RFP14812
1.0 Overview.
This Request for Proposal (RFP) is for the Dry Lease of one Gulfstream G-550, Commercial off-the-shelf airframe, in accordance with the Part 12 Acquisition of Commercial Items and Part 15 Contracting by Negotiation.
The Government anticipates the award of a Firm-Fixed Price contract resulting from this solicitation. This contract provides for the furnishing of one Gulfstream G-550 airframe under a commercial aircraft lease, within the stated limits, from the date of award of this contract for 12 months, with four, one-year option periods. During the life of the contract the FBI shall order the guaranteed minimum quantity of 12 months. The offeror shall furnish the stated minimum, and as ordered, any additional quantity not to exceed 60 months.
The Government shall not be required to purchase from the successful offeror(s) any additional quantities after the initial guaranteed minimum. Obligation of funds and specific quantities will be ordered through individual delivery orders.
2.0 Supplies or Services and Prices/Cost.
2.1 Prices Proposed.
The FBI solicits your proposal for the lease of one (1) Gulfstream G-550 aircraft configured commercially and in accordance with Gulfstream specifications and FBI requirement description. This type of contract provides for the furnishing and maintenance of an aircraft for the movement of personnel and freight, both airlift and ground. Projected annual utilization is 500 flight hours per year, with an option for excess flight hours.
In the event of a need to perform scheduled and/or unscheduled maintenance, or any other unanticipated event that removes the primary leased G-550 out of service, the contractor shall supply a back-up Gulfstream G-550 aircraft, similarly configured to the primary aircraft, to the FBI within 14 days after date the loss of service/loss of use of the primary aircraft occurs, or pay for the lease of a temporary aircraft with comparable specifications to the G550. The FBI will not be charged for the loss of use during any time period, regardless of reason.
The monthly lease fee shall consist of a basic firm-fixed lease rate plus applicable rates associated with the support and maintenance of the aircraft, for a period of a base year, with four, one-year option renewals. These rates include, but are not limited to, the yearly rate for all engine and auxiliary power unit (APU) and airframe maintenance with industry standard programs (i.e., Rolls-Royce Corporate-Care, JSSI) scheduled and unscheduled maintenance and engine removal. Engine Hot Section Inspection (HSI) and overhaul reserves shall be included in the total lease price. These reserves are collected to preserve the residual value of the leased aircraft and provide more favorable lease payments. Neither an HSI or engine overhaul are anticipated during this contract based on the projected flight hours; however, should the Government fly excess flight hours that require an HSI or engine overhaul, those maintenance actions would be included at no additional charge. In addition, a firm fixed hourly rate for flight hours flown in excess of 500 flight hours per year shall be included for the Base year and all option periods. Gulfstream maintenance Service Centers, both CONUS and OCONUS, shall be identified. Airframe proposed by contractor shall identify the market value of aircraft being offered.

The test flight will verify that the aircraft meets its type design, measuring all of the parameters for performance.
Flight test procedures will test and evaluate the effects or conflicts with Safety of Flight Items (SFI). The FBI requires SFI to be tested while all standard aircraft systems are operating in accordance to manufacturers guidelines and the SATCOM systems are transmitting and/or receiving while the aircraft is on the ground and airborne. The technology of the cockpit is of significant importance. It is critical that the proposed aircraft has the ability to maintain revisions and upgrades in the integrated avionics system.
SFI tests include, but are not limited to, all pre-existing:
a. Aircraft communications
b. Aircraft navigation system
c. Aircraft warning systems (if applicable)
d. Aircraft navigation system
e. Weather RADAR system(s) if applicable
