REQUEST FOR PROPOSAL
1.0 PURPOSE
The purpose of this Request For Proposal is to obtain professional consulting services to evaluate and redesign Ulster County’s contract development and execution processes. The County seeks actionable recommendations for short-term improvements using current resources and long-term modernization strategies to support future investment and improved operational efficiency.
Ulster County, located in the Mid-Hudson Valley of New York State, serves approximately 180,000 residents across urban, suburban, and rural communities. The County government administers a wide array of programs and services in areas such as human services, public safety, transportation, public health, planning, infrastructure/public works, and economic development. These services rely on numerous contracts each year to support operations, partnerships, and County initiatives.
To support effective service delivery and operational efficiency, Ulster County is requesting proposals from qualified consultants to evaluate and redesign the County’s contract development and execution process. The County intends to obtain a clear, objective assessment and a set of actionable recommendations that will improve consistency, transparency, and timeliness across the post award contract lifecycle.
Background:
Although the County’s procurement procedures are well-established and compliant with applicable regulations, the post-award contract development and execution workflow has become increasingly complex. After an award is made, contracts move through multiple reviews including administrative, legal, and departmental. These reviews often involve manual processes, variable documentation quality, inconsistent workflow practices, and unclear handoff points.
The County currently uses Tyler New World ERP to upload contracts, and Onbase to store executed contracts. However, the system do not currently provide an integrated, end-to-end contract lifecycle management structure. As a result, contract routing and approval rely heavily on email communication, individual staff practices, and disconnected process steps that contribute to delays and rework.
The County is seeking a comprehensive, independent evaluation of this environment to understand the root causes of delays, document inconsistencies, workload challenges, and bottlenecks, causing end users to bypass the prescribed routing processes. This engagement is not intended to select a software product;
rather, it will serve as a foundation for both immediate improvements using existing resources and long-term modernization planning. The selected consultant will review current workflows, evaluate documentation and staffing, benchmark the County against peer jurisdictions, and deliver a phased set of recommendations, including both an Implementation Plan within current capacity and an Expansion Plan for future investment.
2.0 SCOPE OF WORK
The County seeks a qualified consultant to conduct a comprehensive evaluation and redesign of the
County’s contract development and execution process. The selected consultant will review current

workflows, documentation, staffing, and technology; benchmark practices against peer jurisdictions; and deliver a phased set of recommendations that include (1) improvements achievable within current resources and (2) long-term modernization strategies for future investment. The consultant shall, at minimum, complete the following tasks:
1. Stakeholder Analysis
A. Conduct a project kickoff meeting to confirm goals, scope, timelines, and communication procedures.
B. Identify all stakeholder groups involved in the contract lifecycle, including Department of
General Services, originating departments, Budget, County Attorney’s Office, Department of
Risk Management, County Executive’s Office, and any others identified during project initiation.
C. Facilitate stakeholder interviews, surveys, and/or focus groups to gather qualitative insights into workflow challenges, handoff issues, document inconsistencies, communication gaps, and unmet needs.
D. Summarize key themes, pain points, and opportunities for improvement.
E. Develop a stakeholder map that illustrates the roles, responsibilities, and interactions among involved parties.
2. Current Evaluation (Comprehensive Baseline Assessment)
The consultant shall complete a full evaluation of the County’s contract development and execution environment. A comprehensive baseline assessment report shall be produced summarizing findings across all four categories as set forth below. At minimum, this assessment must address the following categories:
2.1. Staffing
A. Review current roles, responsibilities, workload distribution, review responsibilities, and areas of overlap or duplication.
B. Evaluate current staffing sufficiency and alignment of work with appropriate skill levels.
C. Identify tasks that may be reassigned or streamlined to reduce bottlenecks.
2.2. Technology
A. Assess how the County’s existing systems—including New World ERP, and OnBase and any other tools—are used to route, review, store, or track contracts.
B. Identify system capabilities, limitations, workflow gaps, and opportunities for improved automation or configuration.
2.3. Processes
A. Map the full “as-is” contract lifecycle from post-award initiation through final execution .
B. Produce detailed Cross-Functional Process Maps showing handoffs, approval paths, turnaround times, and delay points.
C. Identify sources of rework, duplicative review, incomplete submissions, unclear responsibilities, or inconsistent workflows.

2.4. Documentation
A. Review all existing templates, intake forms, routing sheets, SOPs, checklists, and related documents.
B. Identify inconsistencies, usability issues, missing components, and areas where documentation contributes to delays or repeated corrections.
3. Benchmarking and Best Practices
A. Conduct benchmarking of contract lifecycle management practices used in comparable New
York counties and/or peer jurisdictions of similar size.
B. Identify industry best practices in public-sector contracting, routing, legal review, documentation standardization, workflow automation, and performance monitoring.
C. Compare current County practices to these benchmarks, identifying gaps, strengths, and opportunities for alignment.
D. Incorporate benchmarking results into both the Implementation Plan (Section 4) and the
Expansion Plan (Section 5).
4. Implementation Plan (Improvements Within Existing Capacity)
The consultant shall develop a set of recommendations that are achievable using the
County’s current staffing levels, and technology environment. The Implementation Plan must be actionable, realistic, and designed for adoption without requiring the County to procure new software or add staff.
4.1. Staffing (Existing Resources)
A. Recommend role clarifications, workload distribution adjustments, or reassignment of administrative tasks to reduce bottlenecks.
B. Identify opportunities to better align responsibilities without adding new positions.
4.2. Technology (Existing Systems)
A. Provide recommendations for optimizing the County’s current technologies, including workflow routing, configuration improvements, intake forms, ticketing structures, notifications, dashboards, approval queues, and documentation management.
B. Identify improvements that can be implemented without new software procurement.
4.3. Documentation (Revised with Current Tools & Staff)
A. Provide new or revised templates, checklists, routing sheets, and intake documents.
B. Establish standardized documentation formats and front-matter requirements.
4.4. Process (Future-State Workflow Using Current Capacity)
A. Develop a redesigned “to-be” workflow that streamlines handoffs, clarifies responsibilities, and reduces cycle time.
B. Include detailed workflow diagrams, internal service-level expectations (SLEs), escalation protocols, and communication guidance.
C. Provide guidance for a consistent intake process to ensure complete submissions.
5. Expansion Plan (Long-Term Modernization Strategy)
The consultant shall prepare a future-state plan that describes the improvements possible with additional County investment in staff, technology, and systems modernization.
