annual representations and certifications via ORCA and verifies, by submission of the offer, that the representations and certifications currently posted in ORCA were entered or updated within the last 12 months and are current, accurate, complete, and applicable to this solicitation. Changes to the ORCA representations and certifications may be provided by the offeror for this specific solicitation as indicated in the provision at FAR 52.204-8.

If you have any questions, please let me know.

Sincerely, //s// Sheila Makle Contracting Officer
