Summary of RFP for Automated GPS-Guided Robotic Field Marking System
This Request for Proposals document is issued by the Town of Enfield, Connecticut Department of Public Works seeking competitive proposals for an autonomous, GPS-guided robotic field painting and layout system designed to automate the initial layout, recalculation, and routine striping of multi-sport athletic complexes. The primary objectives are to reduce labor hours, improve line precision, and optimize paint resource usage. The system must meet specific technical requirements including Real-Time Kinematic (RTK) GPS or cellular network correction capabilities providing line placement accuracy of ±1 inch or better, safety features with mechanical bumpers and automatic shutdown upon obstacle detection, pre-programmed field dimensions compliant with NFHS, NCAA, and FIFA regulations for multiple sports, a rugged drive system capable of painting a standard soccer or football field in 2.5 hours or less on a single deployment, and a lithium-ion battery system providing 4 to 5 hours of continuous runtime. The vendor must also provide on-site commissioning, a minimum of two days of comprehensive operator training, a one-year comprehensive warranty, and dedicated technical support during standard business hours. Proposals are due by 11:00 a.m. EST on Wednesday, September 9, 2026, at the Office of the Director of Finance. No bidders' conferences, site visits, or scheduled Q&A sessions are documented. The anticipated award date is the week of September 14, 2026, with an initial contract period of one year from the date of award.
Pricing terms and payment structures are to be specified by the vendor and may include upfront capital costs, annual lease structures, or lifetime software subscription fees. The Town of Enfield is exempt from federal excise taxes and Connecticut sales and use taxes, and proposers should avail themselves of these exemptions. The RFP does not identify an incumbent vendor, specify set-asides for disadvantaged or minority-owned businesses, or include funding source documentation. However, the Town actively encourages responses from disadvantaged, minority, small, and women-owned business enterprises. Evaluation criteria are weighted as follows: Technical Compliance (35%), Cost and Value (30%), Support and Warranty (20%), and Vendor Experience (15%). All proposals must be accompanied by proof of required insurance coverage including Commercial General Liability ($1,000,000 per occurrence, $2,000,000 aggregate), Auto Liability ($1,000,000 combined single limit), Pollution Liability ($1,000,000), and Umbrella/Excess Liability ($1,000,000). The Town reserves the right to accept or reject any or all proposals and will not award contracts to vendors who owe prior-year property taxes to the Town.
