About this file

This Request for Proposal (RFP) from the Board of Regents of the University of Minnesota seeks Architectural and Engineering (A/E) professional design services for Phase 1 of the NE Corridor District Chilled Water project on the St. Paul campus. The project encompasses infrastructure improvements along Dudley Avenue between Gortner Avenue and Lindig Street, including district chilled water infrastructure extensions, in-building mechanical modifications, civil/site restoration, electrical/duct bank improvements, OIT/fiber infrastructure, and traffic/parking coordination. The A/E team must develop a coordinated design incorporating mechanical, civil, electrical, OIT/fiber, traffic, and site restoration requirements while establishing a constructible Phase 1 that preserves opportunities for future Phase 2 expansion. A Pre-Proposal Meeting is scheduled for September 10, 2026, at 12:00 PM (location: intersection of Gortner Avenue and Dudley Avenue on the St. Paul campus); RFP questions are due by September 14, 2026, at Noon; proposals are due September 21, 2026, at 2:00 PM; and the anticipated authorization to proceed is October 5, 2026. The University requires Construction Documents for exterior work to be complete by December 31, 2026, with construction anticipated to begin Spring 2027, avoiding the Minnesota State Fair Summer 2027.

The contract will be awarded as a fixed lump-sum fee agreement using AIA B101-2017 (Owner and Architect Agreement) as modified by the University on January 1, 2026, with no exceptions or deviations permitted. The estimated construction cost is $1,300,000 (current dollars, no escalation). Respondent evaluation is based on RFP Cover Page and Declaration (pass/fail), Respondent Team Qualifications (30 points), Project Work Plan (10 points), Project Schedule (30 points), and Project Fee (30 points). Cost estimating must be completed by a qualified contractor rather than a cost estimating consultant and should include subcontractor backup, unit rates, and material and labor breakdowns. The respondent's proposed fee must include all required services, reimbursable expenses as defined in the contract, overhead, and profit, with basic services divided into phases: Schematic Design (20%), Design Development (25%), Construction Documents (30%), and Procurement/Construction Administration (25%). The selected firm must demonstrate experience with comparable infrastructure projects completed within the last five years and provide an hourly-rate schedule along with the lump-sum fee proposal.

1.0 PROJECT INFORMATION

1.1 Background

The Board of Regents of the University of Minnesota (the “University”) is requesting

Proposals to provide professional design services for infrastructure improvements to the

NE District of the St. Paul campus (the “Project”).

1.2 Project Description (the “Work”)

The University is seeking A/E services for Phase 1 of the NE Corridor District Chilled

Water project on the St. Paul campus, generally along Dudley Avenue between Gortner

Avenue and Lindig Street. Phase 1 will extend district chilled water infrastructure and connect existing facilities to the district system, including associated in-building mechanical modifications, described in detail below. The Project will also coordinate civil/site restoration, limited electrical/duct bank improvements, new OIT/fiber infrastructure, and traffic/parking needs within the limits of excavation. Because excavation and earth moving are expected to be significant cost drivers, the University intends to use the Project as an opportunity to coordinate other infrastructure needs within the same corridor and avoid redundant future excavation. The A/E team shall develop a coordinated design incorporating mechanical, civil, electrical, OIT/fiber, traffic, and site restoration requirements. The design should establish a complete and constructible Phase 1 while preserving reasonable opportunities for future Phase 2 expansion, which will extend east along Dudley Avenue pending future capital improvements.

The Project shall include building-side Work required to make the district chilled water connections functional, rather than ending the design at the point of entry. The A/E team shall verify loads, existing conditions, design temperatures/flows, equipment compatibility, and Owner’s Project Requirements with University stakeholders. Scope varies by building from simple future tap-offs to replacement of equipment that is beyond useful life. The design shall contemplate the full anticipated building scope and use base-bid and alternate packaging to allow the University to maximize work within available funding. The owner anticipates four (4) sets (supply and return) of branch lines from

Dudley's new chilled water mains to serve existing facilities. Detailed information can be found in the Owners Project Requirements document.

The selected A/E team shall coordinate with Capital Project Management, Energy

Management/Mechanical, Facilities Management, Utilities, University Civil Engineering, OIT, Parking & Transportation Services, building representatives, and other stakeholders identified by the University. The Consultant shall lead interdisciplinary coordination and produce a single coordinated and constructible set of documents.

RFP Number: 02-300-26-3917 Page 4 of 16

Cost estimating is to be completed by a qualified contractor, not a cost estimating consultant. Cost estimates should include subcontractor backup, unit rates, and material and labor breakdowns.

The estimated construction cost for the Project is $1,300,000 (current dollars, no escalation).
