About this file
This is a Request for Proposal (RFP) issued by the Board of Regents of the University of Minnesota for architectural and engineering professional design services related to improvements to the St. Paul water utility booster station and backup system. The University is seeking proposals for design services encompassing schematic design, design development, construction documents, and procurement/construction administration phases. A pre-proposal meeting is scheduled for September 10, 2026, at 9:00 AM at St. Paul Gymnasium (1536 Cleveland Avenue N, Saint Paul, Minnesota), which includes site visits to the booster station, water tower, and Well House #3 (1897 Commonwealth Avenue). The RFP is available for distribution on August 27, 2026, with a deadline for questions on September 15, 2026, at noon and proposals due on September 21, 2026, at 2:00 PM (Central Time). The University anticipates identifying a selected respondent by October 1, 2026, with authorization to proceed on October 6, 2026. The contract will be awarded as a fixed, lump-sum fee that includes all costs necessary to complete the work, overhead, profit, and reimbursable expenses. Respondents must submit an hourly-rate schedule along with their lump-sum fee proposal broken down by phase: Schematic Design Phase (20%), Design Development Phase (25%), Construction Documents Phase (30%), and Procurement/Construction Phase (25%). The evaluation criteria assigns 30 points each to respondent team qualifications and project fee, 30 points to the project work plan, and 10 points to the project schedule, with the RFP Cover Page and Declaration serving as a pass/fail requirement. No exceptions or deviations to the proposed AIA B101-2017 contract (as modified by the University on January 1, 2026) will be considered. Respondents must provide team member experience matrices, project data sheets for up to three comparable projects completed within the last five years, and a project work plan not exceeding seven pages. Interviews are not included as part of the selection process.
