Statement of Work Tonto National Forest Pinal Fire Range Fence Reconstruction
The Pinal Fire Range Fence Reconstruction project will rebuild range fence within the perimeter of the 2017 Pinal Fire on the Globe Ranger District of the Tonto National Forest. All fencing will be 4-strand wire (3 barbed and 1 smooth). Total fence reconstruction is approximately 11.5 miles through rough terrain of burned and unburned vegetation.
Location The project is located on the Pinal Mountains and its associated slopes near Globe, Arizona. The legal description is T1S R15E Section 19, 20, 21, 22, 27, 28, 29, 30, 31, 32, 34, and 36.
Fence segments are depicted on attached map.
Tasks to be performed
· Segment 1: Removal of existing fence, line prep, and construction of new fence. Remove and dispose of all existing wire fence, T-posts, wooden corner posts, stays, clips and any other existing material. T-posts that are sturdy and functional may be reset and reused. Wire will not be reused. All material will be removed from site and properly disposed. Prepare fence right-of-way to allow for construction of new fence where needed as described in attached specifications. Reconstruct new fence following attached construction specifications. Use of machinery and equipment will be authorized to remove, prepare, and construct the fence.
· Additive segment 2 removal, line prep and reconstruction following attached specifications. Segment 2 is located in a buried powerline corridor. Little line prep will be required in this segment. Fence will be realigned to follow along one side of powerline corridor. Contractor must contact Blue Stakes to have the buried line marked before starting this segment.
· Additive segment 3 removal, line prep and reconstruction following attached specifications.
Contractor Furnished Materials and Supplies The contractor will furnish all materials and supplies, according to attached specifications, for all fences of this project.
Point of Contact Contracting Officer Representative: Lonny Rollins Field Inspector: Mike Eytchison
Appendix A Forest Service Wire Fence Specifications
Wire Four strands of wire will be installed on all Sections of fencing. Barbed wire will be Class 1 American-made, two strand double-barbed 12 ½ gauge. Smooth wire will be Class 1 American-made, double strand 12 ½ gauge.
Fencing will be spaced as follows:
· Top wire is barbed placed 42 inches above ground.
· Bottom wire is smooth placed 16 inches above ground.
· Both middle wires are barbed and placed 8 inches apart from each other.
· Top wire to first middle barbed wire is placed 10 inches apart.
· Bottom wire to bottom middle barbed wire is placed 8 inches apart.

Line wire shall be cut and dead ended on all corners, gates and in-line brace posts. The wire shall be wrapped around the posts twice and then secured by wrapping back on the stretched wire. Wires shall be tightly wrapped around the post to prevent them from sliding up or down the post. Splices shall be Lineman splices, no loop splices shall be allowed. No more than ¼ mile of wire shall be stretched at a time before tying off the wire. Wires will always be tied off to an angle iron or inline metal brace embedded into concrete.
All wire shall be stretched tightly enough so that there are no slack or sagging wires. Good judgement shall be used in determining tension. Wires shall not be so tight as to damage fence integrity.
Metal T-posts ASTM 5 ½ foot T-posts are required for construction of fence line. Line posts shall be placed 16 feet apart for level or gentle slopes. Shorten distance of line posts as slopes increase.
Metal posts shall be driven until tops of anchor plates are embedded 4 inches to 6 inches in the ground. In rocky areas, the posts shall be installed by drilling 1 7/8 inch hole to depth with a rock drill and then steel posts driven into hole. Trees shall not be used as corner, end, or inline stretch posts, and straddle jacks shall not be used in place of line posts. Existing T-posts in good condition (straight, not rusty) may be pulled and reset where possible.
Angle Iron Braces Instead of wood H-braces, angle iron braces shall be used. Angle braces shall consist of 2 ½ “by 2 ½ “ by 6’8” angle iron center posts with 2” by 2” by 6’8” angle iron wing posts. All brace angle iron should be ¼ inch thick and pre-drilled for bolt together assembly using 1/8” by 1” hex bolts and nuts with a weight of at least 4 pounds per foot of length. Angle iron braces shall be placed a maximum of ¼ mile apart and shall be placed on both sides of major drainages. Prepare brace site with Auger, hand or machine. All angle iron will be embedded into 80-100 pounds of concrete. Allow concrete to cure for 72 hours prior to stretching wire.
Angle iron center posts shall be set embedded 24” below grade into concrete, with wing posts set a minimum depth of 18 inches in concrete. Angle braces shall be constructed at all fence corners, end of fence segments (no further than ¼ mile), on both sides of all gates, and on major drainages.
Wire Fence Stays Fence stays shall be galvanized, spiral, 42” long, and 9 ½ gauge material. Place 3 fence stays between line posts interwoven into wire, equally spaced apart.
Wire Fastener Clips Wire fasteners will be galvanized. Clips shall be twisted or clamped closed on both ends of clips, and snug on steel posts so as to allow no up and down movement of wire along the steel post.
Right of Way Clearance Fence right-of-way will be cleared WHERE NEEDED wide enough to permit easy construction and maintenance, at least four feet on each side. Much of the area was burned or other right-of-way already exists.
Where the terrain allows, clearing should all be done on one side of the fence. Avoid straight line swaths up mountain sides or hills that cause undesirable visual effects. Leave an occasional tree and shape the side of the right-of way to have an undulating or ragged edge. Slash from clearing along fences should be used for erosion control or lopped and scattered off the right-of-way. Any large rocks, logs or other surface debris that may contact the bottom wire of the fence shall be removed to prevent the bottom wire from being raised when wire is stretched. Large dead or leaning trees on or near right-of-way lines will be fell. Bulldozers or excavators may effectively be used for clearing and providing access routes for crews, equipment, and material, but avoid unnecessary soil disturbance. Using other implements like brush cutters and horizontal shredders that chop brush and leave it on the ground as a mulch and disturb very little soil is encouraged.
One segment is located in the APS powerline right of way of a buried powerline. Contractor must call Blue Stakes or APS Underground Locate department prior to working on this segment. Fence will be re-aligned in this right-of-way to be on one side or the other without crossing back and forth.
Gates Construct 12 trail gates on fences that cross trails. Trail gates will be 3 to 4 foot metal gates with bolt hinges. Bottom of gate will not be higher than bottom smooth wire. All gate locations identified shall require two angle iron braces, one at each end of the gate.
A wire gate will be installed every ½ mile along fence lines on gentle or lightly sloped ground. Trail gates count as gates. On steeper slopes, place wire gates on saddles. Wire gates will be 16’ wide and should be taunt but easily opened and closed. Each gate will have two angle iron braces, one at each end of the gate. Gate fasteners shall be strap iron as shown below:
Depressions and High Points When crossing drainages and depressions, or when going over high points such as a ridge top, in line brace posts will be installed so that wires are held in place a the proper spacing. In-line brace posts shall be located so that tension of the wire will not pull up or push deeper, steel posts. In small drainages or depressions, large rocks (at least 50 pounds in size) shall be tied to and suspended.
Water Gaps Where water gaps are needed, use “break away” type. Ends of breakaway gap will be anchored with angle iron braces set in concrete, as described above. See reference for break-away water gap.
